The Admiral Ben Moreell Award

for Logistics Competence


Admiral Ben Moreell is remembered for his exceptionally meritorious service to the United States Government in World War II
whereby, through the exercise of extraordinary foresight, judgment, initiative and energy, he directed the expansion of the naval shore
establishment in the United States and the building of advanced bases overseas. He displayed great originality and exceptional
capacity for bold innovations to the end that the Fleet received support in degree and kind unprecedented in the history of naval
warfare.
In tribute to one who has followed a course of honored leadership in the tradition of Admiral Moreell, the Navy League of the United
States presents this award in 2016 to:

Jose R. Huertas, USN
for outstanding mentorship and leadership while serving as acting Leading Chief Petty Officer aboard USS CHUNG-
HOON. Within days as acting Leading Chief Petty Officer, LS1 Huertas’ superior guidance quickly inspired a struggling
team to produce its best divisional output in two years. He led and mentored a division of nine Logistics Specialists in the
daily operation of all areas of Supply Support, HAZMAT, and Postal Services, and is directly responsible for seven highly
accountable spaces with material worth in excess of $40M along with the proper distribution, management, and control of
Hazardous Material and Certified Mail. LS1 Huertas increased financials for the Continuous Monitoring Program by
25%, sailing CHUNG-HOON ahead of ships with validity well above the waterfront average. He raised percentages of the
Material Outstanding File in numerous areas including Stock from 80% to 90%, Direct Turnover from 70% to 92%, High
Money Value from 85% to 100% and Internal Material Obligation Validation from 82% to 95%. His actions advanced the
logistics readiness and increased support for all of CHUNG-HOON’s crew. LS1 Huertas created 25 program files
resulting in increased organization and work load efficiency. His junior Sailors quickly improved in both personal and
professional development due to his outstanding management of growth and development. LS1 Huertas’ dedication and
untiring efforts helped CHUNG-HOON earn the ship’s first Supply “Blue E” for 2014 and secured the eligibility for the
second consecutive “Blue E” for 2015. LS1 Huertas’ hard work, leadership and steadfast devotion to duty reflected credit
upon him and are in keeping with the highest traditions of the United States Navy and the Navy League of the United
States.
