RE: Reply to Emailed Request for Interpretation dated May 26, 2020 of Resolution

NO. 38.

On May 22, 2020, the IATF approved Resolution #38 with the following
amendments, revisions and/or clarifications to the Omnibus Guidelines on the
Implementation of the Community Quarantine in the Philippines that may affect
the operations of the SDCC:

1. In Resolution #37 dated May 15, 2020 under Section 2(4)(g), credit
cooperatives were allowed to work or operate with a skeleton workforce
unless a different operational capacity is provided.

2. In Resolution #38 under Letter B (1)(b), it amended Section 2 (4)(g),


which provides that credit cooperatives are allowed to work or operate
during ECQ at maximum of 50% operation capacity. To quote:

“b. at maximum of fifty percent operation capacity without


prejudice to the adoption of work-from-home or other alternative
work arrangements and without diminution of the current
operational capacity previously allowed.”

3. On May 26, 2020, there was a proposal from the Metro Manila mayors to
place Metro Manila under General Community Quarantine (GCQ) but
still subject to approval of the IATF. In case, IATF approves that Metro
Manila be placed under GCQ, there is a possibility that new Resolution/s
be issued as GUIDELINES or under such GUIDELINES as may be
declared through the subsequent issuances of the IATF.

4. In the meantime, however, Resolution #38, under Letter D (1), provides


that in areas placed under General Community Quarantine, all permitted
establishments and activities like credit cooperatives under Section 2(4)
shall be allowed to operate or be undertaken at full operational
capacity; xxx”.

To quote Letter D (1):

“D. Areas placed under General Community Quarantine


shall be amended accordingly:
Section 4 (6) shall now be read as follows:

All permitted establishments and activities under Section 2(4)


shall be allowed to operate or be undertaken at full operational
capacity; In addition, the following sectors or industries shall be
allowed to operate at an operational capacity provided herein.”

5. Moreover, establishments like SDCC are also allowed to operate at a full


operational capacity in areas placed under Modified GCQ as
provided in Letter E of the Resolution #38.

6. Regarding mass gatherings, under GCQ, mass gatherings with 10 to 1,


000 participants like PT meetings, Representative Assemblies, General
Elections, and the likes are still prohibited while under Modified GCQ
mass gatherings like the ones mentioned (community assemblies) are
allowed provided the participants shall be limited to 50% of the venue or
seating capacity.
