TRAFFIC IMPACT ASSESSMENT

2.1c Traffic Impact Analysis
Identify and Evaluate Mitigating Measures

Conditions necessitating TRAFFIC IMPACT MEASURES

o If the project traffic will cause existing intersections or highway
roadway LOS to drop below LOS D;
o If the project traffic will contribute to the increase in traffic along
arterial roads or at intersections that are already operating at
unacceptable levels (< LOS D);
o If the project design does not have adequate parking;
o If traffic increase or roadway design will result in safety concerns
such as pedestrian safety and restricted sight distances;
o If the proposed development lowers the LOS by one step, such
as when current LOS A is reduced to B

Measures to Mitigate Traffic Congestion

Categorize based on the following:
o Technical and Physical (type of streets, presence of traffic lights
and traffic signs)
o Administrative and Enforcement (traffic rules and regulations)
o LGU/Barangay concerns (i.e. existence of traffic and parking
ordinances)
o SOFT and HARD schemes of mitigating Measures
- SOFT: Travel Demand Management, Land Use control, Traffic
Management Schemes, Transport System Management
- HARD: physical improvements, road widening, traffic signal,
