MODULE 2

Human Rights Education

COURSE CODE: CLJ 2


COURSE DESCRIPTION: This is a three-unit (3 units) subject under
criminal law and jurisprudence course which deals with the body of laws,
rules, procedures, nd institution designed to respect, promote and proetect the
human rights at the regional, national and international level. This also
includes victim’s welfare and rights of the accused and the standard and
ethical procedures employed by the law enforcement agencies as an
implementers of laws. It is also focused on the protection of human rights and
dignity as declared under Universal Human Rights. Human Security Act and
other related laws.

FREEDOM V. HUMAN RIGHTS:

Freedom in relation to Human Rights is very broad and complex. For


one, the very basic human right is an individual’s right to life, liberty and
property. Under the Declaration, everyone has to the right to be free from
slavery. Everyone enjoys free speech; right to work and earn living; right to
choose a religion or not to join one.

What is freedom then? Is it a concept enjoyable by each and every


person? Or only the one entitled thereto?

In Human Rights, freedom is one of the standards that a human being is


entitled to; and the State’s obligation to ensure.

Freedom however has its limitation.


STATE ACTORS:

Human Rights are standard of norms for people to live with dignity,
freedom, equality, justice and peace. To achieve this, the State has to act
accordingly.

Human Rights system however involved not only the individual person
in international law but the States as well. Human Rights involvement in the
international level is usually coursed through States.

 The role of states as protectors and enforcers of human rights are


particularly given in every society. States have an obligation to promote
respect for Human Rights. The state actors involved are the state sponsored
organizations. This is not only to observe but to promote, including education
and propagation through different agencies like ministry of education or
ministry of welfare.

NON-STATE ACTORS:

Non-State actors are not government sponsored organizations. These


include Rights groups which not only promote but monitor Human Rights
violations by the State.

Non-State actors may also violate human rights. Hence, Non-State


actors could be any group, non-government in character, which either protect
human rights or destroy the same.

of Human Rights.

4. Research on at least two (2) countries which, at this period,


still under the turmoil of human rights violations?

5. When is the UN Declaration of Human Rights established?
