CHAPTER VII

DESIGN FRAMEWORK

The principal objective of the project is the establishment of the facility with
all the needed spaces and with a more flexible design. Given such objective, the
project had considered a design framework as a basis for the design and planning
of the proposed project.

7.1 DESIGN PHILOSOPHY


“Design is not just what it looks like. Design is how it works”.
- Steve Paul Jobs
This inspiring quotes of Steve Jobs helps the proponents to design the
proposed project not just focus on aesthetics but a functional, efficient and
beneficial for every user of the regional government center and its people.

7.2 DESIGN SUB-CONCEPT


The Bicol Regional Government Center may focus on Green Architecture
and mix modern, centralized and a one-stop-shop functional state design concept
that may help not only the employees but also the community for a better services.
The highest goal of Green Architecture is to be fully sustainable that leads the
researcher to use it as an approach. Green structures in office environments can
also help to increase proficiency of workers and make them comfortable. One-
stop-shop concept is where the customers can get all they need in just “one stop”.
Having a centralized and a well-planned government center may help the Bicol
region to recognized being unified, serves as a landmark and patronized by every
individual.

7.3 DESIGN SUB-CONCEPT


7.3.1 FORM CONCEPT
The form concept of the proposed Bicol Regional Government Center may
be based on how building related to each other. The researcher choose the
octagon shape (aligning the octagonal plan of various agencies to form V shape)
in the site. Architect such as John Andrew have used the octagonal floor layouts
in buildings for functionally separating offices areas from building services. The
form seems to have spirit of openness, of optimism, of faith in cooperation between
people and groups of people.
7.3.2 FUNCTIONAL CONCEPT
The function of centralized concept is to merge the related government
agencies depend on how a structure functions or how it may be used according to
their services. Functional concept may be organized by a centralized and
systematic form.

7.3.3 TIME CONCEPT


To modify construction time, this project may use modern way of
construction like using of pre-fabricated materials to lessen the duration of time
and also the construction cost. This project may use of pre-fabricated and a high
quality materials to make sure that this structure can reach the maximum strength
for a lifetime use.

7.3.4 ECONOMY CONCEPT


The project use high quality materials in modern construction to maintain
the economic sustainability of the proposed project. Since, the approach of this
project is green architecture, materials that support sustainability will be adopted
and also different strategies may applied.

7.4 STYLE GUIDING PRINCIPLE


Distinctiveness of design will be an important to the building. The proposed
Bicol Regional Government Center may incorporate the green architecture plus
mix modern design of structure by using materials like concrete, glass and steel to
be more sustainable and functional.
