This document discusses risk analysis methods for oil and gas facilities. It describes how to calculate the mitigated event frequency (MEF) by factoring in initiating event frequency, protection layers, and conditional modifiers. The risk reduction factor (RRF) required for a safety instrumented function (SIF) loop is calculated by dividing the mitigated risk by the target risk level. The probability of failure on demand (PFD) of the SIF is determined from the inverse of the RRF. This allows assigning a safety integrity level (SIL) to ensure the SIF meets performance standards.

DESCRIPTION

MITIGATED EVENT FREQUENCY (MEF)

The risk reduction credit against each existing safeguard (protection layer) will be
assigned as per Appendix-I of SAEP-250. The mitigated event frequency is calculated by
multiplying the initiating event frequency by probabilities of all the IPLs failing to do their
intended function. Conditional modifiers/Enabling conditions are also multiplied along with
other IPLs to calculated the final MEF values.
