Political Parties of Marshall Islands

There is no tradition of organized political parties in the Marshall Islands; what has
existed more closely resembles factions or interest groups because they do not have party
platforms, headquarters, or party structures. However, two major groupings have competed in
legislative balloting in recent years. The Kabua Party of former President Amata Kabua was in
ascendance from 1979 to 1999. Kabua was re-elected to a fifth term in 1995. When President
Kabua died on 12 December 1996, the government named Kunio Lemari, Minister of Transport
and Communications, as Acting President. New presidential elections, held on 14 January 1997,
were won by Amata Kabua's cousin Imata Kabua. The newly formed United Democratic Party
(UDP), led by Litokwa Tomeing, gained a majority in parliament in November 1999, and Kessai
Note was elected president.
There are no legally incorporated political parties in the Marshall Islands, but there are
unofficial groupings:

1. Aelon Kein Ad
This also called the Kabua Party, is a political party in the Marshall Islands, headed by Imata
Kabua. It is apparently a coalition of other parties, including the United People's Party led by
former speaker Litokwa Tomeing. The party is led by traditional chiefs, the Iroij. At the
last legislative elections, 17 November 2003, no parties participated, though part of the members
could be members of either Aelon̄ Kein Ad or the United Democratic Party.

2. United Democratic Party of Marshall Islands


The United Democratic Party is a political party in the Marshall Islands. At the
last legislative elections, 17 November 2003, no parties participated, though part of the members
could be members of either the Kabua Party or the United Democratic Party.

Citizens of the Marshall Islands live with a relatively new democratic political system
combined with a hierarchical traditional culture. The first two presidents were chiefs. Former
President Kessai Note is a commoner. Current President Jurelang Zedkaia is a traditional high
chief.
There have been a number of local and national elections since the Republic of the
Marshall Islands was founded, and, in general, democracy has functioned well. The United
Democratic Party, running on a reform platform, won the 1999 parliamentary election, taking
control of the presidency and cabinet. Elections on November 19, 2007 elected a new Nitijela
that took office in January 2008, giving control of the government to the opposition, while the
September 2009 vote of no confidence replaced both parties with a coalition no longer following
any party lines.
