EXECUTIVE SUMMARY
The Practicum Report
Education systems are much complicated and are not as easy to govern as we think. During
teaching practice in GES 321/EB, it is revealed that teaching is tough and not easy as known, but
somehow interesting.
Description of School
Government Elementary School 321/EB is a very big school. The School was originated in 1968
as primary school and working till 2010 in the same way. In 2011, it was upgraded to
Elementary level. The school is wholly covered and fenced with barbed wire and equipped with
CCTV security. Total area of school is according to the needs of the school. There are three
grounds. One is playground and is fully grassy. Whole school is covered with number of trees
and plants. School is divided into two portions: one for primary and other for middle level. It has
total 7 class rooms that all are fully furnished and airy and facilitated with electricity. According
to student strength, these rooms are insufficient.
Purpose of School
The purpose of the school is to teach and guide. It is a place where anyone comes to learn life.
From my point of view, main purpose of the school is to prepare children to compete in the
global environment. Students, in school, are prepared not only educationally but also morally to
develop a civilized nation and a society as well.
The good achievement of the school is student enrolment and other areas of management. The
main issues are non availability of scientific and computer laboratory and a library where student
can go and learn themselves and knowledge.

GOVT. ELEMENTARY SCHOOL 321/EB
1. Introduction:
The designation that I selected for my teaching practice is Govt. Elementary School
321/EB, Tehsil Burewala, District Vehari. The School was originated in 1968 as primary
school and working till 2010 in the same way. In 2011, it was upgraded to Elementary
level. The school is wholly covered and fenced with barbed wire and equipped with
CCTV security. Total area of school is according to the needs of the school. There are
three grounds. One is playground and is fully grassy. Whole school is covered with
number of trees and plants. School is divided into two portions: one for primary and other
for middle level. It has total 7 class rooms that all are fully furnished and airy and
facilitated with electricity. According to student strength, these rooms are insufficient.
2. School Staff:
Total staff members of school are 13, of which 8 are PST and ESE and 5 are EST and
SESE. Headmaster of the school is Muhammad Ashraf. He is very loyal to his
profession and is very noble person. He always urges the staff to achieve the targets
that are set. There is no C-IV employee in school that may cause hurdles in completion
of school tasks. All the staff is hardworking and sincere. They teach very well. All the
teachers use AV aids and different activities to make their lesson more effective and
creative. As it is well said reality that a teacher is a nation builder. The staff there seems
to be filling this gap. They are building the national assets in a well mannered way.
3. Teacher Behavior towards Students
The attitude of teachers towards students is too much good. They are very loving,
affectionate and caring. We know that to effectively deliver sanctions the message
needs to be simple, clear and non negotiable. In practice it is easy to capture lengthy
arguments or confrontation.

FINANCIAL MANAGEMENT
Financial management refers to the efficient and effective management of funds
in such a way that it leads to achievement of objectives of the objectives. It is specialized
function directly associated with the management. The significance of this function is not seen in
the lines but also in the capacity of staff in over all of the company. It has been defined
differently by different field experts.
Financial management is the key of any institution that may take it towards
success or towards down steps. There it can be said that financial department is considered as
crucial content when an organization is being developed and initiated to achieve its goals.
Financial management somewhat called as the backbone the institution or an organization. As it
can be stated that no institution can be made functional and successful if its capital is good and it
has an effective financial management. Therefore financial managers are preferred to operate this
field of any institution. If any organization or institution is financially going down it would lead
to demolishment.
The financial management is a crucial factor that makes it possible to achieve goals of education.
It may include budgeting of financial assets in order to bring about success. Schools are funded
either by government or by private organizations. These schools are then use financial
management to utilize this financial aid.
The government of Pakistan has announced to rise educational funding in recent years.
However, resources allocated for education as a proportion of total GDP are far below the
government target of 4%. To achieve this target there is an urgent need to increase overall
revenue of the country.

With increased devolution of planning and financing to provinces federal government has
put in place a need based formula for resources distribution, increasing resources
received by the least developed provinces.
Provinces show strong commitment to education, allocating more than 20% of their
budget in achieving educational goals.
Budgeting under NSB is very progressive and formula based linked with students
enrolment. The NSB formula is need based therefore the allocation of funds is predictable and
consistent. Decentralization of administrative and financial management powers to the schools
ensures that the execution of the budget will be school based and involves a great deal of
participation of school council. The school administrative utilize it under the supervision of
school council for providing facilities, fixed school expenditure, student entitlement etc.

2. Financial Management in GES321/EB
The financial management is very impressive. The financial manager is the headmaster that
holds this sector himself. NSB and FTF are school finance that has to be managed properly to
achieve school goals. These funds are utilized in order to fulfill needs such as stationery, water
facilities, electricity facility and many others.
1. School NSB
Total fund of school is 1lac. This fund is used in order to provide all facilities to students.
It is used to build up new furniture, stationery and uniform for students. It can also be
utilized in developmental work of school.
2. School FTF
FTF is also used to provide students facilities and school expenditures are also fulfilled
by this.
3. School Council
School council is an important factor in management of these funds. Any plan that has
been made has to be approved by school council. School council also monitors all the
developmental work occurring in school. School council is composed of parent members
as well as school members.
4. Financial Management
Planning
The most crucial step in financial management is planning to utilize the funds. In
this regard annually school project called as school plan is developed by the
Headmaster. This planned project is then accomplished by the funds. The school
council is called for discussion over the plan and further changes can be made in
the plan.
Maintaining Financial Record
The headmaster of the school is liable to record all the expenditure that has been
made previously so that he can explain when and where is needed. He records all
the sales in register along with paid taxes and note down in NSB register. FTF
register is also maintained in which all expenditure that has been made is
recorded.

SCHOOL RECORD MANAGEMENT
One of the most important arts of management is management of school records.
1. School Calendar
The school calendar is a mirror where the probable dates of various events and
activities to be done during coming session are reflected. It is usually prepared at the
beginning of academic session. It contains:
Information about general, local and gazette holidays
Dates of submission of various documents and funds
Dates of school meeting and school council meetings
Dates of important school functions and events
2. Log Book
The log book is specifically designed for the purpose of containing remarks of the
visiting authority. Log book consists of two parts. First one consists of school data of
a particular session. It contains data about school, students, classes, school staff and
others. The second one consists of a portion where the visiting authority put its
remarks during his visit. Their remarks may then according to school conditions.
3. Order Book
Order book consists of remarks of the headmaster. Order book is only be utilized by
the headmaster when he wants to put some orders against any teacher or school. He
may write it when he delivers different tasks to specific teachers or when a teacher is
not responding him well or giving pure results.
4. Admission Register
It is a record of all the students who are admitted to the school at various intervals.
According to departmental rule, admission register is saved safely for future use.
Therefore, it should be got specially bound to safe custody. It may contain folling
items:

Name of student and father name
Date of admission
Parent/guardian CNIC
Class to which admitted

5. Teacher Attendance Register
Teacher attendance register is used to record the teacher’s attendance on daily basis.
It contains all the data of the respected teacher. It has two times attendance. One time
attendance is at arrival in the morning, and one time when school is closing. If a
teacher is on leave, its attendance box is filled with C-leave with red color. Later
arriving teacher’s attendance boxes are indicated.
6. Cash Book
Cash book records all the transaction that is made during a session. Money received
by various resources like fee, fines, stipends, scholarships and aids are entered on the
credit side. On the debit side, expenditure or money transferred out is recorded.
Balance is shown in red ink. It includes monthly income, monthly expenditures and
savings. Every transaction is signed by headmaster or chairperson of the school
council.
7. Stock Register
It keeps information of all the movable property of the school. Whenever, anything
has to be purchased it must be entered in stock register along with its purchasing date
and quantity that is purchased. Stock register is checked oftenly to ensure total
quantity of school items. It includes:

8. Movement Register/ Short Leave Register
It consists of data regarding short leaves in the case of emergency or school work. It
carries information of the member who wants to go and time of departure from
school. This can be approved by school authority, the headmaster.

Record Maintenance:
Maintenance of record is form the core of the organization. They provide deep insight into the
state. A school is no exception. We also maintain so many records to keep the tack on the events
going on school. Admission register keeps the record of every student who is admitted. It is
saved permanently. All the registers are maintained by the head effectively and efficiently.
School record maintenance in GES 321/EB is notable. Each and every corner of the record is on
the mark. The headmaster has shown full attention towards it.

SCHOOL COUNCIL
In essence, the role of school council is one of helping to set the long term future for the school
and maintaining oversight (not management) of the school's operation. It is not about running
the school – that is the job of the principal.
Contributing to the development of the school strategic plan (the document that tells
people what the school wants to achieve in the future and how it plans to get there);
approving the annual budget (the financial plan for the calendar year that tells people how
the school is going to provide money so it can implement its strategic plan in that year)
and monitoring expenditure
developing, monitoring, reviewing and updating policies (guiding principles designed to
influence decisions, actions that the school makes)
developing, reviewing and monitoring both the Student Engagement Policy (how the
school expects students to behave, how bullying will be managed and the school's
approach to managing student behavior) and the School Dress Code (this includes how
students are expected to dress during school hours including traveling to and from school,
if the school has a uniform and what that looks like, and any arrangement with clothing
suppliers that the school might enter into)
informing itself and taking into account the views of the school community when making
decisions regarding the school and the students
arranging for the supply of the things needed for the conduct of the school (such as
goods, services, materials and equipment), including pre-school programs
providing meals and refreshments for students and staff and charging for this
raising money for things that the school needs

entering into contracts for things like cleaning the school or a school council building

Making a recommendation to the Secretary regarding principal selection.
In school council total members are 17. The chairperson is the headmaster of the school. One is
joint chairperson called as numberdar of the village. Other members are the parents of the
students.
School council does not discuss individual issues relating to teachers, staff or parents – these are
very clearly management roles, and therefore the principal's job.
School councilors are not appointed to represent specific interest groups or permit special
interests to dominate the agenda of the council.
School council is also not allowed to purchase land, buildings or motor cars, and it cannot enter
into hire purchase agreements or obtain credit or loans, unless it is given permission by the
Minister.

PERSONNEL MANAGEMENT
Personnel management can be defined as obtaining, using, and maintaining a
satisfied workforce. It is a significant part of management concerned with employees at work
and with their relationship with in the organization. According to the Flippo, “Personnel
management is the planning, organizing, compensation, integration and maintenance of people
for the purpose of contributing to organizational, individual and societal goals.” According to
Brech, “personnel management is that part which is primarily concerned with human resource of
organization.
Personnel management exists to advise and assist the line managers in personnel
matters. Therefore, personnel department is staff department of an organization.

Personnel management is very effective in GES 321.EB. all the functions are controlled
by the headmaster and senior teachers. All sort of management is highly based on merit.
Teaching staff is highly trained and educated. All staff has attended training session prior
to school joining. They know how to teach in an effective way.

PHYSICAL RESOURCE MANAGEMENT
Physical resource management is the management of resources you are physically provided. The
planning, development and management of physical resources are functions of all park and
creation managers either they are public or private sectors. Physical resources include natural
undeveloped land water and developed areas.

CONCLUSION
This report indicates that the school investigated was making a difference for students
underachieving. In particular, underachieving students and English learners were targeted for
support and experienced success. Teachers and leaders were energized by experience of success.
Teachers clearly knew how to make difference and expected to do so. They knew how to connect
with students. If something did not work, then they tried something else. Students knew what and
how they learnt and how teachers were supporting them.
1. School Leadership
School leadership is not an easy as one’s thoughts. But what I observed was worth
narrating. The headmaster was active in his duties. He worked whole day for the
development of school and students. The school staff was regularly briefed for daily tasks
and monitored at intervals so that no one could make falsification in his job. The response
of the staff was also effective. Teachers paid their efforts for teaching and making
students able. Time tables, school development, curricular activities and management all
were good in my eyes.
2. Student-Teacher Relationship
The most crucial factor in development of any organization is the relationship among
employees as well as the customers. In the same way an excellent relationship among
student and teachers results in achievement of academic goals. The student-Teacher
relationship was good. Teachers were polite and affectionate towards students. They
helped the students when and where they needed. I think this was the only factor that had
brought good student strength and results for GES 321/EB.
3. Less Developed Areas in GES 321/EB
All that were observed was good. But there is nothing in the world that is in excellent as a
whole. Similarly there were also some areas that needed to be improved. Building and
furniture were not sufficient for students. There were only seven class rooms for 630
students and teacher to student ratio was also very low. There was no C-IV staff so all the

tasks were handled by teachers themselves. Teacher’s development is necessary for
effective results. But there is no such things were come across during session. The other
factor was political factor. Teachers had different political views that led to serious and
aggressive talk. Moreover, there was no library, scientific or computer laboratory that
were the basic needs of any school.
The grade class was observed in different fields such as English, Math and Urdu. More than 80%
students responded in positive way. The learning process and thinking capabilities were
measured and results obtained suggested that more development is needed for academic results.
