Railway Services (Conduct) Rules,

1966.

Rule 1

Came into force in the year 1966.

Railway servants are governed by the


Railway Service Conduct rules, 1966,
which lays down the standard of
conduct expect from every railway
servant and members of their family.

Rule 3(1)

Every Railway servant shall at all times:

i) Maintain absolute integrity;


ii) Maintain devotion to duty;
iii) Do nothing, which is unbecoming
of a railway servant.

Rule 3 C
Prohibition of sexual harassment of
working women

Sexual harassment means

a) physical contact and advances


b) demand or request for sexual
favors
c) passing sexually colored remarks
d) showing pornography
e) any other unwelcome physical
verbal or nonverbal conduct of a
sexual nature
Rule 4

Not to use his official position to secure


employment for any member of his
family.

Group ‘A’ officer, without prior


permission of the Government, cannot
accept employment in any company or
firm with which he or Government has
official dealings.
No Railway servant shall deal with any
matter or give sanction to any company
or firm or any person if any member of
his family is employed therein.

Rule 5

Railway servant cannot become


member of any political party or
organization.

Railway servant cannot have an


association with any political party or
organization.
It is duty of every Railway servant to
prevent his family member to take part
in politics or in any political activity.

Railway servant should be impartial in


reference to the election.

Railway servant should not participate in


the election campaign.

Rule6

Not to associate with a union this is


working against the interest of the
sovereignty and integrity of India or
public order or morality.

When any staff is promoted to gazetted


rank, he shall resign the union of non-
gazetted staff but in case joining such
union is beneficent, he may continue as
an ordinary member, but not as office
bearer with such union provided he
satisfies the General Manager.
Rule7

Not to participate in any demonstration


which is against the interest of the
sovereignty and integrity of India or
public order or morality, security of the
state, friendly relation with foreign state.

Rule8

Not to participate in the editing or


management of any newspapers,
periodicals publication or electronics
media without prior sanction of the
Government.

Rule 9

i) Not to make adverse criticism of


central or State Government.
ii) Not to involve in any activity, which
may embarrass the relation
between Central and State
Government.

iii) Not to involve in any activity, which


may embarrass the relation
between Central /State
Government and foreign states.

Rule 10

Not to give evidence in connection


with any enquiry conducted by a
person/committee/authority without
prior sanction of the Government.

Rule11
Not to supply official
document/information without prior
sanction of the Government.

However, in accordance with any


general or special orders of
Government or in the performance in
good faith of the duties assigned to
him, can communicate any official
information or its part to whom he is
authorized to furnish such information.

Rule12

Not to accept contribution in cash or


kind without prior sanction of the
Government.

Railway servant cannot raise any


funds or other collection in cash or in
any kind in pursuance of any object
whatsoever.
Rule 13

Not to accept gift in cash or kind from


near relatives in the cases of
weddings, anniversaries functions,
religious functions beyond permissible
limit:

Group A Rs.25, 000/-


Group B Rs.15, 000/-
Group C Rs.7500/-
Erstwhile Group D Rs. 1000/-

In other cases:

Rs.1500/- Group A and B


Rs.500/- Group C and D

Rule 13(A) Dowry

No Railway servant shall

i) Gove or take or abet the giving or


taking of dowry or
ii) Demand directly or indirectly from
the parents or guardian of a bride
or bride groom, as the case may
be , any dowry

Rule 14

Not to receive complimentary address


or attend any meeting held in his
honors or in the other Government
servant without prior sanction of the
Government.

The above rule shall not apply to

A farewell entertainment of
substantially private and of informal
character held in honor of railway
servant or any other government
servant on the occasion of his
retirement or transfer or any person
who has recently quit the service of
any government.

Rule 15

Not Railway servant without prior


sanction of the Government:

a) Undertake any other trade or


business
b) Negotiate for any other
employment
c) Hold elective office.
d) Canvass in support of any
business.
e) Take part in the registration,
promotion or management of any
bank opr company

Rule 15 A

Not to sublet Railway quarter


Not to lease any government
accommodation
Vacate the government
accommodation after cancellation of
allotment.

Rule 16

Not to speculate in stock market or in


other investment.

Rule 17

To manage private affairs and avoid


habitual indebtness or insolvency.

He has to inform to the legal


proceeding against him to the
Administration.

Rule 18

Sale and purchase of shares,


securities, debentures, etc.

Group A and B: If amount exceeds


Rs.50, 000/- during the calendar year.
Group C and D: If amount exceeds
Rs.25, 000/- during the calendar year.

Immovable Property: For transaction


beyond Rs 10,000/-
Rule 19

Not to have recourse to any court or


press which may lead to adverse
criticism or defamation.
Rule 20

Not to bring political pressure or other


influence on his superior authority to
farther his interest in respect if natters
pertaining to his service under the
Government.

Rule 21

Not to resort to plural marriage.

i) Shall not enter into or contract a


marriage with a person having
spouse living and
ii) Shall not enter into or contract a
marriage if his/her spouse is living.
iii) In case of marrying with non-
Indian, has to inform immediately to
the Administration.

Rule 22
Not to consume intoxicating drink and
drugs during duty hours and in public
places.
Not to appear in the public place in a
state of intoxication
Not to use intoxication drink in excess

Rule 22 A
No Railway Servant shall employ to
work any child below the age of 14
years.

Rule 23.

Interpretation: The power of interpreting


these rules is reserved to the President.

Rule 24.

Delegation of Powers: The Government


may, by general or special order, direct
that any power exercisable by under
these rules shall, subject to such
conditions, specified in the order, be
exercisable also by other officer or
authority as specified in the order.

Rule 25.
Repeal and Savings: The Railway
Services (Conduct) Rules, 1966,
contained in Appendix VI of the Indian
Railways Establishment Code Volume-I,
shall cease to be in force except as
respects things done or omitted to be
done.

Rule 26.

A railway servant shall be governed by


all the administrative instructions that
may be issued from time to time in
regard to the conduct of Railway
Servants.
