CHAPTER I

THE PROBLEM AND ITS SETTING

INTRODUCTION

The competitiveness of Seafarers is measured not only in terms

of their performance in school where they graduated, but also in the result

of their examination and must have an excellent performance in and off

the ship, for us to be the leading producer of globally competitive seafarers

with experience, generosity, and leadership quality indeed to be a

professional maritime officers.

Mariners Polytechnic Colleges Foundation is one of the institution

in Bicol region offering a maritime courses producing a high quality

students with the aim of to be a center and no.1 institution whom to teach,

educate the students through continuing program of development

excellence, competent and well trained faculty members, up to the date

instructional sophisticated simulator, aside for teaching they develop the

leadership traits and camaraderie among members. They guide the

Cadets to have a top academic performance for them to pass the

Licensure Exam, which was administered by the Professional Regulation

Commission {PRC} Every graduate of maritime courses must be a holder

of PRC license for them to be qualify and fit for the position as deck officers

and Marine engineers. It follows that the performance in licensure

Examinations is definitely a major key point indicator for their readiness for

shipboard employment in globally competitive maritime industry.

2

However based on the data of Philippine Regulation

Commission, the Mariners Polytechnic Colleges Foundation passing rate

for the Maritime Deck officers OIC Navigational watch is quite low

compared to the maritime course Marine Engineering officers OIC

engineering watch Licensure Examination. The average rate of Marine

Deck Officers OIC Navigational watch Licensure Examination is 52% from

2010-2016 while the average passing rate of the Marine Engineering

Officers OIC engineering watch Licensure Examination at the same year

is 64%. Likewise in this situation the common problem has been appeared.

WWW.finduniversy.ph Philippine Maritime Schools Ranking 2017-

finduniversy.ph

MPCF has a quite percentage of passing rate for maritime deck

officers compared to Marine Engineering Licensure examination.

Therefore it is necessary to find the total academic performance of

maritime students in licensure examination is quite below average,

especially in Marine Transportation (BSMT) so that the action may be

considered in modifying educational approach and high quality course

program and extracurricular activities to the students that will ensure

producing high quality of graduates and maintain competitive Filipino deck

and marine engineers officers in the world of Maritime profession.

3

Statement of the Problem

This study sought to know the performance level of BSMT and BSMarE

of Mariners Polytechnic Colleges Foundation in Licensure Examination 2016.

The result of this study will be the basic for the school to have a high quality

standard course program.

1. What could be the possible effect/s of traditional course program to the

performance rating of examiners in both BSMT and BSMarE?

2. What instructional skills and programs being practiced in the score in order

to enhance the competency of the faculty and staff that would insure good

rating results?

3. How do Marine Engineering and Marine Transportation courses make a

difference along expertise and technical know?

Scope and Delimitation

This study focuses in the performance of Maritime student at MPCF of

both BSMarE and BSMT in OIC licensure examination. Those two major courses

implied the safety course of the ship.

The performance of the Examinees will be the point of view of the study,

the percentage, raw score and the total number of Cadets that take the exam will

be the respondent of this research. The number will be separated to those two

aspects, (BSMarE - BSMT).

The study will utilize the total number of percentage to determine

the differences.

The licensure examination is one of the most hardest moment that a

candidates will face before their career starts their future will depending on the

result of their licensure examination and it is the chance to test seafarer if he/she

is ready in their chosen careers through this, onboard has the ultimate

responsibility to ensure that the examination meets technical, professional, and

legal standards as well as protecting the health, safety and welfare of the public by

assessing candidates abilities to practice imperfectly before each seafarer should

be a form as a person who’s standing straight and facing huge waves of seven

The licensure examination is the most common challenges of every

maritime student. Because it will test their confidence and knowledge on what they

have learned during their training. Licensure examination will state that if the

student will pass or not by viewing the result. If the students pass in the licensure

examination he/she will be automatically hired in a company.

Theoretical Framework

Theory of performance

This study is enhanced on the theory of Performance by Don Elger,

University of Idaho. According to this theory, Humans are cable of extraordinary,

Gandhi led a nonviolent resolution that liberated India from colonial rule. On

September (12th 1962) JFK challenged the country to “Go on the moon in this

decade and do the things, not because they are easy, but because they are hard.

 Traditional context

- Top informs learning’s in classrooms, workshops, and other venues that are

traditionally associated with learning.

 Non-Traditional contacts

- TOP learning’s in contexts that are not traditionally conceptualized as

learning environments; it includes self-development professional research

groups, colleges.

 Organizational learning’s

- As advocated by Harvard’s project zero, performance is closely related to

learning, for understanding (Wise, 1998) when people learned and grow

they are empowered to create results that make a difference.

Theory of Rendition

- Theory of rendition is the best synthesis of performance studies issues,

concepts and methodologies that yet exists. This textbook is invaluable and

will make performance studies classrooms smarter and more sophisticated

both in terms of content and in practice. What a treat it will be to offer

students a text that take the best thoughts, practices, and example and

present it to them in an engaging, surprising, and provocation format

RESEARCH DESIGN AND METHODOLOGY

This chapter presents and discuss the research design, research locale,

respondents, sampling method, research instrument and statistical analysis.

Research Design

The research design that the researcher used was a Comparative –

Survey. Comparative non-experimental research design was used because of

the fact that the researchers was comparing the performance level of 2 College

courses which are Bachelor of Science in Marine Transportation and Bachelor of

Science in Marine Engineering. Survey Studies was also used because for them

to gather information from their respondents they have used survey

questionnaires.

Respondents

The respondents of this study are the selected Cadets/examiners who

took the PRC examination, of the MPCF. Since the chosen respondents are

form the BsMT and BsMarE the researchers decided to get the number of the

students from that certain course and used the Slovene Formula as a guide to

choose their respondents for their study.

data. Further, the questionnaires were divided into (3) three parts aimed to

gather information regarding (1) the effects of traditional course program to the

performance of the Cadets or the examinees. (2) The faculty development

program, the facility that enhance the knowledge of the Cadets. (3) Course

difficulty of Marine Transportation and Marine Engineering. The personal

interview also conducted, since there were certain questions in the survey

questionnaire that need to be asked for further clarification of the respondents in

order to understand more clearly and obtain the right information needed in the

study.

Statistical Analysis

In this undertaking, the researcher specifically used frequency count and

percentage. Frequency Count used to tally the responses and organize scores or

measures

That facilitated the results in statistics interpretation. Percentage used in

computing the percentage equivalent of the frequency count using the formula:

Frequency distribution

- Arrangement of statistical data that exhibits the frequency of the

occurrence of the values of the variable.

P= f/n x 100
15

Sample and Sampling

The researcher utilized the purposive sampling technique in the selection

of the Cadet. The identified respondents are the following: 1.) thirty (30) BSMT-

Male 29 Female; 1.) Twenty five (25) BSmarE-24 Male, 1 Female. Respondents

in, overall the study composed of (55) respondents.

Treatment of data

Weighted mean was used to measure the general response of the survey

samples, whether they agree to a given statement or not.

The formula in computing weighted mean is as follows:

Where: f – weight given to each response

x – Number of respondents

nt – total number of respondents

The survey result was analysed with the use of statistical approach and Microsoft

Excel spreadsheets.

(BSMARE) Department. It is projected that the BSMT students is highly having a

lot of difficulties in their subjects with a frequency count of 28 next is the BSMARE

who have a 18 respondents saying that they are having difficulties in their subjects.

The BSMT have a frequency count of 3 respondents saying No and the two

remaining respondents said often. The BSMARE have a 4 frequency count saying

No and the 3 remaining respondents said often.

The graph shows that the BSMT have a lot of difficulties in their subjects

while the BSMARE is the second one saying that they are having some difficulties

in their subjects.
18

The bar graph shows that the Bachelor of Science in maritime

transportation (BSMT) Students has the highest level of difficult subjects. 25

students answered yes while in the department of Bachelor of Science in maritime

engineering (BSMArE) 18 students answered yes. Somehow 3 students in BSMT

answered no. in the department of BSMArE 4 students answered no. while the rest

of the students in the BSMT and BSMArE department says sometimes.

enlightens 25 respondents and 5 BSMARE with it. On the other side the Bachelor

of Science in Marine Engineering gave 25 persons who defined MARE as their

most preferred course and also 5 persons from BSMT counts with it.

On the graph it shows the Table 4 which talks about the interpretation.

Through the behalf that has be shown to us, the result talks the number of maritime

students who choose BSMT/ BSMARE as their course. As what the result brought,
19

It shows the number of the respondents who votes BSMT/BSMARE as their prefer

course. The result also concludes BSTMT as the most course chosen.

Based on the study that the majority of the research conducted wants to take

up BSMT. This result means that many students want to be on deck or to be a

captain. In the BSMarE there have a fewer respondents says that they want to be

in BSMarE department or in an engine room this can take an advantage because

they have a few enrolees in BSMarE and many companies are looking for BSMarE.

eighteen of BSMT’s says it is difficult also 16 of MArE’s says it is difficult in marine

engineering course. The graph also show the number of BSMArE that says 12 of

BSMArE face difficulties on BSMT courses and 11 of BSMArE’s says it is difficult

in marine engineering.
20

As what we observe on the graph, BSMT really demands difficultness than

BSMarE, thus the frequency count off student prefer to choose BSMT as their

course. BSMT brought the highest rate of the most difficult course of the frequency

count.

Difficulties as well as struggles seems to be normal in each different

situation but to surrender easily against it only dwells only to the blossoms of poor

person who can’t stand beyond their feet. Students need to neglect this kind of

way of thinking for it can’t help. In this type of career, it requires so much efforts

because students are going to face different kind of problems, trails before

maritime students became a professional seafarer.

CHAPTER V

SUMMARY, FINDINGS, CONCLUSIONS AND RECOMMENDATIONS

26

This chapter presents the summary of the study, the findings, conclusions,

derived from the findings and the recommendations proposed by the researcher

Summary

The overall purpose of this study is to determine the level of performance

of maritime graduates of BSMT and BSMarE in licensure examination in a year

2016-2017. The result of this study will be the basis to have a high quality course

program.

In the line of the statement of the problem and the research

paradigm of this study. The hypothesis is that there is a significant factor among

performance in licensure exam in the back ground of the examinees (the

effectiveness of their course program, the instructional skills to enhance the

competency of the graduate, and the difference between BSMT and BSMarE.

The study assessed the performance of maritime graduates in

licensure exam in a year 2016-2017. The school professor and current students

are included in the study. The respondents of the study are the examinees or

graduated students, 30 BSMT, 29 Male, 1 Female, and 25 BSMarE, 24 Male, 1

Female. The profile of the examinees is being considered like educational

attainment, maritime training they’ve done.

“The predictors of performance of maritime students” discussed by Jose

Manabat Baris Jr and Josefi Datu Fajardo, According them the result of Board

Examination and the Scholastic effect on the performance of graduates in

27

licensure exams, other variable’s found out to have no significant effect on the

result of licensure examination of the graduates.

A validated survey questionnaire serve as the main instrument of

the study and the design using of statistical analysis to get the frequency count.

We use Frequency distribution and Slovene formula. Using Comparative

research to explain the variables in the study the performance level in licensure

exam as independent variable and BSMT and BSMarE as a dependent variable.

The rotated pattern is use to determine the factor and the performance of BSMT

and BSMarE graduates. The data is the subject to analyze the synthesis to come

up in the specific and integrated result.

Findings

The researchers’ purpose in conducting this study was for the school

administration to have basis to gain high quality standard course program. The

study could also be a great help for the students in choosing their course and

school. Parents could also use this study for them to have a guide and be

confident that their child or children are attending in a school that has a good

standard and reputation when it comes too education just what they intended.

Inclined with statement of the problem the schedules are also included in the

research so the researchers could compare the difficulty of the 2 courses.

Personal information about the examinees aren’t included for their personal

information isn’t scoped with the study. Opinions and insights of the examinees
28

are also given attention so the researchers could have an insight about the

course.

Based on the result at the statistical analysis of the data, the finding are

summarized as follows:

1. The reasons for choosing maritime courses

The reason of the students why they chose Maritime course, it is because

it was upon on their decisions,BSMT and BSMarE have 15, 13, frequency

28, which gave a total of 51 percent. On the other side, the parents who

chose it for their son have a rate of 10, 8,and a frequency 18 which 33

percent to the influence by their relatives have a rate 3, 1 and a frequency
