ADMINISTRATION

Hazrat Umar :
Hazrat Umar was born in
548 AD in Mecca. His father was Khattab
ibn Nufayl and his mother was Hantama
bint Hisham, from the tribe of Banu
Makhzum. In his youth he used to tend
to his father's camels in the plains near
Mecca. His Father was a great merchant
in his tribe. Umar became a merchant
and made several journeys
to Rome and Persia, he also was able to
learn their culture and language. In
610 AD Muhammad started preaching
the message of Islam. However, like
many others in Mecca, Umar opposed

Islam. and even threatened to kill


Muhammad. This is recounted as on his
way to murder Muhammad, he met his
sister and brother in law reciting Quran
after hearing the verses of Quran Umar
accepted Islam in 616 AD, one year after
the Migration to Abyssinia. After his
conversion to Islam he fought many
battles and protected Islam with his life

Administration
Hazrat Umar was second
Caliph and reigned of Islam. He became
caliph in during 634 to 644 C.E. His
Caliphate during his 10 years is known as
the Golden Era of Islam. He also created
a vast Islamic empire during his
caliphate.

During his Caliphate the order of Islamic


State completely changes. Umar was a
strict ruler, after conquering a vast
empire he first divided states into
provinces than into districts. He
appointed qualified and true governor to
every province and “Amils” to every
district. The strict rules of every
governor was that he has to assigned his
property to Caliph to check it is illegal or
not, the governor’s house door always
should open, he will not tame any
Turkish horses and eat food from course
wheat.

Umar undertook many administrative


 

reforms and closely oversaw public


policy, establishing an advanced
administration for newly conquered
lands, including several new ministries
and bureaucracies, as well as ordering a
census of all the Muslim territories. He
builds many Schools, Hospitals, Road
and Highways to make communication
and economy good. Through this Islamic
estate become stronger.

Hazrat Umar also take out new taxes and


the money of the Taxes was donated in
“Bait-ul-Maal” which improve the
economy this much that a person that
was giving Zakat has to hardly find a
person who owns it. Umar also improve
the army management by giving them
more services and salary. Through this
army was ready to do anything to serve
the caliph. Hazrat Umar gain a title as
“Successor of Successor of the Prophet”.
But sadly Hazrat Umar died 644 AD.
