Smart meter has the capability to record active, reactive and distortive powers. Normal
domestic meters record active power (kW) based electricity consumption and industry
meters record both active (kW) and reactive power (kvar) electricity consumption.
Industrialists install capacitors to reduce the reactive power consumption to reduce utility
penalty factor.

Owing to high amounts of harmonics caused distortive power (kvad) is generated in


power system which is in quadrature with both active and reactive powers.
Electromechanical and electronic meters cannot measure the distortive power, but the
smart meter can measure it. It should be in harmonics rich industries not domestic
premises. The distortive power causes 1 to 2% power losses even if the load injected
harmonics are within standard limits.

Due to reactive and distortive powers the power factor deteriorates from normal 0.85
down to 0.55 which is the invisible cause of higher line losses. Case studies have shown
the line losses due to distortive power losses in harmonics rich systems like GEPCO,
LESCO and IASCO may be 20 to 25%. GEPCO reduces the line losses by posting
advance readings to agricultural tube wells, LESCO and IASCO over charge the official
and domestic meters.

QUESTION is the smart meters would measure the true power factor to increase the
penalty factors for industries and as well as domestic consumers to accommodate line
losses. SOLUTION is to force large consumers to adhere to Harmonic Standards not use
smart meters to impose penality factors. PEPCO has neither developed her own
harmonics control practices nor complying to IEC/IEEE standards which is a major cause
of high line losses in addition to power pilferages.
PEPCO plans to purchase worth RS.18 billion smart meters with ADB loan to retire
thousands of meter readers. Smart meter would give nothing except remote online
metering, which cannot detect Direct KUNDAs in no go areas. Smart meter remains “on
24 Hrs’ and wastes more power to operate its circuitry compared to normal electronic
meters. Huge wastage of national resources on smart meters makes no sense. I believe
the SMART is really manufacturer not the Meter.

PEPCO needs live line load shedding meters. A research proposal was submitted to HEC
last year by underwriter which was ignored as it develops indigenous resources. We
published a journal paper on the concept of live load shedding meter was widely hailed.
This meter shuts down consumer bulk loads in peak hours without imposing blanket load
shedding on the whole feeder.

We need smart power sources not the smart meters. A dumb dams supplies electricity as
well as water to promote agriculture. In an energy round table conference, Shamsul Mulk,
Ex chairman WAPDA, said we are losing $2 billion every year for not constructing KBD.
PEPCO priority should be power generation not smart meters. The models of smart
meters, like mobile phones, change every month, would we continue buying new models
of smart meters every year? Smart meters can be interfaced with internet through which
smart meter venders can power off your supply when desired.

Let us the smart meter tells you Mr XYZ is stealing power (actual can’t tell) in any no-go
area which you cannot stop then what is use of wasting money on meters? Our SDOs
like SHOs know all about power thefts but are unable to stop the POWERFULL
consumers. Courts take tens of years to decide power theft cases. SDOs avoid FIRs as
the DISCOs do not back SDOs and the FIR prove boomerang for them. As SDO,
underwriter spent RS80, 000 to get rid of TRUE FIRs against POWERFUL
CONSUMERS. As a result GEPCO transferred me to a remote station and advised
verbally apologizing the thieves.

Ugly truth is the PEPCO officers use coordinated power thefts as mean to earn
money. SHOs do not like the police stations with lower rate of crimes.

According to NEPRA side visits of meters, 70% of the Time of Use (TOU) meters are
defective. TOU meters charge consumers at high rates in non-peak hours to which rich
Islambadians do not care due to their high income sources. A poor man cannot afford
errors of TOU electronic meter.
