Tom Kegel announced the Call for Abstracts for the Fluid Flow Measurement 10th
International Symposium. See flyer for details on Attachment 3.0 on page 9.
Ali Quraishi announced the next AGA conference in Washington D.C., for June
2018. Contact him for more details.
For voting purposes, David Mesnard will be representing David Wiklund’s vote and
Michael Carter has given his proxy to David Wyatt. This action was approved by the

V 1.5 Patrick J. Higgins Medal. Annually, the Board on Standardization & Testing is
allowed to present this ASME award to an individual from a committee under the Board’s
jurisdiction.
(a) The purpose of the Patrick Higgins Medal is to honor unusually dedicated voluntary
service to the development, and promotion of an ASME Standardization and Testing
Standard, Code or Conformity Assessment Program.
(b) Any individual or committee may nominate candidates for the Medal. Nomination and
eligibility information may be found at:

The Medal shall be administered by the Patrick J. Higgins Medal Committee, appointed

standard, if possible, or indicate clearly those standards that are not consistent with MFC-1.

The subcommittee met on Tuesday, 25 April 2017 from 8:00 AM to 12:00 PM.
The discussion focused on the addition of a section on differential pressure transmitters as part of the
“flow system.” This could possibly include secondary piping (MFC-8M). The major concerns of the
members present was that the scope of this type of addition could balloon and/or secondary
manufacturers or technologies could be inadvertently excluded.
It was determined among those present that – generally – Wednesday afternoons were best for
teleconferences. The subcommittee(s) will be holding telephone conferences regularly to address this
and other issues relating to the integration of MFC 14M (Small Bore Precision Orifice Meters) and
further consideration of incorporating MFC 12M (Averaging Pitot Meters) into the document.

Focused on the issue of repair / replacement of damaged or faulty coriolis meter with regard to
replacing only the flow tube or the electronics. Suggestions included performing a verification (if
available) when a flow tube is replaced. Requiring the manufacturer to provide a as found as calibrated
summary for the user if asked. Wade to provide group a draft paragraph for 7.3.
We spent a little time discussing how the revised standard handles gas density measurement.
It was decided that at least one more meeting would be needed before the draft could be balloted.
SC6: Vortex
Focus has been on competing the ISO standard for vortex, ISO1274…Comments resolved final draft sent
to ISO Editors. Expect next to be to review the final document for publication.
April,
ASME MFC-7M 2016 was released in September 2016. No subcommittee action is planned at the moment.
Research will be monitored by members over the next few years in anticipation of a 5 year revision cycle. Myself,
Bradford Sims and John Wright attended a Critical Flow Venturi Nozzle workshop just prior to Flomeko in
September 2016 and there was some discussion amongst the international community to revise ISO9300 2005. Both
John Wright and I will monitor through ISO/TC-30 roles.
I would like to reappoint the three people whose terms are set to expire at the end of June 2017.

Impulse Lines:
A recent ballot: "ISO/DTR 3313, Guidelines on the effects of flow pulsations on flow-
measurement instruments" was received. This subject is addressed in 8M, but not in this
detail. I do not expect a serious impact on 8M but we will most likely add this as a technical
reference. 8M is a candidate for replacing with ISO 2186 as our standard.
MFC 18M
Variable Area meters: As reported before this is stable technology, the products are very
widely used but there is little reported change. The value is in defining the specific
terminology used in the sales literature. I have no idea if ISO has a standard on this topic
MFC 13M
Measurement of Fluid Flow in Closed Conduits:Tracer Methods
ASME MFC-13M–2006.
This is primarily a concept paper with only minor advances in technology expected. There is
no point in attempting to standardize the various sorts of devices used.
I have received no comments on this and plan no action at this time. This was developed to
fill a void caused some time ago when ISO canceled their several, and very detailed standards
on the subject. I would like to see one of the several ISO Tracer standards to review for any
major change in ISO thinking. I think that one is for conduits. It is probably time to review our
position in committee.

Ali Quraishi started the meeting with thanks to those who were present at the
meeting. He first asked if this short 6-page document (actually 4 page, if we take out
the first two pages containing scope and references) is something really helpful to the
users. Questions came up such as, is this standard used or referenced in any other
standard or the other standards have their own methods described, should we
change the title of the document? April may look at the sales of this document over
the last 1 0years, if possible. After discussion of the current introduction and scope in
the document, it was felt they both need to be revised in the context of different types
of meter being used by the industry. To accomplish this, Ali Quraishi will be inviting
the SC 10 members for several WebEx meetings. Dean Standiford volunteered to be
in the SC 10. Thanks to Dean. Attached is the current MFC 10 for your preview.

“Single Point” needs to be clarified
We reviewed SC membership – seems to be a good group to start with
April will get copies of ISO 7194, 7145, 3996 for SC to review. The goal will be to develop an
outline/table of contents (Don to develop 1st draft) for SC to start reviewing in June.
PTC 19.3 (?) is also a good doc to look at (April – what is this document?)
“Fluid Loading” on probes is an issue to be clarified.
The list of potential items to be included (Don developed last year) was reviewed. These items
will be considered as an outline is developed.
Participants were invited to submit suggestions. David Wyatt and David Mesnard have already
submitted ideas. Thanks!
