When the issued order was implemented the existing DILG regional branches are converted to 911 communication
offices around the country. A main headquarters for the emergency response team and a research facility for disaster risk
and preparedness has not been established due to other priorities of the country. However, in the year 2018 where President
Rodrigo Roa Duterte issued an executive order no.56 institutionalizing 911 as the national emergency hotline whereas stated
under this order that there is a need for “providing a clear command structure for responsibility and accessibility, and by
encouraging and facilitating the prompt deployment of a seamless nationwide communication infrastructure for emergency
services”. (Executive Order No. 56, 2018) The same year at SONA he addresses “we need a truly empowered department
characterized by a unity of command, science-based approach and full time focus on natural hazards and disasters, and the
wherewithal to take charge of the disaster risk reduction; preparedness and response; with better recovery and faster
rehabilitation”.(Duterte, 2018) Providing this type of non-profit facility that will operate 24/7. It will generate high
operational and high electricity cost thus the building must be disaster resilient to withstand natural calamities such as
earthquakes, consecutive typhoons, floods or combination to provide service at best condition to ensure Filipino’s safety
considering the Philippines as the 4th disaster prone country in the world.
Main Problem
How to integrate energy efficiency and disaster resilient design in an inter-agency 24/7 nonprofit operating facility?

1. What architectural strategies are needed in order to achieve energy efficiency in a 24/7 nonprofit facility?

2. What techniques could be applied to withstand earthquakes, typhoons, floods or combination to provide service
at best condition to ensure Filipino’s safety?
Main Goal
The goal of the study is to provide an effective energy efficient and disaster resilient facility to strengthen and
reinforce National Emergency Hotline 911 department as well as the NDRMMC, research facilities for disaster
response and preparedness and other necessary amenities to serve as the main command and action center for
emergency situated events nationwide.

1. Conduct case studies that will be relevant in disaster resilient design where it could serve as a
reference for an effective development.
Objective 3. To plan seamlessly that will harmonize to the user’s activity flow.
Strategies
1. Defining different types of communication, action, research departments and its office workflows
2. Research boundaries of office space when mixed with research and development facilities and vice
versa.
