Perform Achieve & Trade (PAT) : A Journey Through

This document provides an overview of India's Perform Achieve and Trade (PAT) program, which aims to improve energy efficiency in energy-intensive industries. The 3-sentence summary is: PAT sets mandatory energy efficiency targets for designated consumers in energy intensive industries. It establishes a baseline energy consumption level and requires industries to reduce their specific energy consumption below target levels, with penalties for non-compliance and a trading market for excess energy savings certificates. The program outlines the concept of target-setting, compliance, trading of energy savings certificates, and enforcement to incentivize energy efficiency improvements across major industries.

Concept of PAT
As the SEC is calculated on a Gate-to-Gate concept, the definition of
plant boundary plays an important role.

Concept of PAT
Normalization

What
It is a process of rationalization of the energy and production data of a plant to take into
account the impact of quantifiable external variables that are beyond the control of a
designated consumer.

Why
To ensure that the Designated Consumers is not placed in a position of advantage or
disadvantage when compared to baseline scenario

How
It was done through several technical committee meetings and various consultation
workshop identifying the issues of DCs, and finding out ways to address them

Requirements
Authentic relevant documents as per prescribed guidelines and instruction sheet should
be submitted. Since normalization are compared to a baseline, hence all the data
required, should be of baseline as well as assessment year.

Enforcement

As per Section 26 of EC Act,

 If any DC fails to comply with the timelines of M&V
procedure, he shall be liable for a penalty of Rs. 10 lakh, in
addition to Rs. 10,000 per day

 If any DC fails to comply with the provisions, he shall be

liable to a penalty of Rs. 10 lakh rupees and, in the case of
continuing failure, with an additional penalty of the price
of every metric ton of oil equivalent of energy

 Any amount payable under this section, if not paid, may be

recovered as if it were an arrear of land revenue.
