Subject: Instruction to clean off/remove mud found at the center of well before you start concrete
work @ the center

This refers to concrete pouring activity for final clarification tank-1 base slab whereby you
have started to cast concrete casting from the peripheral towards the center. However, there is
significant accumulation of mud due to the rain /flood at the center of the well in which you
are trying to remove and clean the mud thereof. However, the progress seems unachievable
within short time.

You are strongly advised to clean off/remove the mud/deleterious material found at the center
well within very short time by deploying sufficient number of manpower and dewatering
pump before you reach the location.

We write this to instruct you to remove/clean off all the mud before you start pouring concrete
at the center and any concrete deposition on un cleaned surface/location shall not be
acceptable and in consequence the work will be considered as defective and payment shall not
be effected too until the defect shall be rectified.

It is observed that all surplus excavated material which cannot be used for construction
purposes is stock piled inside the compound of the project area without the approval of the
Engineer.

However, as per Section VI Technical specifications for civil works section 3.5.5 Disposal of
Excess soils which states as any surplus soil from excavation, not used for construction
purposes, shall be disposed of in spoil deposits or borrow areas approved by the Engineer.

Therefore, you are hereby instructed to cart away the stockpiled excavated material to a
damping site approved by the Engineer as soon as possible.

Subject: Instruction to Correct Defective works on chlorination Tanks (1st lift wall)

It is observed that most of chlorination tanks first lift walls are bulged from 35cm thickness to
more than 40cm thick specially on the external walls.

However, as per Technical specifications for civil works section 4.1.22 Faulty work which
states as; “Any portion of the work which is honey combed or otherwise inferior shall, on
written instruction of the Engineer, be immediately cut out and reconstructed in an approved
manner without extra charge. Plastering of defective works shall not be permitted.”

Therefore, you are hereby instructed to submit a methodology how to rectify (correct) the
defective works as soon as possible.

Subject: Instruction to remove all laitance and to expose the surface of aggregates before
pouring concrete on previously executed concrete surface

It is recalled that verbal instruction was given to remove all laitance, loose concrete surfaces
and to expose the surface of aggregates before closing wall formworks of chlorination Tank
and Biological Treatment units as per the technical specification clause 4.1.17.

However, Chlorination Tank wall and Biological Treatment unit wall formworks are placed
and closed before removing all laitance, removing loose concrete surfaces and exposing
aggregate surfaces. This will be later difficult for you to remove the laitance and to expose the
aggregate surfaces once formwork is placed and closed.

Therefore, once again you are hereby instructed to remove all laitance, to remove loose
concrete surfaces and to expose aggregate surfaces before pouring the next concrete works as
soon as possible.

Subject: Instruction to correct finishing of concrete surface and water stop position

It is recalled that you have poured about 350 cubic meters of concrete on the date 13 th of
January 2019 at section I-base slab of Biological treatment unit after receiving approval of
work methodology from the Engineer representative.

1. We have observed that the concrete finish surface is very rough and do not meet the
smooth surface finish requirement as per your work methodology and the technical
specification clause 4.7 sub clause 4.7.1 and 4.7.2 which states that ‘’unless otherwise
specified, all free top surface of concrete which are not to be covered by further
construction or backfill shall be screeded off immediately after compaction to a smooth
pain finish’’ and ‘’ Floor surface as mentioned above shall be floated off strewing
Portland cement onto the concrete surface’’
2. The water stop positioned is not uniform and some places fully covered by concrete

Therefore, we request your office to submit proposal for rectification of the defective works as
per the technical specification as soon as possible. And we kindly inform you that no
subsequent activities in the above section will not be allowed before rectification.

above machineries is considerable in reference to equipment pr0dcutivity Which incurs
additional cost and time to the Contractor.

We write this to strongly advise you to dispose the surplus material stock piled in the
compound.

In order to access E-M equipments to be installed on Biological Treatment Units of the


following units, attached here with please find layout and reinforcement drawings for your
construction and reference.

1. Top access slab of unit 8a&b (internal re-circulation pumping station for MLSS)
2. Top access slab of unit 9a&b (Coagulant pit)
3. Top access slab of Unit 11 (sludge recirculation pumping station)
4. Top access slab of unit 12 (sludge discharge pumping station)and
5. Top slab of unit 4 (pre-anoxic unit)

In addition, attached herewith please find revised inspection manhole location on top slab
and weir location on wall 12 of section “C” biological treatment unit for your reference and
construction.

section “H” second lift wall

Subject: Instruction not to continue next activity on section “H” Biological Treatment Unit

It is recalled that three concrete cube samples has been taken from cast in situ concrete at
section “H” of the Biological Treatment Unit to check the quality of C-30 ready mix concrete.

However, it is observed that during testing of the seventh day concrete strength, the sample
taken from wall 6, 7 & 9 (one out of three samples) is far below the specified minimum
compressive strength at that age. It is also noticed that the concrete cube samples were crushed
at 10th day after casting.

Therefore, you are hereby strictly instructed not to continue the next activity on the second lift
wall of section “H” Biological Treatment Unit until the strength of concrete is confirmed at 28
days. Also, please note that any concrete cube samples shall be crushed exactly at 7 and 28
days age.
