1. GENERAL

1.1 Document Purpose

Purpose of this document is to Supply Heavy Duty Vehicles with Driver and Equipment's with Certified
Operator.

Location for Delivery of Equipment – Kingdom wide depend on project requirement

3. SAFETY AND SECURITY

Bidder shall comply at all times with all applicable COMPANY and Saudi Arabian
Government safety, health and environmental regulations, all Com pany
G e n e r a l HSE procedure and other related rules and regulations (attached
herewith).
4. QUALITY

Bidder shall comply at all times with all applicable COMPANY and Saudi Arabian
Government quality control procedure and other related rules and regulations.
CONTRACTOR I COMPANY shall have the right to inspect the
Vehicles/Equipments/Certificates/Driver’s Licenses etc. provided by bidder.

5. SCOPE OF WORK

• Annex.1 is attached for the items to provide.

• Bidder has to provide in very good working conditions all the listed Heavy Duty
Vehicles and Heavy Equipments.
• All the listed Heavy Duty Vehicles age should not be more than five (5) years and
Heavy Equipments should not be more than eight (8) years old. Bidder to provide
such proof/evidence
• Bidder will bound to mobilize the required item within one week after confirmation
received to proceed with mobilization.
• Mobilization and demobilization is at Bidder’s scope.
• CONTRACTOR shall inspect all Heavy Duty Vehicles and Heavy Equipments or
any other equipment/machinery upon arrival prior commencement of the services.
• CONTRACTOR has the full rights to reject if the request is not in accordance to
CONTRACTOR’s full specification (i.e. valid sticker, 3rd party inspection, valid
Insurance, PWAS, etc.) and found out not in very good working conditions.
• Bidder shall not be compensated including the Mobilization/Demobilization cost for
the rejected Heavy Duty Vehicles and Heavy Equipments.
• Bidder shall replace immediately for the rejected Heavy Duty Vehicles and Heavy
Equipments.
• Damage during the transportation and unloading of Heavy Equipments shall be
under Bidder’s full responsibility
• Bidder shall provide valid driver’s license for the Heavy Duty Vehicles and
Certified Aramco operator for the Heavy Equipments.
• Bidder shall be full responsible of the renewal of the Driver’s License and
Certifications.
• Bidder must be in compliance with Annex Q (Attachment 3) related to minimum
medical requirements of Bidder’s personnel

• Bidder’s personnel mobilized at site must have a valid Fit to Work Certificate;
• Bidder has to provide a permanent mobile workshop with Mechanic to the
project site for the periodic maintenance and repair of all the vehicles including
spare parts, tires, filters and lubricants AT NO ADDITIONAL COST to
CONTRACTOR. Weekly maintenance must be considered.
• Bidder shall ensure at least once a week periodical preventive maintenance at
site and provide Maintenance report list done to our representative Asset dept.
CONTRACTOR
• Bidder is full responsible for the oil and greasing
• For any vehicles and equipments breakdown during the service, the same
shall be replaced maximum 24 Hours. The Non-operational hours (Breakdown
Hours) will not be paid by the CONTRACTOR.
• Bidder shall bear all the relevant costs to Transport the replacement. However,
should the bidder failed to provide such required SERVICE(S),
CONTRACTOR shall provide the same and back charged the relevant cost to
the Bidder.
• CONTRACTOR shall provide Food and Accommodation to Bidder’s personnel
including the Transportation within Project site.
• First Aid Treatment at the job site shall be provided by CONTRACTOR for
Bidder’s personnel dedicated to the job. All other medical and hospital
treatment shall be the responsibility of the Bidder.
• CONTRACTOR shall provide fuel.
• All Tankers/Trucks and construction equipment’s should have Proximity
Warning System installed. Saipem shall not pay any additional cost for PWAS.
• With each PWAS vendor should provide No.3 detectable Tags which shall be
returned upon demobilize.
• All Equipment’s should have minimum third party insurance

7. BIDDER’S INSTRUCTION FOR THE PROPOSAL

A. Bidder will provide the following in their TECHNICAL offer:

• Company Profile including present and previous services experiences
• List of Heavy Duty Vehicles and Heavy Equipments under Bidders property in accordance to the
requirements including photos, no. of years, valid documents, etc.
• List of Drivers and Operators along with their driver’s license and Certification respectively
• Bidders internal HSE plan, periodical / preventive maintenance plan.
• Unpriced Commercial Proposal
• Bidder’s signed and stamped confirmation to comply with respect to SAIPEM SOW

Note: during the Evaluation, SAIPEM will conduct site visit to Bidder’s yard to understand the capability of the
present RFQ

8. PRICING

Bidder will provide an offer in accordance to the Price List attached and in compliance to the Scope of Work.
