1.0 INTRODUCTION

The Petroleum Development of Oman LLC (PDO) is undertaking development of the Yibal Khuff
/ Sudair reservoirs located in the Yibal field area in North Oman, and is known as the Yibal Khuff
Project (YKP) and herein referred to as the Project. The overall Project includes development
of Off Plot Facilities (Good Site facilities, Remote Manifold Stations - RMS, Flowlines, Trunk lines,
Export Pipelines etc.), On Plot Facilities (Separation Facilities, Central Processing Facility - CPF,
Air/Water/Steam/Effluent Systems etc.) and Power plant.
The On Plot Facilities (CPF) include liquid handling, gas treatment, sulphur recovery and sulphur
blocking, and utilities. The treated gas will be exported to the Oman Government Gas System
(GGS) and the oil will be tied into the existing Main Oil line (MOL). Plot space has been provided
to block the entire field life elemental Sulphur production.

The Petroleum development Oman LLC (PDO) has awarded the contract to Galfar Engineering
and Contracting S.A.O.G for Construction and Pre-Commissioning of On-Plot facilities along with
their associated works/services and auxiliary systems of the Yibal Khuff Project. This document
has been prepared to facilitate safe and quality work at site to the satisfaction of PDO.

2.0 PURPOSE

The purpose of this Construction Procedure is to provide the guidelines for Installation of High
Voltage and Low Voltage Switchgear.
The nature of works involved in this procedure is as follows.
 Civil works.
 Transportation of panels to site.
 Installation / Assembling of panels at site.
 Inter panel wiring.
 Cable termination power and control cables.

3.0 SCOPE
This Construction Procedure covers the Installation of High Voltage and Low Voltage
Switchgears for Yibal Khuff Project.

6.0 RESPONSIBILITIES

Project Manager

 Shall be responsible for providing all equipment, materials and other resources required
for the works as per approved project schedule.
 Reports to Project Director
Construction Manager
 Responsible to the Project Manager:
 Planning and acquisition of labor resources
 Planning and acquisition of materials and plan, etc.
 Selection of subcontractors, determining their abilities to complete the works inclusive of
Management, Planning and compliance, Assurance of all subcontractor field activities
 Ensuring sufficient plant and equipment’s is in suitable safe working order and calibrated
as necessary.
 Ensuring that all construction operations are carried out to schedule and in accordance
with quality and safety requirements
 Ensure the filling of journey management plans for all transport, delivery and transit.

 Responsible for the upkeep of welfare facilities onsite

 Shall ensure that work procedures for the manufacture of onsite batched concrete, cast-
in-situ concrete works are identified and control measures taken before starting the work.
Shall be responsible for training and awareness programs for all personnel deployed for
the activity and ensure the work completion as per the approved project schedule.
 Reports to the Project Manager In his duties, he is assisted by the construction team as
indicated in the Organization Chart.

Construction Engineer

 Responsible to the Construction Manager for:

 Supervising all site personnel and ensuring their competence
 Implementing Method Statements and procedures affecting material handling
 Ensuring that all test equipment calibration certification is current and at site.
 Ensuring that all equipment is installed correctly
 Shall be responsible for interpretation and execution of works as per the specifications,
HSSE & QA/QC guidelines
Site Safety Officer / Inspector

 In addition to the roles and responsibilities as disseminated generally in the Contract

Specific HSSE guidelines, the following activity specific functions shall be carried out.
 Disseminate HSSE Policies specific to the activities involved and facilitate
implementation.
 Provide inputs for work specific Job Risk Assessment and Mitigation.
 Implementing the Project Health & Safety Manual
 Implementing statutory safety regulations on site.
 Ensuring all plan and equipment has the relevant certification.
 Preparing site safety plans.
 Issuing corrective action as appropriate and review of corrective actions.
 Liaising with the Employer on environmental issues
 Reports to the Project Manager and interfaces (functional reporting) to HSSE manager
on HSSE related and matters and the Construction Manager on day to day matters of
the project.
 Delivering the Project HSSE execution plans and monitoring, auditing and reviewing
implementation throughout the project.
 Supporting line managements in the implementation of the HSSE management system,
contract HSSE plan and monitor the effectiveness of the plan.
 Reviewing subcontractor HSSE plans and attends meetings to reinforce and
communicate HSSE expectations.
 Advising on HSSE procedures and legislations
 Provision of assurance that Risk Assessment and Method Statement are being followed
 Monitoring the effectiveness of all elements of the HSSE program including the required
HSSE training of subcontractor and CLIENT representatives
 Assess field activities by conducting onsite audits and site visits to ensure HSSE.
 Compliance, Assists in external safety audits.
 Accountable for integrity of all HSSE data, record keeping and administrative reporting
in accordance with Company and client policy;

 Implement and assist emergency procedures and conduct drills to assess

effectiveness of such plan; and,
 Implement safe system of works, i.e. Journey management, permit-to-work
procedure and other safety programs.
 Responsible for all Galfar and their Subcontractors Journey Management

Quality Manager/Senior Onsite Quality Representative

 Functionally responsible to the Project Manager and Corporate Quality manager, field
day to day activities reporting to Construction Manager for;
 Implementing the Quality systems on site in accordance with Quality plans, Inspection &
Test plans and procedures
 Prepare all Quality Control documentation i.e. Procedure Qualification etc..
 Witness site day to day activities and tests
 Verification of all calibrated instruments.
 Preparing all pre-construction documentation with respect to Control of all Civil, Electrical
& Mechanical works
 Liaising with COMPANY QA/QC representative to resolve all QA/QC related
problems.
 Reviewing site generated daily documentation with QA Inspectors.
 Co-ordination of inspection personnel with site inspectors.
 Planning and execution of internal & external Audits.

QC Inspector

 Liaise with CQCE and the Company Quality Team through QA/QC Manager for day to
day activities of the project.
 Implementing applicable Quality Plans, Procedures and Method Statements.
 Ensuring personnel are issued with the correct procedures and have adequately
calibrated inspection equipment.
 Reviewing and completing (where applicable) all required documentation certification
obtain all necessary signatures and raising of NCR, s (Non-Conformance reports) where
noncompliance is observed.
 Co-ordination and execution of site inspection activities on a day-to-day basis and
ensuring through Site Supervisor that RFIs to COMPANY QA/QC representative are
raised a minimum of 24 hours ahead of activity.
 Compiling day to day inspection reports, safekeeping of all test and inspection reports
that are filed to the Dossier.
 Ensure the work is done as per approved method statement.
 Reports in line to the Construction Manager and functionally to the QA/QC Manager.

Construction Supervisor

 Responsible to the Construction Manager for:

 Supervising all site personnel and ensuring their competence
 Implementing Method Statements and procedures affecting material handling
 Ensuring that all test equipment calibration certification is current and at site.

7.0 PRE-REQUISITE

 Fork Lift or Crane, pallet mover with capacity & arrangement in line with the
Manufacturer’s recommendations and as required at site.
 Earth Drilling machine.

 Portable hand tools.

 Portable Drilling Machine/ Grinding Machine & Angle Cutter.

 Level Threads

 Digital multimeter

 Earth resistance tester.

 Assembling tools as per manufacturers recommendation.

 Competent manpower for proper execution of job.

 Manufacturers ‘installation manual and Drawings.

8.0 GENERAL

 Permits shall be clearly written, adequately and briefly describe the work to be done.
Necessary / required Permits shall be applied for a minimum of 24 hours in advance of any
work to be carried out.
 On issue of the Work Permits, all conditions stipulated in them shall be complied with prior
to commencing any work. Under no circumstances work will take place without having a
valid Work Permit covering the type of work to be carried out.
 All tools and equipment to be used for the job shall be in good condition and well
maintained, and where required, approved by PDO HSE department.
 All personnel shall wear appropriate PPE suitable for the work being carried out. All PPE
shall be in good condition and replaced whenever required, and approved by HSE
department.
 An approved fire extinguisher(s) shall be kept next to equipment in the work site, and where
required by HSE or stipulated in the Work Permit, an approved gas detector shall be kept
in the vicinity of the work site.

 Any damage to existing services noticed prior, during or after the excavation shall be
immediately reported to concerned authority. Temporary supports provided for exposed
services shall not obstruct any access way.
 Good housekeeping shall be maintained at all times, and debris removed to the designated
area on regular basis

9. CONSTRUCTION METHODOLOGY.

 Provide Location Pad plan to for preparation

 Make site visit to finalize location with client representative and for accommodation and
messing of HRB site staff. Also finalize for Storage Yard and security requirements.
 Look for fuel supply points and drilling water supply, availability of medical facility e.g.
hospital/clinic in emergency. Look for nearest Police Station. Check for availability of
security guard for drilling site (if required).
 HRB can mobilize within 14 days after confirmation.
 Estimate quantities of Cement and various other consumables on site to ensure their
supply on time.
 Make final check of Rig/equipment/staff to be deployed. Check for all necessary
validities of ROP Mulkiya / PDO inspection/training documents
 Arrange necessary safety & HSE inspections of all (item 1.7) by client representative
as per their requirement conforming to their HSE policy.
 Fix up the date of mobilize the rig, equipment and manpower to storage yard in the
Area.
 After we shall mobilize the equipment to the respective borehole.
 As per client coordinates we shall place the rig on bore hole point, drill 17-1/2” dia hole,
install & cement grout the MS Surface casing (13-3/8”) as per contract specification.
 Drill 9-7/8” diameter borehole from below 13-3/8” surface casing down to the specified
depth 156m
 While drilling we shall use the air foam as circulation media and in case the air foam
drilling fails due to very loose formation, we may switch over to bentonite mud drilling.
 After reaching desired depth of 156m install 6” diameter GI casing and gravel pack the
bore hole and top cement seal as per well design recommended by client.
 Clean backfill by well development
 Clean and level site.
 Either move rig and equipment to next site or demobilize
