1.0 INTRODUCTION
The objective of this EHS document attempts to include, describe and highlight all activities and programs
pertaining to Environment, Health and Safety issues and how key EHS issues will be managed on projects.
This set of guidelines is formulated based on the minimum EHS requirements along with client’s EHS
requirements and programs incorporated. It shall form part of the contractual documents with regards to
health and safety of human, protection of property and environmental protection.
While this document attempts to describe and highlight all activities and programs, it should not be
taken as a limitation to define all EHS scope and efforts. It does not relieve any personnel from their
traditional or specific legal responsibilities with respect to compliance with safety, health and environmental
regulations and standards.
The Project Manager / Director are responsible for ensuring that this plan is established, regularly
reviewed and updated, and that the plan remains valid throughout the project duration.
This Safety Plan is a dynamic document. It will be updated / modified as per the situational need
considering the requisite safety aspects to be incorporated.

1.1 Purpose of the Project Safety Plan


 To establish & define chain of command for resolution of all the hazard prevention issues.
 To define individual hazard prevention & safety promotional responsibilities at each level of the
construction job for the team.
 To identify highly hazardous operations within the scope of work and specify integrated preventive
measures to mitigate the same.
 To determine broad parameters of safety management at the site level.

2.0 BACKGROUD
2.1 Organization Profile
OMT Plumbing Engineering Pvt. Ltd. is one of the Pioneer Engineers and Contractors’ in this
Profession/ Trade for more than the last 12 years. The company already executed various major
prestigious projects all over India. The company’s Executive Staff and Technical Experts have already
handled a vast range of Projects including Multi Storied Buildings, Group Housings of Public / Private
Sector, Schools, Educational Institutes, Hotels, Restaurants, Guest Houses, Industrial and Commercial
Buildings, Multiplexes, Malls, Residential Complexes, Farm Houses etc. The multiple nature of jobs
undertaken by the company all over India and their magnitude have given us the requisite experience for
execution of all types of works.

Installations, ii) Internal & External Water Supply System i.e. Hot & Cold water supply system, iii)

5.0 EHS ORGANIZATION


5.1 EHS STRUCTURE
5.2 EHS ROLES AND RESPONSIBILITIES
5.2.1 PROJECT MANAGER
The Project Manager will report to the Managing Director and is responsible for the effective
implementation of the Company Safety, Health and Environmental Policy and the project EHS arrangements
and management. He should fully support EHS requirements, procedures and policies by allocating adequate
resources to managers, engineers and supervisors, to implement EHS management system and fulfil
requirements.
 Lead the overall EHS program and procedures;
 Demonstrating EHS ownership and leadership;
 Overall in-charge and accountable for the EHS management and performance at
project level in promoting an injury and occupational illness free workplace and work operations
do not cause any severe impact to the environment;
 Chair the EHS committee and take follow-up action on EHS matters discussed;
 Review and update the project EHS policies and other related duties as required by
the relevant authorities and clients;
 Communicate importance of EHS throughout project;
 Track and review the project/ site EHS performance;
 Drive continuous EHS improvements; and
 Ensure and provide resources for EHS such as human resource, machine/
equipment and materials requirements.

5.2.2 PROJECT EHS OFFICER / COORDINATOR(S)


The Project EHS Officer / Supervisor(s) reports to the Project Manager and is directly responsible to
implement the project EHS management system and:-
 Monitor on the implementation of the EHS management system and its compliance;
 Exercise general supervision of the observance of statutory laws and regulations,
standards, project EHS requirements, etc;
 Accountable for project EHS management planning and derive EHS programs to
continually improve EHS performance;
 Advise project management on matters pertaining to EHS;
 Organize EHS program and activities to promote safe conduct of site personnel
in the prevention of injury, ill health and environmental impact;
 Report and liaise with the management, relevant authorities on incident occurrence;
 Manage contractors’ EHS personnel and EHS performance;
 Maintain and monitor EHS documents and records;
 Monitor EHS performance and report to project management for review and as a
basis for continuous improvement;

 Serve as the secretary in the project safety committee;
 Coordinate, plan, formulate and/ or deliver EHS training to project personnel; and
 Authorized to stop any unsafe work and to correct such work practice and / or
conditions before allowing work to resume / commence.

5.2.3 Project ENGINEER(S) / SUPERVISOR(S)


The Project Engineer(s) / Supervisor(s) reports to the Project Manager and is responsible to:-
 Supervise and ensure contractors comply and adhere to EHS rules and requirements;
 Accountable for the overall EHS performance of contractors and work under their
charge and supervision;
 Check and advice contractors work on compliance with the safe work practices;
 Rectify non-compliance EHS conditions promptly on site;
 Coordinate and supervise the safe execution of required works and installations ;
 All other EHS works as directed and instructed by the Project Manager;
 Attend EHS meetings to contribute to a safe and healthy working environment; and
 Stop any unsafe activity and ‘stand down’ any operative who is not complying with EHS
legislation or project requirements.

5.2.4 WORKFORCE EHS REQUIREMENTS


Operatives are required to:-
 Take reasonable care for their own health and safety and that of others who might
be affected by what they do or not do;
 Cooperate with their employers to comply with any relevant EHS legislation and
project requirements;
 Report any work situation, defect or shortcoming in EHS arrangement that might
endanger themselves or others;
 Use all items and equipment provided by their employer correctly in accordance to
the training and instructions that they have received;
 Comply with the statutory legislation, their employers’, and Client’s EHS
requirements; and
 Not to act in a reckless and / or careless way.

6.0 Hazard Identification, Risk Assessment & Control (HIRAC) PROCESS


The HIRA components of the SHE program are designed to train supervisors to analyze the tasks to
be performed, the identification and elimination of hazards and communications with their crews in
how to do the job safely. They in turn will train their crews to work safely on the job through
implementation of the program, during toolbox meetings and as otherwise needed. It has been
observed that routine and common tasks can have serious safety risks that can be eliminated by a
proper HIRA review. The EHS Officer will be responsible to enlist the required technical assistance
to assure that thorough and complete reviews are performed on HIRA

Our scope work is in Towers (B1 to B5) of 1 Basement + Ground+13 Upper Floors & 1 Tower (A1)
of 1 Basement +Ground Floor, Club House (G+1), we will take the safety measures in working as
follows :
1. Shaft
a. Shaft should be covered from the top.
b. The manpower shall be used required safety equipments like helmets safety belts safety
shoes, clear goggles, jackets etc.
c. Working platform should be there with proper supporting arrangements.
d. Sufficient lightning arrangement.

8.0 PROCESS OF CONTROLLING HAZARDS


8.1 Safety hazards will be identified through a review that includes the following areas:
 Inspection and observation of ongoing work activities
 Results of physical inspections and audits
 Legal and other requirements
 Health and Safety policy
 Monitoring data
 Incident investigation
 Activities of OMT
 Non Conformances
 Communication with employees and other interested parties

8.2 Where hazards are identified the following safety measures shall apply:
 Avoidance
 Elimination
 Substitute with lesser risk
 Engineering controls ( isolation, containment, limitation)
 Administrative process (permits , training, safe work systems)
 Personal Protective Equipment

8.3 In all situations the following safety measures will apply:

8.4 PERSONAL PROTECTIVE EQUIPMENT/CLOTHING


8.4.1 All personnel on a project site must wear a minimum safety helmet and safety shoes.
Additional personal protective equipment’s may be required dependent on the tasks being undertaken
or as per risk assessment ( eg : safety harness when working at height above 2mtr )

8.4.2 OMT will provide all necessary personal protective clothing and equipment for their
employees and renew as necessary. Records of the issue of such equipment must be maintained for
inspection by OMT.

8.4.3 OMT will:


 Provide personal protective equipment, which is comfortable and fit for purpose.
 Maintain and clean personal protective equipment.
 Replace defective, broken or lost personal protective equipment.
 Provide storage for personal protective equipment when not being used.
 Ensure that personal protective equipment is properly used.
 Give training, information and instruction on its use to employees.
 Ensure that all personnel wear suitable clothing at all times (no shorts, no singlet).
 OMT safety audit team reserves the right to direct the employees/site incharge of OMT to
change/replace personal protective equipment if they determine that it is unsuitable or
inadequate for its proposed use.

STANDARDS OF PERSONNEL PROTECTIVE EQUIPMENTS WILL BE MAINTAINED,

9.0 PROCESS OF CONTROLLING OCCUPATIONAL HEATH HAZARD


OMT are expected to carry out their work in a clean, safe and orderly manner.

9.1 Dust shall be kept to acceptable levels for the work being carried out. Waste materials and
rubbish shall be cleared up as the work progresses and not left to introduce a safety hazard for
other personnel engaged on the works.

9.2 Construction materials should never obstruct emergency exit routes; fire fighting equipment, or
other emergency facilities.

9.3 OMT will engage full time housekeeping crew daily basis. Housekeeping must be treated as
continuous operation and not as on activity for end of the day.

9.4 The OMT will ensure that the following requirements are strictly enforced:
 Daily clearance of all such bins to the area designated outside the site and approved for this
discharge.
 No discharge of deleterious matter such as oils or other industrial waste.

9.5 All site offices, toilets, eating facilities, changing rooms, stores, etc, which are the responsibility
of the Labour supervisor/engineer, shall be cleaned daily as a minimum by the Labour
supervisor/engineer.
9.6 Smoking & Alcohol Control
The possession or use of illicit drugs and alcohol on site is not permitted. Anyone who is found
possessing or suspected to be, under the influence of either will be removed from site.

9.7.1 OMT is responsible for providing electricity for the site establishment amenities and working
area(s), will ascertain the type, location and available spare capacity of the electrical point(s) of supply
and provide cable, connections, isolating switches and earth leakage protection of approved
specification.

9.7.2 Electrical installations including all cables, temporary connections, wandering leads and all
electrical facilities and/or equipment required for the execution of the Works shall be properly installed
and maintained by the OMT.
9.7.3 Temporary electrical installations will comply with all appropriate statutory requirements.

9.7.4 Electrical equipment and installation shall at all times be subject to inspection and approval by
OMT but this shall not relieve the Installer/User of their responsibilities for the safety of the system.

9.7.5 The HITECH will supply, install and maintain any temporary workface lighting.
9.7.6 OMT will observe the following requirements when wiring for temporary lighting:
 Will use lighting levels sufficient to perform the specific task safely (Lux should be - 350 to
450).
 Will protect all lamps used for general illumination from accidental contact or breakage by
using a suitable fixture or lamp holder with a guard.
 Will use portable hand lights that have pre-molded cords and keep them in good condition.
 Will use non-conductive materials to suspend overhead cords.
 Will provide grounding.
 Use only double insulated wires
9.7.7 OMT will submit electrical single line diagram, schematic diagram and the details of the
equipment for all temporary electrical installation and these diagrams together with the temporary
electrical equipment shall be submitted to the client for necessary approval.
No electrical equipment shall be put into use where its strength and capability may be exceeded in
such a way as may give rise to danger.

Adequate and uniform illumination level at construction sites will be provided for the task.
9.8 Pest Control

9.9 OMT will not to be allowed their skilled & un-skilled workers for using of mobile phones
beyond their store & site office.

10.0 PROCESS OF CONTROLLING ENVIRONMENTAL ASPECTS


10.1 SITE ENVIRONMENTAL AND HEALTH CONTROL
10.1.1 NOISE MONITORING PROGRAMME
Regular noise monitoring shall be conducted to ensure that workers are not exposed to excessive
noise. Substitution of noisy equipment, engineering control and administrative control measures shall
be adopted whichever practical. Contractor EHS department shall ensure that noise pollution are
under control. Areas with noise greater than 85 decibels shall require the display of “Hearing
Protection Required” signage. Noisy equipment shall be labelled and posted with warning sign.
Suitable hearing protector and training shall be provided to all workers being exposed to excessive
noise.

10.1.2 RESPIRATORY PROTECTION PROGRAM


Monitoring of air contaminants may be conducted to ensure that workers are not exposed to any
toxic, irritating or offensive dust, fume or other contaminants beyond their permissible level.

10.1.3 Reduction of air contaminants through engineering and administrative control


measures.
Examples are generation of dust through wet cutting or extraction methods should be undertaken
where possible. Suitable respirators shall be provided to the workers if there is respiratory risk.

Training for using such respirator shall be conducted by Contractor/ CBRE and if necessary, by the
manufacturer / supplier. Fit test shall be conducted to assess the suitability of the respirators
provided.

10.2 ENVIRONMENT REQUIREMENTS

10.2.1 CONTRACTORS’ RESPONSIBILITIES

 Compliance with legal environmental act and regulations requirements.


 Report any environmental incident to Client.
 Remediate soil to its original condition after any spills of chemicals.
 Comply with site policy and procedure for soil, silt and sedimentation control.
 Ensure that all chemical storage has secondary containment in only approved containers.
 Ensure fuel oil tanks have secondary containment.
 Provision of drip trays for machinery.
 Ensure no discharging of chemical waste or affluent materials into storm drains or sanitary sewer
system.
 Ensure chemical containers are properly labelled.
 Prohibit operations that create off site odours.
 Perform action items required by Client.
 Prevent and eliminate containment of stagnant water.
 Ensure proper maintenance of equipment to minimise air pollution and fuel / energy
consumption. Will maintain good housekeeping for prevention of rodents and vermin.

10.2.2 ENVIRONMENTAL INCIDENT REPORTING


In the event of an environmental incident OMT will:
1. Inform Client Immediately.
2. Submit an interim report with 12 hrs of incident.
3. Submit a full report within the next 24 hrs.

11.0 ON-SITE EMERGENCY MANAGEMENT PLAN


11.1 EMERGENCY RESPONSE
All site personnel from OMT and its sub-contractors will confirm and truly understand the site
Emergency Response plan. The plan shall be induced to them in the First day EHS Induction
training. Information of the Emergency plan shall be displayed at strategic location throughout the
construction sites. In the event of an emergency, site personnel are to assembly at designated
Assembly Points. OMT will nominate site personnel to be part of the Emergency Response Team.
OMT will set an Emergency Response plan will be based on different types of emergency situations.
This Emergency Response plan will be mainly designed to cater for management of workers working
at site due the outbreak of an emergency.
Key emergency response contact list and flowchart shall be formulated and posted in prominent
locations. Such contact list and flowchart shall also be circulated to client. Regular reviews shall be
conducted to ensure that the contact list is up to date and shall be made known to all project and
relevant personnel in EHS meetings, talks, training, etc.

Qualified personnel shall conduct fire fighting training and usage of fire extinguishers training for
site personnel.
Periodic emergency drills shall be conducted to exercise the alertness and awareness preparation in
the event of a real emergency. This is done in conjunction with Client’s emergency drills and internal
reviews should be conducted to assess the level of participation and effectiveness of the drills as well
as to derive any room for further
improvement.

12.0 LABOUR MANAGEMENT


12.1 Labour Camp
Labour camp not at all permitted to build inside the construction boundary wall. Proper lighting, water
facility, toilet facility & washing facility will be ensured. Labour camp not at built with flammable
material. An area will be allocated for temporary site establishment facilities/services.

12.2 OMT will provide and maintain (including de-watering when necessary) a suitable level and
hard-core surface in the area allocated for temporary buildings such as offices, stores, workshops, mess
huts and a stores compound.

12.3 OMT will provide all site offices, stores facilities, workshops and mess huts for the
accommodation of staff/site personnel. . The OMT will maintain all temporary buildings like in a state
of good repair and shall remove them on completion of the works, to the satisfaction of the client. The
temporary accommodation facilities are to be built away from the site so as to restrict the entry of
unauthorized and under age workmen inside the construction area.

12.4 Water
OMT will be responsible for supply of potable water for drinking and raw water for washing, mixing
concrete and other construction purposes. The OMT will provide and install any temporary pipe work
necessary for the provision, use and disposal of such water.

13 MATERIAL MANAGEMENT
13.1 MATERIALS – STORAGE AND CONTROL
13.1.1 The materials for delivery at site shall report to the Project Stores and shall follow the
instruction of Project Stores In-charge for unloading at specified locations. All documents
regarding the delivery shall be handed over only to the Project Stores.

13.1.2 Free-issue materials/equipment furnished by Client shall be accepted by the OMT and
become the responsibility of the OMT until acceptance of the Works. Any damage caused to

free-issue materials after acceptance shall be repaired or replaced by the OMT to Client’
satisfaction.

13.1.3 Storage of Petrol, Fuels, Lubricants etc.


All fuel and construction materials, which may contaminate the site drains, land or
watercourses shall be stored in bonded areas. Refuelling of plant shall be via bonded,
bowsers. All construction plant in static locations shall have drip trays, which shall be
cleared daily.

14.2 SAFETY INDUCTION, MEETING & TRAINING
14.2.1 Induction All personnel shall receive a site induction before they commence work on site. The
induction shall comprise information on the various hazards which they may come into contact with,
instructions on the site emergency procedures, warning systems and permit to work system, first aid
locations, and welfare facilities.

14.2.2 Meetings- Periodical safety meetings schedule shall be prepared to discuss safety matters.
12.1.1 Training – This shall include details of training programme to be implemented at project site.
This shall provide a list of training topics to be covered in training and frequency of such
programme shall be mentioned in safety training calendar. Training calendar for site need to be
prepared by Site In-charge & concern safety engineer.

13.0 EHS Budget


16 EHS Performance Tracking & Client Reporting
16.1 PROMOTIONS & INCENTIVES
The objective of safety promotions & incentives is to develop, heighten and maintain all
employees’ safety awareness assigned to the Project. It reiterates the project commitment to safety
and of the employee’s responsibility to support that commitment.
16.2 Safety Notice Boards
OMT will provide safety notice boards that display information such as safety inspection results,
safety memorandum/newsletter, monthly accident summary report, and safety posters. These boards
shall be displayed at location where high volumes of movements of employees. This may be at
Contractors and sub-contractor’s site offices, workers quarters, canteen, and any other location where
it is deemed recognized by EHS Department
16.3 Warning and Safety Signs
Warning and signs shall be adopted as visual aids for accident and fire prevention. Sign shall be
written in English and Hindi and be conspicuously displayed. The project will maximize the use of
wordless safety signs and symbols.
16.4 Posters and Safety Banners
Posters and Safety Banners shall be displayed to promote and to maintain safety awareness at site.
These posters and banners shall be displayed at safety notice boards, and conspicuously placed at
site. These shall be updated frequently to maintain interest.
16.5 Accident Statistic Board

OMT will maintain an SHE Performance Board, (At least 3m x 2m in size, written boldly in both
English and Hindi). The content of the board shall include the following:
Total Man-hours Worked;
Total Reportable Incidents;
Incident Frequency Rates;
Total Fatalities;
The board shall be erected at the main entrance to the work area. The OMT Safety
officer will be responsible in ensuring that the statistic board is updated to reflect the
safety performance of the site.

16.6 Safety Incentive Program


Safety incentive program will be conducted every month to motivate the workers towards
safety. The incentive program will informed during the orientation and regular tool box talks
to workers. Encouraging the craftsmen by highlighting the incentive programs of the
management to aim at Zero injury. if such outstanding performances are noticed by the
engineers and brought to the notice of the Safety Officer, due respect shall be
endorsed to the individual. The matter shall be acknowledged and forwarded to the
Client for due consideration and further recognition.
16.7 Project Communication Plan

17.0 SITE SAFETY PRACTICES


The performance of our work in the safest possible manner can only happen when the work has been
carefully planned and the project procedures are followed.
As a part of all work tasks, the supervisor in charge shall outline the procedures to be followed by
their crew. He shall incorporate the established general requirements in conjunction with the site-
specific JHA requirements.
17.1 Personal Protective Equipment

17.4 Fire Prevention
17.4.1 General Fire Prevention
Smoking at the site will not be allowed except at designated areas. Open burning is also strictly
prohibited except for training means for fire fighting and emergency purposes.
For hot work, only spark lighters/guns will be used to ignite gas torch.
Will obtain the necessary permits when performing hot work or disabling fire protection systems.
17.4.2 Hot Work Permit
A Hot Work Permit will be the part of the overall permit to work system. Prior to commencing work,
all work specific / area hazards will be identified, controlled and communicated and all appropriate
permits will be obtained.
Prior to work, within 6m of work area:
i) Flammable liquids, dust lint and oily deposits will be removed.
ii) Explosive atmosphere is eliminated or if not possible, monitored.
iii) Floors swept clean.
iv) Combustible floors wet down, combustibles in the area removed or covered with fire resistant
protection.
v) Floor and wall openings covered.
vi) Fire resistant tarpaulins suspended beneath work.
A fire watch will be deployed while Hot Work is ongoing and for 30 minutes after with fire
extinguishing equipment immediately available at the work area.
17.5 Housekeeping
Points of good housekeeping:
1. Elimination of fire hazards
2. Elimination of slipping and tripping hazards
3. Good access ways
4. A clean site.
5. Segregation of materials and waste for recycling, reusing and reducing.

OMT will provide and maintain adequate manpower and resources for housekeeping based on the
matrix below.

17.6 Talks
17.6.1 Tool Box Meetings
OMT will conduct toolbox talks on the start of the working day and before any work activities.
General Toolbox talk shall be focused on work related hazards and EHS measures as well as general
EHS information e.g. EHS rules and regulations. Tool Box Talks shall be based on Information of the
EHS hazards and aspects of the nature of work to be carried out.

Toolbox meetings shall be conducted by the work supervisors and / or EHS personnel. Project
management staff should also actively participate toolbox meetings as much as possible to reinforce
management support and commitment for EHS to workforce.
Works that extends till after dark hours shall have a night/ evening toolbox talks conducted prior to
commencement of work.
Attendance and summary of information disseminated are to be documented.
17.6.2 Weekly Mass EHS Talks
Every Saturday, all site personnel are to attend the Weekly Mass EHS Talk. Agendas of the talk (as
minimum) are as follows:
1. Accident / Incident Statistics
2. EHS matters discussed in the weekly EHS Coordinators meeting
3. EHS Information from the authority

17.7 Meetings
17.7.1 Kick-Off Meetings
After the award of the contract, a meeting will be arranged for the contractors to brief on all aspects
of the work to be conducted. EHS will be the first agenda.
17.7.2 EHS Supervisors Meetings
OMT’s EHS Supervisors shall inspect the site weekly meeting, followed by a meeting to discuss on
the EHS issues.
Meetings will focus on the following:
1. Inspection findings and counter measures
2. EHS observations for the past week
3. EHS activities for the past week
4. EHS Performance statistic
5. EHS incidents statistic and lesson learnt
6. EHS targets for the following week
7. EHS promotion and events for the following week
8. EHS training programme for the following week

17.7.3 EHS Coordination Meetings


All Execution Staffs and EHS personnel shall meet daily to coordinate for day to day activities.
Meetings shall focus on the following:
1. Findings from safety assessment of work areas
2. Upcoming critical / high risk works and their location
3. Common EHS deviations
4. Area of focus
5. EHS promotion and events for the following week
6. EHS training programme for the following week
7. Problems arising in work area
8. EHS feedback and suggestion
9. Any other EHS matter
17.8 Disciplinary Action for Non-compliance to Rules and Regulations
It is the primary intention to achieve a zero incident, a healthy workplace and environmental
protecting worksite. To achieve it, every site personnel will work towards a set of healthy, safe and
environmentally preserving work procedures. In the event when any party are caught intentionally
breaking the EHS rules and regulations, they shall be subjected to the in-house disciplinary system.
OMT has a set of in-house disciplinary system applicable to all OMT site personnel on site.
18.0 Conclusion
This EHS plan is meant to engage OMT with EHS activities. However, other activities and
programmes that are not reflected in this plan may be added whenever it is found needful.
