3.1 General
The main objective of our thesis to assess the earned value of a residential project located in two
different cities one is in Kharghar, Navi Mumbai and one is in mahalunge village next to
balewadi stadium, Pune.

We have progressively monitored both the project independently for several days from
that we collected the data related to schedule and cost and further we calculated earned value
parameters for both the projects shown in following tables.
Successful project management demands that the project meets technical objectives and
to be completed on schedule and within budget. To ensure success, a well-organized project
control system must be designed, developed, and implemented to provide management with
timely and accurate feedback on actual usage of resources for comparison to target objectives
which were established during the planning cycle. Tight project controls are necessary to
provide early identification of potential schedule slippage and budget overruns.
Every project, by nature, is unique and should have a custom designed project control system.
Effective project control consists of the systematic application of a combination of project
management techniques which are determined by resource constraints and schedule
complexities. The system employed must enable management to make informed decisions
regarding reallocation of project resources and schedule adjustments based on current project
status.
Earned Value is a project control technique which provides cost and schedule performance
measurements. It compares actual accomplishment of scheduled work and associated cost against
an integrated schedule and budget plan. The earned value technique introduces quantitative
measure for the Budgeted Cost of Work Performed (BCWP) by crediting budgeted dollars to
scheduled work as it is performed. BCWP is a function of time, cost, and work and provides a
common link between the project budget and schedule. A technique often used for cost control is
simply plotting the Budgeted Cost of Work Scheduled (BCWS) on a graph with the Actual Cost
of Work Performed (ACWP). This is misleading in that a comparison of points on each curve at
a given time does not take into consideration the actual amount of work accomplished. If the
project is ahead of schedule, the graph may obscure this by showing actual cost overrunning
budget when in reality ACWP may be underrunning the budget for the work performed. If the
project is behind schedule, the graph may show actual cost underrunning the budget when the
ACWP may be overrunning the budget for the work performed. The earned value technique
compares BCWP against ACWP to determine cost variance. The value for BCWP is also used
for comparison against the BCWS to complement the schedule control system. It is difficult to
determine if a project as a whole is on schedule when a time line is placed on a schedule where
some activities are ahead and some are behind. The earned value technique provides a means to
combine the schedule variance of individual activities in order to assess the magnitude of
schedule variance for the entire project. Proper development of the earned value technique forces
project planners to synchronize resource requirements and schedules at low levels of the total
work effort. Each functional group to be monitored should have a separate cost account for each
type of work to be performed. BCWP should be determined at this level. The roll-up of BCWP
by type of work and by specific functional groups can provide management with project
performance information at any level of the Work Breakdown Structure (WBS) and for any level
of the project Organization Breakdown Structure (OBS).
The utility and reliability of an earned value reporting system is directly dependent on the
accuracy of project planning and proper data collection for ongoing work. A well-defined and
structured project plan should provide the framework for data collection. Initial project planning
begins with a master schedule which shows the work to be performed at a high level.
Additionally, a WBS must be developed which depicts the principle products and proposed
services to be furnished by the project. The WBS serves as a tool from which the scope of work
can be logically subdivided into major and minor tasks from the top down.
Thereby, the WBS establishes the framework for relating budgets and schedules. As the WBS is
defined at lower levels and the schedule is broken down to identify low level activities, dollar
figures should be associated with the work effort at levels appropriate for cost control.
Contract requirements generally define minimum scheduling and reporting requirements. Within
these bounds, the contractor may adopt a project control system which best satisfies internal
reporting needs. After the WBS and master schedule are defined, cost accounts must be
identified which represent management control points where cost will be collected and
supporting schedules will be monitored. In order to take full advantage of the earned value
technique, management control points should identify low level activities where the majority of
work will be performed by one functional group or subcontractor. A functional group is defined
as those performing entities for which management wants to monitor cost and schedule
performance.

quantitative literature study. Because of the limited time there was not room for a large number
