1. Guidelines to Bidders on the operations of E4lectronic Tendering
Management System [ETMS] of Tribal Development Department,
http://maharashtra.etenders.in
2(A) Pre-requisites to participate in the Tenders processed by Maharashtra Tribal
Public School Society & Tribal Development Department, Nashik.

(i) Enrolment on [ETMS]:-


(a) Enrolment on [ETMS]:-
I. The Contractors interested in participating in the Tenders of Tribal
Development Department – processed using the ETMS will have to be
enrolled on the ETMS and have obtained User ID.
II. After submission of application for Enrolment on the System, the Authorized
Representative of the Service Provider will verify the information provided and
will approve the Enrolment If the information is found to be complete and in
order.
(b) For any assistance on the use of ETMS
I. The Contractors may obtain the necessary information on the process of
enrolment and empanelment either from Helpdesk Support Team or may visit
the information published under the link Enroll u4nder the section E-
Tendering Toolkit for Bidders on the Home Page of the ETMS.

(ii). obtaining a Digital Signature Certificate (DSC):-


a. Intending Tenderers should have valid class II/ III Digital Signature
Certificate (DSC) obtained from an approved Certifying Authority authorized
by the Controller of Certifying Authorities of Government of India through their
Authorized Representatives upon receipt of documents required to obtain a
DSC.
b. In case of requirement of DSC, Intending Tenderers should go to

http://maharashtra.etenders.in and follow the procedure mentioned in the
document Procedure for application of DSC.
c. The DSC (Class – II or Class – III) is used to encrypt the data/ information and
electronically sign the hash value during the Bid preparation and Hash
Submission stage.
d. The DSC is required to maintain the security of the Bid Data and also to
establish the identity of the Contractor transacting on the System.
e. In case during the process of preparing and submitting a bid for a particular
Tender, the contractor loses his/her DSC (i.e. due to virus attack, hardware
problem, operating system problem, etc.), he/she may not be able to submit
the Bid online and the Department will not be responsible for that.
f. Hence, the Users are advised to store his/ her DSC securely and if possible,
keep a backup at safe place under adequate security to be used in case of
need.
g. In case of online tendering, if the DSC issued to an Authorized user of a
Partnership Firm is used for signing and submitting a bid, it will be considered
equivalent to a no objection certificate / power of attorney to that User to
submit the bid on behalf of the Partnership Firm. The Partnership Firm has to
authorize a specific individual via an authorization certificate signed by a
partner / partners of the firm (and in case the applicant is a partner, all other
partners if the same form shall authorize himself for DSC) to use the DSC as
per Indian Information Technology Act, 2000. Unless the DSC is revoked, it
will be assumed to represent adequate authority of the Authority User to bid on
behalf of the Firm for the Tenders processed on the Electronic Tender
Management System of Government of Maharashtra as per Indian Information
Technology Act. 2000.
h. Unless the DSC of this Authorized User will be binding on the Firm. It shall be
the responsibility of Partners of the Firm to inform the Certifying Authority or
sub Certifying Authority, if the Authorized User changes, and apply for a fresh
DSC. The procedure for application of a DSC will remain the same for the new
Authorized User.

i. The Same procedure holds true for the Authorized Users in Private/ Public
Limited Company. In this case, the Authorization Certificate will have to be
signed by the Director of the Company or the Reporting Authority of the
Applicant.
j. For Information on the process of application for obtaining DSC, the
Contractors may visit the section DSC on the Home Page of the ETMS.
(iii) Recommended Hardware and Internet Connectivity:-
a. Intending Tenderers should install the Mandatory Components available on
the Home Page of http://maharashtra.etenders.in under the section
Mandatory Components and make the necessary Browser Settings
provided under section

‘Internet Explorer Settings’


b. To operate on the ETMS, the Contractors are recommended to use Computer
System with at least 1 GB of RAM and broadband connectivity with minimum
512 kbps bandwidth.
(iv) Set up of Computer System for executing the operations on the ETMS.
a. To operate on the ETMS of GoM, the Computer System of the Contractors is
required be set up. The contractors are required to install utilities available
under the section Mandatory Installation Components on the Home Page of
the System.
b. The Utilities are available for download freely from the above mentioned
section. The contractors are requested to refer to the E-Tendering Toolkit for
Bidders available online on the Home Page to understand the process of
setting up the System, or alternatively, contact the Helpdesk Support Team on
information/ guidance on the process of setting up the System.

2(B) Steps to be followed by Consultants to participate in the E-Tenders
Processed by Maharashtra Tribal Public School Society & Tribal
Development Department, Nashik.
(i) Preparation of Online Briefcase:-
a. All Contractors enrolled on the ETMS of GoM are provided with dedicated
briefcase facility to store documents/ files in digital format.
b. The Contractors can use the online briefcase to store their scanned copies of
frequently used documents/ files to be submitted as a part of their bid
response.
c. The Contractors are advised to store the relevant documents in the briefcase
before starting the Bid Preparation and Hash Submission stage.
d. In Case, the Contractors have multiple documents under the same type (e.g.
multiple work Completion Certificates) as mentioned above, the Contractors
advised to either create a single [*.pdf] file of all the documents of same type
or compress the documents in a single compressed file in [*.zip] or [*.rar]
formats and upload the same.
e. It is mandatory to upload the documents using the briefcase facility. Therefore,
the Contractors are advised to keep the scanned copies of original documents
ready in their briefcase to ensure timely bid preparation. However he shall
attach only required documents
f. Uploading of documents in the briefcase does not mean that the documents
are available to TDD at the time of Tender Opening stage unless the
documents are specifically attached to the bid during the online Bid
Preparation and Hash Submission stage as well as during Decryption and Re-
encryption stage.
(ii). Purchase of Tender Documents Online Payment Gateway.
(iii) Download of Tender Documents:-
Tender Document can be downloaded, only after entering the details of
payment of Tender Fee on the e-tendering portal of TDD, GoM i.e.
http://maharashtra.etenders.in. Additional information regarding the work not
mentioned in the Tender Document can be obtained from the office of the
Member Secretary, MTPSS & Commissioner, TDD, Nashik during office

hours.
(v) Payment for Service Provider Fees (SPF):-
The contractors will have to pay Service Providers Fees (SPF) of Rs. 1,038/-
through online payments gateway service available on ETMS. The list of
options for making online payments is available on the link E-Payment Options
under the section E- Tendering Toolkit for Intending Tenderers on the Home
Page of the ETMS. The details of SPF will be confirmed during the Technical
Opening stage. ie Envelope No. 1
It shall be noted that the SPF is in Addition to the Tender Fees.

SECTION- I

INSTRUCTIONS TO THE BIDDERS

Introduction
The Maharashtra Tribal Public School Society is Govt. of Maharashtra
undertaking under the administrative control of Tribal Development Department. It was
established to run and maintain Ekalvya Model Residential schools and construct
residential school complexes meant for these schools. In each school, there will be 840
students, out of which 50% are girls. The Teachers and supporting staff around 20 will
reside within a school complex. The said residential schools are from classes 1st to 12th
std. These schools are located in tribal parts of Maharashtra in following places of the
state.

Right is reserved by Chairman, MTPSS to change the above location.
A Residential school complex consists of Academic Building, Dormitory block
for Boys and Girls separately, Kitchen and Dining block, Teaching and Non-Teaching
staff quarters.
The school complex having above blocks are being constructed on
approximately 10-15 acres of land along with required infrastructure, such as road
with drain, street lights; permanent power connection, water supply including drilling
and commissioning of bore well, construction of sump and OHT, solar lighting and

heating etc. If decided, these campuses will be GIRHA 3 star rated at least.
The Maharashtra Tribal Public School Society is intent to take the services of
Panel of PMC/s cum Architectural Consultants to construct these school complexes.
The Project Management cum Architectural Consultant has to plan design suitable
buildings which are economical and conducive to the school atmosphere; and also
supervise the construction till completion. Project Management Consultant is
completely responsible from designing the building, supervision up to the completion of
building, including completion of defect liability period of 24 months.

Contract period of PMC is for 36 months + 24 Months of DLP from their date of
appointment, till completion of work whichever is more. However in case of delay of
work more than 36 months.

One PMC will be awarded with maximum 3 work. The right to award more than
3 work or less than 3 work is reserved by Chairman, MTPSS, Mumbai.

SECTION-I I
(A) Eligible Bidder

1) Minimum eligibility of a Project Management cum Architectural Consultant


(PMC):-

i) PMC cum Architectural Consultant should have experience in Civil Engineering


works such as construction of bigger structures including Residential school
buildings. The Project Management Consultant firm shall have well-furnished office
for preparation of all technical documents including drawings required for
construction. The PMC/Architect shall have minimum of 15 years’ experience as
Project Management Consultant particularly in building construction (shall submit
relevant firm registration certificate)

1. The PMC would have executed and completed atleast one similar work having
estimate cost of Rs. 20.00 crores or more as PMC for the Central/ State/ State
Government undertaking/ Central Govt. Undertaking, Military services, Indian
Railway and for other public sectors in last 3 years. To fulfil this condition, a
certificate of successfully completed this work as PMC without delay and
cost escalation shall be submitted. The certificate shall be signed from the
authorised signatory or client.

2. The Project Management firm shall have minimum of Rs.1.25 crores average
annual turnover in the last three years i.e. 2016-17, 2017-18 & 2018-19 duly
certified by CA.

3. The evaluation of technical bids is strictly based on eligibility criteria on PMC


should give all necessary information regarding their experience, projects
executed etc. If the existing PMC seeks re-entry, their performance in society
will be considered while evaluation.

4. If the firm is enlisted / empanelled with any of the Govt. departments/ Govt.
Organizations, the proof shall be furnished with attested copies of certificates/
testimonials issued by such organizations not below the rank of Executive
Engineer or Competent Authority.

5. The firm shall submit Saral form for having filed I.T return at least for last three
years 2016-17, 2017-18 & 2018-19.

6. The EMD Payable is Rs 10.00 lakhs. The same has to be submitted through
online payment gateway.

7. The Project Management Consultant firm shall compulsorily have following
Associates with the Firm and shall submit the CV and consent letters.
1) Structural Engineers
2) Electrical Engineers
3) Field Engineer(civil)
4) Plumbing Engineers
5) Geo technical expert
6) Green Building Consultant

PMC who do not have the above technical persons or associate in its
establishment need not apply and such tender will be rejected.
1. Firm shall have prime architects experience more than 15 years & shall be
registered with COA.

8. PMC shall have following technical staff on its establishment or as associated


staff with the firm.
1) Architects
2) Civil Engineers
a. The Structural Engineer with Masters In Structural Engineering with the
minimum 10 years experience as structural Engineer. Out of which minimum
of 5 years’ experience shall be associate in applicant's firm preferably.
(enclose relevant documents) Associates shall be considered.
b. The Project Management Consultant firm shall have Senior Civil Engineers
with Degree in Civil Engineering having 10 years’ experience in the building
construction and shall be 5 years construction experience in applicant's firm
preferably. (enclose relevant documents) Associates shall not be considered.
c. The Project Management Consultant firm shall have an electrical engineer
with Degree in Electrical Engineering having experience of minimum 3 years
in applicant's firm preferably. (enclose relevant document) Associates shall
be considered.
d. The Project Management Consultant firm shall be in a position to post
exclusively one well experienced field civil engineer with Degree/Diploma in
Civil Engineering to each site and they shall have minimum experience of 5
years. Furnish details of site engineers working with applicant along with
relevant documents.
e. The Project Management Consultant firm shall have Architect having
minimum of 15 years’ experience in applicants firm. Or an Associated
Architect having required experience. Firm shall also have M.S. Arch/

Master’s Degree graduate at least 2 Architects with minimum experience of 5
years or Degree in Architecture having 15 years experience of Planning.
f. The PMC firms shall have Geo technical expert having minimum 5 years’
experience in the building construction as an associate.
9. The Project Management Consultant firm shall have their own construction
material testing laboratory NABL accredited or else shall have MOU with the
established reputed (NABL accredited ) material testing lab. The details shall be
furnished.

10. The Project Management Consultant firm shall have office in Maharashtra.
Furnish details of their office infrastructure and other technical staff working with
them (enclose relevant documents).

11. The Project Management Consultant firm should provide the Company profile,
Technical persons list, Office address, Telephone Nos. etc. details along with
application.

12. The PMC shall appoint a "Team Leader" having good technical qualification,
administrative skill and capable of managing the projects to be entrusted to the
PMC by Maharashtra Tribal Public School Society. The PMC shall retain him till
the project completion.

2. Cost of bidding
The bidder shall bear all costs associated with the preparation and submission
of its bid.

3.2 The Bidder is expected to examine all instructions, annexures terms and
specifications in the Bidding Documents. Failure to furnish all or any
information required or submission of Bid not substantially responsive every
respect or incomplete bid document will result in rejection of Bid.

4. Amendment of Bidding Documents


4.1 At any time prior to the deadline for submission of Bids, the Society may,
for any reason, whether at its own initiative or in response to a

clarification requested by a prospective Bidder, may modify the Bidding
Documents by amendment. The amendment will be notified in writing to
all prospective Bidders who have received the Bidding Documents and
will be binding on them. In order to allow prospective Bidders reasonable
time in which to take the amendment into account in preparing their bid,
the society may, at its discretion, extend the deadline for the submission
of bids.
5. Preparation of Tender
Language of Bid:-The Bid prepared by the Bidder and all
correspondence and documents relating to the bid exchanged by the
Bidder and the Society, shall be written in English Only.

6. Documents Comprising the Bid

7. First Envelope shall contain

I. The technical Bid form as per annexure-I

II. Attested copies of documents of all particulars showing that the bidder has the
Financial, Technical and Service capability necessary to perform the contract
and meet criteria outlined in the qualification requirements. Bidder shall submit
all documents mentioned in technical bid form.
III. Attested photocopies showing the legal status, place of registration and principal
place of business of the firm / company
IV. Attested photocopies of documents showing that the firm / company had an
average annual turnover of Rs.1.50 Crores in any one of the last 3 years i.e.
2016-17, 2017-18 & 2018-19 duly certified by CA.
V. Photocopies of Audited financial statement for above 3 years issued by
registered Chartered Accountant shall be enclosed.
VI. Attested Copies of Service Tax Registration and Service Tax returns filed
during the year upto June 2017 & GST Registration Certificate & GST
Paid Challans upto 31st March 2019.
VII. Statement of past performance as in annexure-IV
VIII. Details of Award received.
IX. List of works executed as PMC with certificate and Testimonials issued by the
user departments/ company / organizations.
X. List of technical personnel available in firm/ company.

XI. Scanned Copy of Tender Form Fees and EMD payment.
XII. Details of office infrastructure, Laboratory facilities and software facilities, CAD
Softwares must be legal, etc. Scan copy of bills shall be submitted by PMC.
8. The Second Envelope (Price Schedule) shall contain

8.1 Price Schedule: - The Bidder shall complete price schedule as in

Annexure- II
8.2 The work to be performed by PMC has been divided into 3 stages viz., A, B, C.
stage (Bidder shall quote rates in percentage basis for each stage of works (
i.e. A,B,C) on total actual cost of the project and at the end the total aggregate
percentage for the whole project (both in words and figures.)

9. E.M.D (Earnest Money Deposit)


9.1 The Bidder shall furnish, as part of its Bid, E.M.D as specified below.
9.2 The E.M.D is required to protect the society against risk of Bidder's conduct,
which would warrant the forfeiture of security.
9.3 The E.M.D for the Rs. 10 lakhs shall be paid online through payment
gateway. Any Bid without EMD will be rejected as non- responsive.
9.4 Unsuccessful Bidder's E.M.D will be discharged / returned but not later than
29days after the expiration of the period of bid validity prescribed by the
society.
9.5 Any Interlineations, erasures or overwriting or cancellation shall be valid only if
they are attested by the person or persons signing the Bid.
9.6 The EMD will be forfeited
1. If a Bidder withdraws his Bid during the period of Bid validity
specified.

2. In case of a successful Bidder, if the Bidder fails to sign the contract
agreement with in the stipulated time

10. Format and Signing of Bid


10.1 The Bidder shall prepare the bid, clearly marking each document
appropriately with signature. Unsigned bid will be rejected as non-
responsive.

The bidder shall submit the Envelopes in the following manner.
• First Envelope which is sealed and shall contain a set of certified
or self-attested documents as mentioned above and shall be super
scribed as "Technical Bid for appointment of project management
consultant. The original documents must be produced in person for
verification on the day of opening the first envelope.
• Second Envelope which is sealed and shall contain document as per
the details mentioned above and shall be supper scribed as
"Commercial Bid for appointment of project management
consultant." The rate quoted in the price schedule shall be-------%+ GST
as applicable (all other taxes shall inclusive in the fees quoted).

12. Number of proposals

Each Bidder shall submit only one Proposal in response to this Tender
document. Any Bidder, who submits or participates in more than one
Proposal, shall be disqualified and shall also cause disqualification of all
the proposals in which such Bidder has participated.
13. Deadline for Submission of Bids

14. Late Bids
14.1 Any Bid submitted by the bidder after the deadline for submission of bids
prescribed by the society will be rejected and/ or returned unopened to the
Bidder.
15. Opening of Bids by the society. The society will open the FIRST
TECHNICAL ENVELOPE of the Bidder in presence of Bidder's
representatives who choose to attend, at 16.00 hrs. on specified date in
section-I at the Office of the Member Secretary, Maharashtra Tribal Public
School Society and Commissioner, Tribal Development, Maharashtra State,
Nashik, Adivashi Vikas Bhavan, First Floor, Gadkari Chouk, Old Agra
Road, Nashik

15.1 The date on which SECOND ENVELOPE(FINANCIAL BID) would be
opened will be intimated later through E-mail the details for such
communication shall be furnished by the bidders
15.2 The Bidders or representatives who are present shall sign a register
evidencing their attendance at the time of opening of bids In the event of
specified date of Bid opening being declared holiday for the society, the
Bids shall be opened at the appointed time and location on the next
working day.

15.3 The Bidders' Names, Bid prices, Discounts and the presence or absence of
the requisite E.M.D and such other details as the society, at its discretion,
may consider appropriate will be announced at the time of opening. No Bid
shall be rejected a bid opening, except for late bids, which shall be
returned unopened to the bidder.
15.4 Second Envelope of the unqualified bidders will not be opened under any
circumstances.
15.5 Bids that are not opened shall not be considered for evaluation, irrespective
of the circumstances.

16. Clarification of Bids


16.1 During evaluation of Bids, the society may, at its discretion, ask the Bidder
for clarification if required. The request for clarification and the response
shall be in writing and no change in prices or substances of the Bid shall be
sought, offered or permitted.

17. Preliminary Examination


17.1 The society will examine the Bids to determine whether they are
complete, whether any computational errors have been made, whether
required E.M.D. have been furnished, whether the documents have been
properly signed, and whether the bids are generally in order etc.,
17.2 Arithmetical errors will be rectified on the following basis. If there is a
discrepancy between words and figures, the amount in words will prevail
and the bid shall stand corrected to that effect. If the bidder does not
accept the correction of errors, its bid will be rejected. The society may
waive any minor infirmity or non- conformity or irregularity in a bid, which
does not constitute a material deviation, provided such a waiver does not
prejudice or affect the relative ranking of any bidder.
17.3 Prior to the detailed evaluation, the society will determine the substantial
responsiveness of each bid to the Bidding Documents. For purposes of
this, a substantially responsive bid is one, which conforms to all terms
and conditions of the Bidding Documents without material deviations.
Deviations from or objections or reservations to critical provisions such as
those concerning Performance Security, Applicable Law and taxes and duties
will be deemed to be a material deviation.
The society's determination of a bid's responsiveness is to be based on the
contents of the bid itself without recourse to extrinsic evidence

17.4 If a technical bid is not substantially responsive, it will be rejected by the


society and may not subsequently be made responsive by the Bidder by
correction of the non-conformity.

18. Evaluation and Comparison of Bids


18.1 The society will evaluate and compare the bids previously determined to
be substantially responsive. The technical evaluation would be made as
per the evaluation criteria adopted in annexure-III. Only those firms who

get 80 marks and above are considered for opening for financial bid.
18.2 The financial bid evaluation is based on the lowest percentage quote for
the project. A lowest rate quoted by bidder is considered as successful
bidder. If required society will negotiate rates with L-1 bidder to its
satisfaction. Society has right to appoint one or more PMC as per for the
lowest rate of successful bidder or negotiated rate as the case may be.

19. Acceptance or rejection of Bids:

a) The Member Secretary, Maharashtra Tribal Public School Society,


Nashik, reserves the right to accept or reject any bid and to annul the
bidding process and reject all bids at any time prior to award of contract,
without thereby incurring any liability or any obligation to inform the
affected bidder or bidders on the grounds for the said action.
b) Any Bid with incomplete information is liable for rejection.
c) For each category of pre-qualification criteria, the documentary evidence
is to be produced duly attested by the bidder serially numbered and
enclosed with the bids. If the documentary proof is not enclosed for any/
all criteria the Bid is liable for rejection.
d) If any information given by the bidder is found to be false/ fictitious, the
bidder will be debarred for 3 years from participating in any other tenders
of Government of Maharashtra and will be black listed.

20. Payment of consultancy charges:

Consultancy charges will be paid to PMC m 3 stages as detailed below;


1. Stage-1 After completion of works detailed in Stage-A of annexure II
Building design and detailed engineering services.
2. Stage-2 After completion of works detailed m Stage-B, of annexure II
Tendering Services.
3. Stage-3 After completion of works detailed in Stage-C, of annexure II
Site supervision quality control including bill certification.

In stage-3 part payment is allowed depend upon the progress of work at site.
Full settlement of PMC charges is after satisfactory completion defects liability
period.

21. Termination of contract


1. If PMC fails to deliver the duties and responsibilities as specified in
section-III of tender document the society may terminate the contract by
issuing written notice to the consultant.
2. PMC should maintain integrity with the society in discharging their
duties. If the consultant engaged in corrupt or fraudulent practices in

giving services to the society this may lead to termination of contract.
3. Society has right to recover the loss from PMC at its risk and cost for its
faulty design, faulty execution and low quality of work by improper
supervision of work or faulty planning.

22. Settlement of disputes:


Any disputes between the party as to matters arising pursuant to the contract
that cannot be settle amicably, parties may approach principal secretary of
TDD to resolve their disputes.

23. Agreement:
23.1 The successful Bidder(s) shall execute an agreement for fulfilment of the
contract on Rs.200/- non-judicial stamp paper in the prescribed format within
seven days from the date of acceptance of the Bid and intimation of the
award of contract.
23.2 The incidental expenses of execution of agreement shall be borne by the
successful Bidders. Hereafter the successful Bidder shall be referred to as
"PMC CONSULTANT".
23.3 The conditions stipulated in the agreement shall be strictly adhered to and
violation of any of the conditions in full or in part will entail termination of the
contract.

SECTION -III
Duties and responsibilities of Project Management Consultant
Following are the duties of PMC;
1. Preparation of tender document for construction of
Residential Schools & hostel buildings campus.

Tender documents are e prepared as directed by the MTPSS. The society


adopted e-tender site of Information Technology department, Government of
Maharashtra for calling tenders. (https://maharashtra.etenders.in). Therefore, the
Project Management Consultant shall have full knowledge of e-tender procedure.
All documents connected with the construction projects are to be prepared online
in e-tender under the supervision of society. The hard copies of these documents
also be supplied to the society. Further, the PMC has to follow all instructions
given by the Information Technology department in implementation of e-tender
guidelines.

The Project Management Consultant shall prepare tender documents


(Volume 1 & 2) for approval, which shall consist of following items:
a. Preparing Invitation to tender of works after approval by MTPSS
b. Instructions to Tenderer
c. General Conditions of contract
d. Forms of Tender, Appendix to Tender, and Tender Guarantee
e. Bill of Quantities
f. Forms of performance Guarantee, and Bank Guarantee
g. Technical specifications for the execution of works.
h. Machinery and manpower requirement
i. QAP for construction
j. Drawings of buildings and other infrastructure works.
k. Special conditions for works.
A hard copy of tender document along with plan and estimate shall be
submitted for each project.

2. Preparation of documents on qualification of Contractors.

The Project Management Consultant shall prepare Technical requirement


qualification and evaluation criterion for contractors.
This document shall be prepared well before finalization of tender documents.

3. Evaluation of work tenders
The Project Management Consultant shall assist MTPSS in evaluation of
the Technical and financial tenders for the selection of a contractor for the works
and shall also assist MTPSS in negotiations with contractor.

4. Project Reports and Drawings.


The Project Management Consultant shall prepare followings

i) Preliminary reports of topography survey, soil investigation, layout plans


ii) All detailed structural designs and specifications. Detailed drawings
necessary for smooth and comprehensive execution of construction of
buildings. Reports and presentations required at intermediate stages to get
new proposals approved by concerned authorities.
iii) Bill of quantities, cost estimates as per current DSR to be prepared and
update of economic evaluation for each project separately.
iv) Reports of all field investigations and other data collected during the study
and recommendations.
The Project Management Consultant shall make all necessary
modifications required to suit actual site conditions, particularly with reference to
services and utilities. The Project Management Consultant shall also prepare as-
built drawings on completion of construction and submit the same to the client
within 30 days of completion of school campus.
5. Design criteria for prospective bidders
Design criteria shall be prepared to the prospective tenderers on an
acceptable engineering design and construction methods. It is the responsibility
of Project Management Consultant to ensure that enough details are furnished in
the Tender documents to avoid ambiguities during tendering and to eliminate
possibilities of extra claims during execution.
6. Detailed Cost Estimate
Detailed Cost Estimates of school complex shall be prepared for guidance
of the contractor.
The PMC shall study the proposed site, especially tough sites comprising
pits and burrows, rocky, sloppy etc. Necessary provision shall be made in the
BOQ (Estimates) before inviting tenders. The estimate proposed shall not under
any circumstances vary 5 % either way on execution. If exceeds above level, the
PMC is responsible for such variation and liable for explanation and penalty.

7. Technical specifications
a. Standard Technical specifications, construction methodologies, quality

assurance system required to be followed by Design standards and to be
built by the contractor shall clearly brought out in the Tender documents.
b. Required aesthetics, environment management shall also be brought out.

8. Responsibilities of PMC
a) The Project Management Consultant shall attend all review
meetings conducted by MTPSS from time to time without any extra
cost and shall also available immediately for any clarifications.
b) The Project Management Consultant shall prepare as built drawings
after completion of projects highlighting change in design,
specification and location if any.
c) The Project Management Consultant shall indicate actual area built
and issue structural soundness certificate by owning all
responsibilities, and to be signed by the Head of Institution who is
signatory to the agreement ..
9. Cost of project
The approximate cost of construction of each Residential school complex is
around Rs 50.00- 60.00 Crores. Including provision for Furniture ,Electrification,
land scaping ,fire fighting provision, solar water heater, Solar Street Light and
provision for rain harvesting for recharging bore wells.
10. Project construction period for PMC
The construction period of the Residential school project is 18 months from
the date of actual commencement of work at site by the construction agency.
But the Period for PMC is 36 months including preparatory period of estimates
etc. Contract period for hostel is 15 months if project is delayed on the part of the
PMC, he has to continue the services. If project period is extended beyond
stipulated period of 36 months due to contractors fault, the PMC is eligible to get
salary of a site engineers for extended period to be decided by MTPSS and
payment will be met out in the penalty amount charged to the construction
agency. The above contract period includes time required for preparing Tender
documents, concept drawings, finalization of contract, but excluding time required
for acceptance of final bill and defect liability period.

The MTPSS after award of project to PMC can drop any of the projects
which is not feasible due to Technical or any other reasons. In such case, no
financial claim will be allowed if the work is not tendered. However, if sufficient
progress is made tendering process and construction is made and further work if
stops, MTPSS will determine quantum of payment payable to PMC. If the society
decides to re-tender the work, then there shall be no extra cost to the PMC for
re-tendering.

11. Supervision during Construction

a. The Project Management Consultant shall appoint one experienced Civil


Engineer exclusively to each site till completion of work. If the Project
Management Consultant fails to appoint qualified civil engineer at each
site or if there is any lapse on proper supervision of day to day work, the
penalty will be imposed at 0.5 % on the quoted rate for each stage of
delay.
b. The PMC is responsible for any fault in design and quality of work.
c. The Project Management Consultant firm shall familiarize themselves
with local environmental conditions; availability of local materials and
take them into account while preparing estimate.
d. The Project Management Consultant has to supervise day to day
construction activity by appointing experienced site Engineer. The
structural Engineer of PMC shall visit the site before concreting of
footings, plinth, floor slab and roof slab of each block of campus and
certify the steel quantity and Fabrication as per approved drawing. It is
the responsibility of the project management consultant to certify the
work executed along with recording measurement of day to day work
executed. The RA bill payable to the construction agency has to be
certified with reference to the above document by the PMC.

12. It is the responsibility of the Project Management Consultant to contact


local authorities like Dist. level Officers of Tribal Development Department,
Electrical Companies, Revenue Authorities, local bodies etc. for any need
for the protects.
13. The Project Management Consultant shall issue layout plan, structural
drawings up to plinth level and sump tank drawings at the time of handing
over of site to Construction agency without fail.
14. After issuing initial drawings, other drawings such as roof, electrical and
joinery drawings are to be issued within 20 days of handing over the site.
15. All infrastructure and PHE drawings are to be issued within 60 days of
handing over site.
16. Any delay at any stage beyond 15 days will attract penalty at 5°/o of total
PMC charge payable on that project.
17. If the buildings are collapsed for faulty design or poor quality of execution,
PMC are fully responsible for this act. In such cases suitable penalty and

claims towards losses due to above facts, including human losses will be
imposed on PMC after evaluation of detailed loss occurred.
18. All materials Tests specified are to be carried out by PMC only. Samples to
be Procured Passionately and got tested in its laboratory.
19. Periodical reports such as fortnightly site engineer’s report, monthly report
shall be submitted invariably to the Society regarding quality and progress
of works within next week of proceeding fortnight and within 5th after
completion of a month for which progress report is due.
20. The Project Management Consultant is empowered to give directions to the
construction agency to stop the work, if the work is improper and of inferior
quality under intimation to the society. The Project Management
Consultant at the same time is also responsible for timely progress of work.
21. The Project Management Consultant has to obtain prior approval of the
Society before issue of any directions to the constructing agency which
involves cost or to stop the work for any other reason other than quality
issues.
22. If Government of Maharashtra or MTPSS convenes meeting regarding
technical subject including progress etc. Sr. Executive of the PMC shall
attend the meeting without fail.

23. If any higher officer of the Society visits project location during contract
period, a responsible convened engineer from PMC side has to accompany
the officer.
24. All documents pertaining to the construction including tender documents,
drawings periodical bills, progress reports, final bill etc. are to be signed by
the authorized person only. However, the final documents of the school
complex/ hostel buildings are to be submitted with the approval and
signature of the signatory to agreement.
25. PMC should have an experience in e-tender process adopted by Govt. of
Maharashtra for e-tendering and related works.
26. Measurement shall be prepared on electronic spread sheet and PMC shall
adhere to the instructions of the society.
27. The existing PMCs with MTPSS are eligible to apply.
28. Approval of Drawings by local municipal authorities or any other such

department is part of PMC scope of work.

29. PMC should get approval to R.A.Bill of contractor from Work Management
Cell of Tribal Development Department if felt necessary.

30. The Planning and Design of the EMRS Campus/ Buildings including
Site visit , ascertainment of SBC and Correctness of overall planning shall
get vetted from reputed Govt. Institutions like IIT or Govt Colleges. The
Fees for scrutiny limited to Rs.1.50 Lakh or actual per spot whichever is
less shall be reimbursed to PMC on submission of relevant reports.
