Evidencia 3: Ensayo “Free Trade Agreement (FTA): advantages and disadvantages”

Es de suma importancia en este proceso de aprendizaje, conocer muy bien los tratados de
libre de comercio que se tienen en un país, antes de iniciar cualquier operación de
importación y/o exportación.

Para desarrollar esta evidencia es importante que lea y analice previamente el material de
formación denominado The sentence, además del siguiente material complementario:

 English sentence structure and entity-relationship diagrams.

Posterior a estas lecturas, elabore un ensayo en inglés de mínimo tres (3) páginas, que dé
respuesta a lo siguiente:

 Investigue sobre los tratados de libre comercio que Colombia tiene vigentes con
los Estados Unidos.
 Escriba las ventajas y desventajas de estos tratados para Colombia.

COLOMBIA – ESTADOS UNIDOS

Each of us has to become a pedagogue of the Free Trade Agreement. A 22-month


negotiation effort that represents a great opportunity and a challenge for our country.

Colombia with 44 million citizens does not live in the middle of a large resource and a poor
population and it is here that we must move from discourse to facts. These negotiations
seek to permanently open the United States market for our products in order to general
employment from investment and generate resources to eradicate poverty.

How many countries would not want to freely enter the largest market in the world that is
the United States? We now have the possibility; the treaty is an opportunity for the country
to be moved in the positive way;

There are some sectors that earn more than others but reorienting our economy well, in the
end, everyone wins equally.

To help the products that suffer, fears, we have conceived the program "Agro, secure
income". Consumers will benefit because there has to be a reduction in prices on essential
products and, above all, the trend of inflation growth has to lie down. It improves the price
of agricultural inputs because we are going to take care that when we cut them, the
distributor chain does not take the clearing of the tariff; we are going to work so that the
producer is favored.

This is one of the first treaties, perhaps the first one that signs the United States where it
accepts that the other country has an environmental protection letter; and where it gives the
other country a great chance to advance on the phytosanitary issue.

Additionally, the FTA is a challenge for Colombia to undertake the infrastructure works
with which they have dreamed but have not executed.

This agreement requires discipline, work, and transparency but with love to Colombia, we
are going to turn the FTA into a win-win agreement.

The closing of the negotiation of the Free Trade Agreement - FTA - of Colombia with the
United States represents a great success of the trade integration policy with the world,
which the Colombian government has been advancing. With the TCL, Colombia achieves
permanent preferential access to the United States, which adds to what we already have in
Mexico and the countries of South America.

Colombia will now be part of a small group of countries with preferential access to the US market.
This privileged access is a great opportunity for our country, it is the commercial space we need to
take advantage of our business energy and transform it into well-being and wealth for all.
Colombians have great qualities, we can compete with the rest of the world successfully. The FTA
opens up opportunities and challenges and the Colombians, through a joint work between the
government and the citizens, are at the height of the historical moment and we can make the
adjustments and changes that will determine a better future for all of us.

The FTA is a great historical opportunity for Colombia for three reasons. We are taking advantage
of the opportunity to consolidate for the country the preferences granted to us in the ATPDEA,
thanks to which important export lines such as flowers, textiles, footwear and cigarettes have
evolved, just to quote some things. ATPDEA represents US $ 4,935 million of exports in 2005,
52.8% of what was exported to the US. Secondly, we are gaining space compared to other
countries that are our direct competitors in the international arena.

The agreement text was reflected in 23 chapters and several annexes. The chapters include
aspects that are similar to other commercial treaties, which include general disciplines; as well as
particular elements agreed in the negotiation, for example, Colombia's interest in biodiversity and
achievements in sanitary and phytosanitary matters. In the annexes all the elements of each of the
countries are contained and it is in them that the greatest differences with other trades lie;

(Free Trade Agreement of Central America) or in agreement of Chile with the United States.
Market Access

Duty

These are the taxes that countries charge to products from other countries in the
development of export activity. Its objective is to raise the price of imported products and
protect the national industry.

Non-tariff barriers

These are different obstacles to the tariffs that some countries usually use to prevent free
access to products from other countries. Among them are prior licenses, quotas or tariff
quotas, technical barriers, sanitary and phytosanitary barriers, safeguards, among others.

DISADVANTAGES:

1. Disappearance of national production


2. Competition with the importation of merchandise
3. Cheap labor
4. Lower salaries
5. Decrease in state resources

ADVANTAGES:

The Colombian Congress approved the Treaty on June 14, 2007. Following the negotiation
of an amendment protocol signed on June 28, 2007 and approved by Congress on October
30, 2007, Colombia completed its internal procedures to ratify the FTA, when The
Constitutional Court declared it exequible on July 24, 2008.
