The client has indicated a desire that the inlet nozzle be re-orientated to the northern part of the tank. Contractor wishes to request
detail reasons for this and if alternate options are to be considered to retain current orientation.
CLIENT RESPONSE:
Since the Inlet and outlet nozzles are closer, existing arrangement was to avoid the carrying over the oil, inlet pipe was extended
internally to other end of the tank.
To omit the internally extended piping, suggested to relocate the inlet nozzle as external piping.

The Client is required to review the option of design to fulll vacuum given the mode of failure of the existing tank
Process conditions to be fully specified by Client
Contractor will propose tank datasheet in Client Specification
CLIENT RESPONSE
The Failure mode of the tank was due to the tank being operated outside of its designed limits and safety precautions not taken. The
tank was steamed out, which is not recommended tank practice as well as there was no nitrogen when this was done. In addition, the
relief vent settings were incorrect for the vacuum case when the tank failed.
The Hazard assessments did not indicate any potential for vacuum unless a double jeaopardy scenario was to be considered where that
of vent failure , and nitrogen blanket failure would occur during tank pump out.
The current design accounts for regulated nitrogen blanketing which prevents underpressures in addition to a new vent that will need to
be sized for the current maximum inlet and outlet flow throughputs as specified in the ENGEN Design FEL2 documentation scope. Full
process specifications are available in FEL2 documentation, the contractor designing the tank is to account for design wind loads on the
tank, New vent sizing and vent relief set points, as well as high/low pressure/flow alarms on the nitrogen system.
