THE PROBLEM AND ITS BACKGROUND
Rationale
At the onset of the Diaz administration in Northern Luzon Mission (NLM) is a new dream
and vision for the remnant of the Old NLM due to its division creating another mission called
North East Luzon Mission (NELM).
Marvin C. Diaz started his Presidential term for the 2016-2020 Quinquennium on the first
day of January, 2016. The new territory of NLM covers the Districts of Northern Tarlac & Nueva
Ecija, Northern Pangasinan A, Northern Pangasinan B, Western Pangasinan, Central Pangasinan,
North Central Pangasinan, Southern La Union, Northern La Union, Southern Ilocos Sur, Central
Ilocos Sur, Abra, Southern Ilocos Norte, South Central Ilocos Norte, North Central Ilocos Norte,
and Northern Ilocos Norte. Each district holds at least 7 to 13 churches.
This holds a greater responsibility and task for the District Pastor. Wherefore, the vision
and mission of the new administration of NLM is the expansion and division of the districts into
smaller units of churches.
Nurture Discipleship Retention – Integrated Evangelism Lifestyle is then introduced in
NLM on the second quarter of 2016. This is intended to intensify the evangelism strategy of the
church in building more churches in the locality. Its main objective is to reduce the retention
problem of the newly baptized members from 80% to 0% for the quinquennium. The secondary

objective is to reclaim the dormant members and make them effective disciples involving them in
the existing Care Group Ministry of the local church.
Significance of the Study
This study is significant for the church leaders and Pastors who are serving in the church
to serve as a determinant on the effectiveness of the program in dealing with discipleship and
nurture of the new and old members alike.
Since every program and/or evangelism pattern has its weaknesses and strengths, we will
determine the outcome of this program whether it is suited in our territory or not at all.
Statement of the Problem
This study is focusing on the effectivity and impact of NDR-IEL on the evangelism strategy
of NLM for the retention and reclamation of members. Specifically, this paper should attain to
answer the following:
1. What is new in the idea of NDR-IEL in terms of evangelism?
2. The adaption and work of the local church on this new scheme.
3. Is it an effective method for planting and building new churches within the territory of
Northern Luzon Mission?
4. What is the level of effectivity and impact to the work of the Pastors and church leaders
for the quinquennium (2016-2020) compared to the last quinquennium (2010-2015?
5. What measures are needed to improve the function of the department in the Mission
level in terms of church planting and evangelism?

Hypothesis
1. There is significant relationship on the retention and reclamation of new and old
members to the introduction of the NDR-IEL initiative.
2. The levels of involvement in evangelism and care group ministry has significant
increase from 20% to 90% during the past four years.
3. The rise of new districts and organization of churches has significant relationship to
the effectivity and impact of the work promulgated by the NDR-IEL office.
Scope and Delimitations of the Study
This study is confined to the study of the effectiveness and impact of NDR-IEL on the
evangelism strategy for the retention and reclamation of new and old members alike in the
Northern Luzon Mission territory for the current quinquennium (2016-2020).
The data and historical facts are to aid the illustration of the study and help the readers fully
understand the problem this study presents. However, it has no bearing to the summary and
conclusion of this study.
Chapter I give the background of the problem, significance of the study, statement of the
problem, hypothesis, and the scope and delimitation of the study.
Chapter II is a review of literature and related studies on the beginning of NDR-IEL
initiative; the historical development of evangelism strategy of the world church; impact of NDR-
IEL to other missions and conferences; reports on the effectivity of NDR-IEL; the theoretical and
conceptual framework; and the summary of the chapter.
Chapter III presents the analysis of sample population and its interpretation.
Chapter IV gives the summary and conclusion of the study.
