PROPOSED LJMU-CINEC

PARTNERSHIP TO CONDUCT UK
CERTIFICATE OF COMPETENCY
PROGRAMS IN SRI LANKA
1. Situational Appraisal

A number of shipping principles recruit Senior and Junior officers from South Asian region to
work on their vessels. A considerable number of recruits from this pool travel to UK, Australia
and Singapore to obtains their certificates of competency due to the high demand for officers
with CoCs from these countries. Every year this figure could be as high as 500.
The obtaining of CoC from above countries have its own complications. Some are listed below
1. Difficulty in obtaining placements
2. Degree of difficulty in obtaining student/resident visa
3. High course fee
4. High cost of living and air fare

When analyse above factors it is evident that a fair number of students can be attracted and
enrolled If any local institute could conduct preparatory courses leading to CoCs issued by any
of the above-named administrations as it is more convenient and cost effective.

2. Objective

CINEC in affiliation with Liverpool Jhon Moores University(UK) to conduct preparatory courses
leading to UK CoCs in Sri Lanka and to make it financially benefiting to both parties.

3. Market potential and opportunities

If CINEC could conduct programs towards the UK COC, the students other than Sri Lankans will
have following advantages when compared to going in to other countries
1. Cheaper air fares
2. Cheaper accommodation
3. Competitive course fee
4. Relaxed VISA formalities
CINEC will initially explore new markets in India, Pakistan and Bangladesh through agents in
those countries in addition to direct registrations. As per our primary market study the
numbers will grow as we continue.

To rank Sri Lanka with the top 10 with respect to logistics rankings requires a combined effort
of infrastructure development, human capacity building and improved soft skills. The
momentous and pivotal role played by the Colombo International Nautical and Engineering
College, more widely known as CINEC Maritime Campus in human capacity building in marine,
engineering and technology, logistics and transport sectors, is noteworthy.
The Colombo International Nautical and Engineering College is located in Malabe- a quiet
picturesque suburb in the capital city of Colombo, with branches in popular suburb Nugegoda,
Jaffna and Trincomalee in the North and East of Sri Lanka.

Maritime Educational Training Facility

CINEC is the only institution that offers training to Class II and Class I seafarers, in Sri Lanka.

disciplines on offer at CINEC.
CINEC Campus with foreign and local partners now
caters to over 20,000 students annually, who
follow a range of over 195 Educational and training
programmes. Offering courses from Certificate
level to Bachelor’s, Master’s and Doctoral degrees
which are approved by the University Grants
Commission Sri Lanka, and affiliated with Foreign
Universities in Australia, China, UK, and USA, CINEC provides a plethora of opportunities for Sri
Lankan students to excel in higher education of world class standards, at an affordable cost.
The internationally recognized degrees awarded to Class I Masters and Class I Chief Engineers,
and certificate of competencies (Sri Lanka) to others have attracted both local and foreign
potential sea farers and those already serving at sea. These include the refresher courses which
cover all trades at sea. These training comply with international convention of standards of
training certification and watch keeping for seafarers (STCW) as amended in 1978. CINEC
trained Masters, Chief Engineers, Officers and Ratings are currently employed with many

shipping principals based in Europe, USA, Canada, Asia and the Pacific. CINEC with its world
class facilities and reputation for global excellence in maritime education in all grades has now
expanded its base by establishing and managing national maritime training institutes at Fiji and
Seychelles.
CINEC Maritime Campus, a Maritime Training Institution and is a member of Blue Chip
Companies in Sri Lanka. Our partners and associated companies are engaged in foreign Port
Control Management, Liner Agency, Ship Repair, Marine Surveys, Ship Chandelling, Marine Crew
Travel, Crew Recruitment and Management, Ship Husbandry, Marine Radio and Electronic
Repairs.
One of the shareholders of CINEC the Ceyline Holdings is
today the Sri Lanka’s leading agency for providing ship’s
crews to foreign vessels with a 30-year experience in the
shipping industry. Ceyline at present has a pool of over 3500
seafarers spanning from Class I qualification to all levels of
maritime competencies. Out of this pool of seafarers in an
average approx. 1200 serve at sea at any given time.
Retention rate under the same principal of these seafarers
is at a healthy 80% - 85% which speaks well for CINEC and
Ceyline products. In addition to above many CINEC trained
seafarers are serving large number of multinational
principals at sea.
Offering unlimited opportunities to its students, CINEC continues to work towards furthering its
academic excellence with the objective of producing competent professionals in a chosen
career.
CINEC is interested in entering into partnerships, agreements or understanding with government
institutions, agencies, shipping principals, private agencies and service providers to derive
optimum benefits.
Further CINEC Campus also involved in managing two foreign maritime academies namely Fiji
Maritime Academy and Seychelles Maritime Academy at the request of the respective
governments. CINEC was instrumental in getting Seychelles in to the IMO white list in 2014.

6. Proposed Business Model

We recommend the Franchise business model in the initial stage and make suitable revision as
we move on.

7. Proposed Methodology of collaboration

7.1 Registration:
Prospective students to take eligibility from MCA prior registration at CINEC. All applications
received for registration should be approved by LJMU before enrollment for the program.
7.2 Conduct of the lectures:
CINEC to conduct the identical program of LJMU namely (but not limited to), LJMU programs
leading to OOW, EOOW, Chief Mate and Second Engineer Certificates of Competency, with full
compliance of quality standards followed by LJMU and CINEC. Lecturers will be conducted by
CINEC lecturers as approved by LJMU. All academic material eg Syllabus / Lesson Plans / Course
Notes to be provided by LJMU.

7.3 STCW Mandatory short courses:


MCA to approve existing CINEC programs.
All STCW programs are validated and approved by Sri Lanka Administration.
All CINEC STCW programs have been also audited by European Maritime Safety Administration
(EMSA) in 2014.

7.4 Class Rooms and other facilities:


All facilities required to conduct the CoC programs including all simulators for STCW short
courses are available at CINEC. LJMU to verify and agree.

7.5 Examination:
We propose following method subject to further discussion.

All question papers to be set by LJMU with the Marking Scheme, sent to CINEC to conduct the
examination at CINEC examination centre and scrutinized by CINEC lecturers and moderated by
LJMU.
All SQA question papers sent to CINEC and conducted at CINEC examination centre. Answer
scripts scrutinized by SQA.

7.6 Orals:
MCA to approve a local examiner to conduct orals.

7.7 Issue of Certificates:


All non COC certificates to be issued by CINEC.
All COCs to be issued directly to the student.

7.8 Finance:
CINEC to pay Royalties fee to LJMU.
Students to pay applicable examination fee to CINEC/LJMU and SQA.
COC fee paid directly to MCA.

8. NEXT STEP

1. Obtain MCA agreement in principle to conduct the programs outside UK under the strict
supervision of LJMU as mentioned above.
2. If MCA agrees, Visit CINEC to inspect the facilities available and sign a MOA
3. If satisfies apply for MCA approval
4. CINEC wishes to extend cooperation for more programs such as (but not limited to) BA
(Hons) International Relations and Politics; BSc (Hons) Forensic Science; BA (Hons)
