1.0 CALL TO ORDER

The Chair, David Wyatt, called the meeting to order at 8:05 AM.

2.0 INTRODUCTION OF MEMBERS, ALTERNATES, AND VISITORS

The five (5) members, one (1) honorary member, and four (4) visitors present
introduced themselves.

3.0 ANNOUNCEMENTS

Tom Kegel announced the Call for Abstracts for the Fluid Flow Measurement 10th
International Symposium. See flyer for details on Attachment 3.0 on page 9.

Ali Quraishi announced the next AGA conference in Washington D.C., for June
2018. Contact him for more details.

For voting purposes, David Mesnard will be representing David Wiklund’s vote and
Michael Carter has given his proxy to David Wyatt. This action was approved by the
chair.

4.0 REVIEW AND ADOPTION OF THE AGENDA – APRIL 27, 2017

The Agenda was reviewed. Following a discussion, a motion was made, seconded,
and it was

During this meeting, H. Eileen Hall has recently retired and may need to change
the category of interest.

Jim Bowen submitted an application for the MFC Standards Committee

membership.

6.6 Awards

See Attachment 6.6 on pages 17-19 for the ASME Codes & Standards
Development Committee Procedures with S&T Supplemental – Appendix V, which
lists the various awards committees are encouraged to recognize the contributions
of their members.
During this meeting, the committee discussed the addition of ad hoc committee for
recommendations of Awards. This committee will consist of no more than three
members (Wade Mattar, David Wyatt and David Wiklund).

Discussion will be held on all Subcommittees regardless of whether a

Subcommittee meeting was held. The main emphasis of this is to review the
activity of each Subcommittee and discuss the need to maintain
Subcommittees that are not active.

APPENDIX V
AWARDS
V 1.0 AWARDS
Committees are encouraged to recognize the contributions of their members through the
recommendation for honors and awards.

V 1.1 Certificates of Appreciation. Certificates of Appreciation are Society awards issued in

accordance with Society Policy P-1.2 to selected individuals for outstanding leadership and/or
significant service in the development of codes and standards. The consensus committee may
make recommendations to the Board for the issuance of Certificates of Appreciation to
individuals who have given meritorious service to the committee. The following guidelines,
although not mandatory, should be used in making these recommendations:
(a) The usual time for the committee to consider the recommendation of a Certificate should
be either ten years after the date of an individual’s first formal appointment to a
committee activity, or at the time of the individual’s resignation from committee
activities.
(b) Factors to be considered in the decision of whether or not a recommendation should be
made are length, continuity and diligence of service. Except for an unusually
meritorious contribution, a Certificate should not be recommended at the time of the
resignation of any person whose total service to the committee has been less than one
term (5 years).
(c) An individual may receive more than one Certificate of Appreciation for different
activities. However, no more than one Certificate for general service should be
recommended for any individual. A Certificate for general service may be
recommended for an individual who has already received a Certificate for a specific
service, but only if it is believed that the specific service mentioned on the existing
Certificate does not cover a significant portion of his actual contribution.
(d) The wording of a Certificate for general service should refer in a general way to service
to the activities of the committee, rather than to service on specific subordinate group(s).
(e) At the option of the awardee, a letter from the Board Chair or Standards Committee
Chair to the individual’s management expressing appreciation for sponsoring the
individual should be sent.

V 1.2 Certificates of Achievement. Certificates of Achievement are Council on Standards

and Certification awards. They are available annually to each standards committee to recognize
significant personal achievement in the development and promulgation of codes or standards
under the committee’s jurisdiction. The consensus committee may make a recommendation to the
Board for the issuance of a Certificate of Achievement to an individual for significant personal
achievement in the development and promulgation of codes or standards under the committee’s
jurisdiction. The candidate’s nomination requires approval by 90% of the membership of the
consensus committee and is then subject to approval by the Board for action on behalf of the
Council on Standards and Certification.

(a) An individual may receive more than one Certificate of Achievement.

(b) At the option of the awardee, a letter from the Board Chair or Standards Committee
Chair to the individual’s management expressing appreciation for sponsoring the
individual should be sent.
V 1.3 Certificates of Acclamation. Certificates of Acclamation are Council on Standards and
Certification awards available annually to each standards committee for recognition of excellence
in the development of a specific work product (e.g. new document, major revision) and are
presented to an individual or a small group of individuals most responsible for the work product.
The standards committee Chair may make nominations to the Board for the issuance of
Certificates of Acclamation.
(a) This award is to recognize excellence in development of a new or revised code or
standard; it is not intended to be a general service award. The form of the award consists
of a Certificate.
(b) The standards committee Chair may solicit recommendations from the committee
membership, including subordinate group Chairs.
(c) The nomination shall consist of the name(s) of individuals most responsible for the
development of a specific committee work product (e.g. new document, major revision).
(d) An individual may receive more than one Certificate of Acclamation, if so deserving.
(e) Approval by the Board acting on behalf of the Council on Standards and Certification is
required. The Board exercises control to maintain the integrity of the award.
(f) At the option of the awardee, a letter from the Board Chair or Standards Committee
Chair to the individual’s management expressing appreciation for sponsoring the
individual should be sent.
V 1. 4 Dedicated Service Award. Annually, each Vice President in Codes and Standards is
allowed to present this ASME award to an individual from a committee under each Board’s
jurisdiction, with a minimum service to the Society of ten years.
(a) The purpose of the ASME Dedicated Service Award is to honor unusually dedicated
voluntary service to the Society marked by outstanding performance, demonstrated
effective leadership, prolonged and committed service, devotion, enthusiasm, and
faithfulness.
(b) Any individual or committee may nominate candidates for the Dedicated Service Award.

(c) The candidate must have at least ten years of service on a standards committee. No
person shall receive more than one ASME Dedicated Service Award. Individuals

responsible for selecting a candidate for the Dedicated Service Award are not eligible to
receive an award during this time.
(d) The award consists of a plaque with medallion, a lapel pin, and certificate.

(a) The purpose of the Patrick Higgins Medal is to honor unusually dedicated voluntary
service to the development, and promotion of an ASME Standardization and Testing
Standard, Code or Conformity Assessment Program.
(b) Any individual or committee may nominate candidates for the Medal. Nomination and

The subcommittee met on Tuesday, 25 April 2017 from 8:00 AM to 12:00 PM.

The discussion focused on the addition of a section on differential pressure transmitters as part of the
“flow system.” This could possibly include secondary piping (MFC-8M). The major concerns of the
members present was that the scope of this type of addition could balloon and/or secondary
manufacturers or technologies could be inadvertently excluded.

It was determined among those present that – generally – Wednesday afternoons were best for
teleconferences. The subcommittee(s) will be holding telephone conferences regularly to address this
and other issues relating to the integration of MFC 14M (Small Bore Precision Orifice Meters) and
further consideration of incorporating MFC 12M (Averaging Pitot Meters) into the document.

proceed with the revision of the MFC 4 document. I sent seversl reminders but did not receive

The decision to develop a separate document on flow conditioner is my preference, because

flow conditioner is applicable to almost all flowmeters.

Focused on the issue of repair / replacement of damaged or faulty coriolis meter with regard to
replacing only the flow tube or the electronics. Suggestions included performing a verification (if
available) when a flow tube is replaced. Requiring the manufacturer to provide a as found as calibrated
summary for the user if asked. Wade to provide group a draft paragraph for 7.3.

We spent a little time discussing how the revised standard handles gas density measurement.

It was decided that at least one more meeting would be needed before the draft could be balloted.

ASME MFC-7M 2016 was released in September 2016.  No subcommittee action is planned at the moment. 
Research will be monitored by members over the next few years in anticipation of a 5 year revision cycle.  Myself,
Bradford Sims and John Wright attended a Critical Flow Venturi Nozzle workshop just prior to Flomeko in
September 2016 and there was some discussion amongst the international community to revise ISO9300 2005.  Both
John Wright and I will monitor through ISO/TC-30 roles.

I would like to reappoint the three people whose terms are set to expire at the end of June 2017.

MFC 8M.
Impulse Lines:
A recent ballot: "ISO/DTR 3313, Guidelines on the effects of flow pulsations on flow-
measurement instruments" was received.  This subject is addressed in 8M, but not in this
detail. I do not expect a serious impact on 8M but we will most likely add this as a technical
reference. 8M is a candidate for replacing with ISO 2186 as our standard.

MFC 18M
    Variable Area meters: As reported before this is stable technology, the products are very
widely used but there is little reported change. The value is in defining the specific
terminology used in the sales literature. I have no idea if ISO has a standard on this topic

MFC 13M
    Measurement of Fluid Flow in Closed Conduits:Tracer Methods
ASME MFC-13M–2006.
    This is primarily a concept paper with only minor advances in technology expected. There is
no point in attempting to standardize the various sorts of devices used.  
    I have received no comments on this and plan no action at this time. This was developed to
fill a void caused some time ago when ISO canceled their several, and very detailed standards
on the subject. I would like to see one of the several ISO Tracer standards to review for any
major change in ISO thinking. I think that one is for conduits. It is probably time to review our
position in committee.

Ali Quraishi started the meeting with thanks to those who were present at the
meeting. He first asked if this short 6-page document (actually 4 page, if we take out
the first two pages containing scope and references) is something really helpful to the
users. Questions came up such as, is this standard used or referenced in any other
standard or the other standards have their own methods described, should we
change the title of the document? April may look at the sales of this document over
the last 1 0years, if possible. After discussion of the current introduction and scope in
the document, it was felt they both need to be revised in the context of different types
of meter being used by the industry. To accomplish this, Ali Quraishi will be inviting
the SC 10 members for several WebEx meetings. Dean Standiford volunteered to be
in the SC 10. Thanks to Dean. Attached is the current MFC 10 for your preview.

Participants reviewed the scope approved 2 years ago (for a new Insertion Meter Standard).
“Single Point” needs to be clarified
We reviewed SC membership – seems to be a good group to start with
April will get copies of ISO 7194, 7145, 3996 for SC to review. The goal will be to develop an
outline/table of contents (Don to develop 1st draft) for SC to start reviewing in June.
PTC 19.3 (?) is also a good doc to look at (April – what is this document?)
“Fluid Loading” on probes is an issue to be clarified.
The list of potential items to be included (Don developed last year) was reviewed. These items
will be considered as an outline is developed.
Participants were invited to submit suggestions. David Wyatt and David Mesnard have already
submitted ideas. Thanks!

I will be on vacation today, and won’t be in the meeting. Thanks for everyone’s help as we begin!
