SUBJECT: Release of 2019 Year-end Bonus and Cash Gifts for the laid off San Andres
LGU Employees
DATE: April 20, 2020

This pertain to the unreleased yearend bonuses and cash gifts of the former government
employees of municipality of San Andres, Quezon for the Fiscal Year 2019.

Please be informed, that pursuant to the Budget Circular n. 04 s. 2016 of DBM updated rules and
regulation on the grant of the year-end Bonus and Cash Gifts for the fiscal year 2016 and years
thereafter.

This covers under 2.0 of this circular, that all position for civilian personnel whether regular,
contractual or casual in nature, appointive or elective whether full time of part time shall be
covered by this rule.

For consideration, after contractual status have not renewed by the current administration, we
have waited for several months in the hope that our service from July 2019 to December 2019
maybe given cash gift for the year 2019, but not to avail to.

Respectively, under 6.1 of the guidelines of the circular 04 the year-end Bonus is equivalent to
one (1) month basic pay as a cash gift of Php 5,000.00 which shall be given not earlier than
November 15 of the current year. But as of today, we have not received any of the said bonuses.

With respect to 6.1.1 of circular 04, it says “Personnel that have tendered at least a total or an
aggregate of four (4) months of service from January to October 31 of the current year shall be
qualified.

As to the guidelines, even our service contact to San Andres LGU have not renewed we are still
eligible to receive the said compensation for the person that we have aggregate the prescribed
length of service.
With the current situation wherein, there is a global pandemic health problem we humbly request
for your kind consideration. We have worked in our municipality with deep conviction to service
to people and country.

Undoubtedly, we have shared a common goal of giving fair and just welfare for our
consideration.
