JOB TITLE: Consultant Orthopaedic Surgeon


Special interest: lower limb arthroplasty.

2. JOB PURPOSE;

2.1. To support NELTC & WATC as a centres of excellence in orthopaedic surgery.

3. JOB SUMMARY

3.1. To provide an on-site elective orthopaedic surgical service that will meet the needs of
patients treated at the Treatment Centres listed above. The post is based prominently at
NELTC with planned day case sessions at WATC.

3.2. The post holder will undertake mainly lower limb arthroplasties, but in addition he/she will
undertake other general orthopaedic work as required.

3.3. Whilst the working week will comprise 40 hours (10 PAs), working patterns will be flexible
and may occasionally entail an ad-hoc mix of evenings and weekend work to meet the
requirements of the units.

3.4. There is no trauma on-call commitment but post holders must be prepared to assess
his/her patients urgently in person on the unit if requested by the RMO on duty at the
NELTC.

3.5. The post holder will be expected to provide cross-cover for colleagues during periods of
absence and must be prepared to work as a team with other members of the Department,
including for example annual leave and study leave.

4. Principal Duties and Responsibilities

4.1. Clinical Management of Patients

4.1.1. To provide a high standard full range of specialist diagnosis, treatment and care to
inpatients, day cases and outpatients who need orthopaedic services.

4.1.2. To provide advice and assessment of patients as requested by the RMOs. The post
holder will be responsible for liaising with senior colleagues in the neighbouring NHS
Trust to ensure seamless transfer of acutely ill patients who require transfer across to
the acute NHS Trusts.

4.1.3. To cover for the leave absences of other Consultant colleagues.

4.1.4. To participate in the Centres’ audit and competency assurance programme.

4.1.5. To contribute to the development of Clinical Quality Standards.

4.1.6. To undertake all necessary administrative duties associated with the care of his/her
patients, including but not limited to clinical coding, discharge summaries, letters and
reports.

4.1.7. To be responsible to the Hospital Medical Director for the effective and efficient use
of the resources under his/her control, for patient safety issues and for the quality of
care delivered.

4.1.8. To promote teamwork with other consultant members and contribute to the
continued development of NELTC & WATC as a centres of repute.

4.1.9. To contribute effectively for ensuring a positive patient experience.

4.1.10. To contribute to the Centres meetings and participate actively in the clinical
governance programme.

4.1.11. To contribute to the teaching of Centre staff.

4.1.12. To contribute to the academic life of the Centre and to promote and undertake
research initiatives should this become relevant.

5. Operational

5.1. Carry out the necessary clinical duties to ensure the optimum care and treatment of
patients.

5.2. Comply with all Care UK policies, protocols and procedures.

5.3. Report any actual or potential adverse patient incidents to the Governance Manager and
Medical Director and play full part in the investigation of such incidents.

5.4. Comply with the work schedule as developed by the Hospital Director and work closely
with the centre scheduler to make best use of list time.

6. In-Service Education & Promotion of the Treatment Centre

6.1. Promote patient care by liaison with all departments.

6.2. Promote liaison with Primary Care Physicians (GPs) in the area.

6.3. Participate in local and national specialty clinical meetings.

6.4. Participate in the in-service education programme and comply with Care UK mandatory
training requirements.

6.5. Ensure on-going medical competence by participating in annual appraisal programme.

6.6. Maintain and develop professional expertise through self-directed learning and continuous
professional development.

6.7. Maintain a portfolio of professional practice and performance data required for the
enhanced appraisal process developed by Care UK.

6.8. Participate in the annual appraisal system, which will include the 360 feedback.

6.9. Promote the centre by demonstrating a customer-focused approach at all times to patients,
consultants and staff.

6.10.Promote a culture of high quality, safe and state of the art care at the Centre.

7. Key working relationships

7.1. Internally:

7.1.1.The Head of Clinical Services, Medical Director and Hospital Director for the Centres.

7.1.2.Consultant colleagues in own and other specialities.

7.1.3.Members of the nursing and allied health professional team.

7.1.4.Other members of the centre support team.

8. Externally:

8.1. Consultant speciality colleagues in the local acute trust.

8.2. Other consultant colleagues in the Care UK Group

8.3. Clinical Director Orthopaedics Care UK.

8.4. General Practitioners in the catchment area.

9. Job Plan

9.1. An initial formal job plan will be agreed between the appointee and the Medical Director at
the start of the appointment and reviewed at three months from the start of the
appointment.

9.2. This job plan will be reviewed by the Medical Director together with the Hospital Director
and the post holder at three months following the initial appointment and annually
thereafter to allow appropriate modifications to be agreed.

9.3. The Medical Director will require a formal competency sign off at six months by the Care
UK Clinical Director of Orthopaedics, and this will require a review of the appointee’s
practice.

10. Confidentiality and Data Protection

10.1. The post holder must at all times respect the confidentiality of information in line
with the requirements of the Data Protection Act 1998 and other prevailing legal
requirements including Caldicott principles. This includes, if required to do so, obtain,
process and/or use information held on a computer in a fair and lawful way, to hold data
only for the specified registered purposes and to use or disclose data only to authorized
persons or organisations as instructed.

11. Health and Safety

11.1. As an employee of Care UK, the post holder has a duty under the Health and Safety
at Work Act 1974, to:-

11.1.1. Take reasonable care of the health and safety of themselves and all other persons
who may be affected by their acts or omissions at work.

11.1.2. Co-operate with their employer to ensure compliance with Health and Safety
legislation and the Health and Safety policies and procedures of the treatment centre,
not intentionally or recklessly interfere with, or misuse, anything provided in the
interests of health, safety, or welfare, in pursuance of any of the relevant statutory
provisions.

11.2. In 1993 the Department of Health issued guidance, Protecting health care workers
and patients from Hepatitis B, and an addendum was issued in 1996. Under this guidance
all practitioners who perform exposure prone procedures (EPPs) should be immunised and
have their response to the vaccine checked; non-responders to vaccination should be
investigated for HBV infection to identify those who may pose a risk of infection to their
patients during EPPs. Practitioners whose hepatitis B carrier status is not known must be
tested before carrying out EPPs by Occupational Health (OH). The post holder must make
available to the the OH service accurate written health and immunisation records on
request.

11.3. In 2007 further guidance was issued by the Department of Health, Health clearance
for tuberculosis, hepatitis B, hepatitis C and HIV:New healthcare workers, which states that
‘where employment involves, or may involve, the performance of Exposure Prone
Procedures’, they will require additional health clearance for serious communicable
diseases (i.e. in relation to hepatitis C and HIV).

11.4. In addition the post holder must comply with the GMC guidelines on Serious
Communicable Diseases, which details the responsibilities of doctors who have been
exposed to a serious communicable disease notably;

11.4.1. Doctors must not rely on their own assessment of the risks they may pose to
patients.

11.4.2. Doctors who have a serious communicable disease and continue in professional
practice must have appropriate medical supervision.

11.4.3. Doctors who apply for a new post must complete health questionnaires honestly
and fully.

12. Equality & Diversity

13. Complaints

13.1. Care UK takes patient complaints seriously. In the event of a complaint the post-
holder will fully co-operate in the investigation and if asked provide a report in a timely
manner.

13.2. In the event of any investigation into incidents, the post holder will fully co-operate
with the Centre and the legal advisors (including, but not limited to allegation of negligence
or misconduct) and should agree to provide a full written statement concerning the
incident/complaints within a reasonable time. The obligation will continue even after the
employment under this contract had ceased.

14. Hours of work

14.1. The appointment job will be full time based on 10 sessions of 4 hours working time
per week (equivalent to 40 hours per week) and this will comprise 9 sessions allocated to
clinical duties and 1 session to supporting professional activities per week.

14.2. The post holder will be expected to be flexible enough to accommodate required
attendance at essential meetings (for example clinical governance meetings may take
place after hours) and be prepared to travel to other Care UK sites as requested for clinical
meetings etc. Rarely it may be necessary to travel to other Care UK sites (particularly
WATC) to cover for colleagues in an emergency.

15. Remuneration

15.1. This will be equivalent to a consultant working in the NHS but will vary according to
the professional experience and expertise of the candidate.

15.2. There will be an annual leave entitlement of 25 days plus 8 UK Bank Holidays and
up to 10 days discretionary study leave. Part-time appointments will be on a pro-rata
basis.

16. Location

16.1. The candidate will be expected to have easy access to the NELTC and be a
resident within a 15 mile radius of the centre or 30 minutes travelling time.

The above list of duties and responsibilities is by no means exhaustive and the post holder may be
required to undertake other relevant and appropriate duties as reasonably required.
