THE Indonesian government is
considering giving incentives
to Japanese operator Inpex for
its proposed grassroots Abadi
liquefied natural gas project,
writes Upstream staff.
Inpex and partner Shell have
tabled plans for a 9.5 million
tonnes per annum onshore
LNG project and the host gov-
ernment is keen to approve the
development plan without too
much further delay.
However, local media last
week reported that expected
capital expenditure has
increased to $16 billion and the
co-venturers remain concerned
about what rate of return they
will be able to achieve.
Upstream regulator SKK
Migas chairman Dwi Soetjipto
said: “We certainly want to
complete (the development
plan) as soon as possible but we
can’t do that if the capital
expenditure is too high.
“If the capex is too high, we
can’t give big incentives to the
investor,” said Dwi, adding that
the incentives could be in the
