4. Introduction
This proposal is submitted by SAPESCO industrial services (hereinafter to be referred to as Sapesco) to
engineering for RASHPETCO (hereinafter to be referred to as Client) for the Rosetta /Abu Qir 6” Export
Condensate PL Pigging and N2 Services Proposal.

a. Sapesco Background
SAPESCO industrial service line is an innovative solutions provider to the downstream/midstream oil
and gas and Energy business with expanding capabilities into the power industry, metals,
petrochemicals and several other specialised areas.
Over the years Sapesco introduced many innovative process systems and pipeline services such as
chemical cleaning, pipeline pig operations, and flange integrity management. Our services also extend
to pre-commissioning activities such as gross leak testing, hydro testing, cleaning and drying, with a
variety of techniques to suit different situations. These services can be provided during the pre-
commissioning and commissioning of new facilities or during turnaround maintenance of an existing
facility. Packaging many of these services together allows us to engineer a complete solution and
reduce overall job time thus increasing the overall cost effectiveness.

5. Scope of Work

The scope of work covered by this proposal is limited to the provision by Sapesco to labour, equipment,
materials, transportation and supervision necessary to perform pipeline pigging and preservation
services for Rashid Gas Company as mentioned and detailed as follow:

Rosetta / Abu Qir 6” Export condensate PL

1. The redundant 6” condensate line from Rosetta requires the removal of all condensate and
Aqueous using Poly-Pigs.
2. Purging by Nitrogen (Hydrocarbon Freeing-displacement) for breaking containment until achieved
measurable LEL of 1%.
3. Nitrogen freeing and preservation 6” pipeline with Nitrogen.

6. Service Execution Methodology


The execution of the referenced services will be according to the following activities and methodology
that we consider the main milestone for the completion of the work.
A. Execution Methodology
Throughout the following section we will present the service execution methodology, generic
procedures, equipment requirements, human resource requirements and consumables.
B. General Technical considerations
 Volume of Nitrogen.
 Condensate Analysis before the Job from various locations along the pipeline.
 Estimation of product volume inside the pipeline
 A route for condensate inventory removal
 Medium to be used as the driving pressure of pigs
 Velocity/Flow rate of nitrogen during pigging operations
 Raising Risk Assessment’s for all aspects of pigging operations (Launcher)
 A procedure in place to dislodge any stuck pigs
 Procedures covering the operation of pig launchers/receivers (Prod AGM)
 Operations at the Abu Qir site (Receiver)
 Launcher / receiver spares to be available if required, door seals etc. (Rosetta Mechanical
Department)
Pre-engineering:
All pre-requisites shall be determined for the complete scope of work prior to the job.
Engineering:
All final calculations & Detailed Method of statement to be prepared and all solutions defined prior to
the job.
Mobilization & Demobilization:
Provision of all required methods of transportation for Personnel and Equipment for land based
operations.
Man Power:
It is understood that Sapesco will select and provide qualified personnel to carry out the operations to
meet & exceed the client specifications.
Equipment:
Sapesco will provide all equipment necessary to perform the scope of work without interruption in a
safe and satisfactory manner.
Q.H.S.E:
The provision and implementation of all required Quality and H.S.E. Systems.

6” condensate pipeline to Abu-Qir:


 The driving force for removal of the condensate and Aqueous using poly pig will be nitrogen.
 Condensate will be lined out to Condensate Tank ( TK-2121A/B)as per Rashpetco request-
attached condensate handling marked P&IDs ; a sample of condensate needs to be taken and
sampled prior to performing this operation to ensure the condensate quality and estimated
scale analysis By Rashpetco.
 The first Poly Pig run displacement route will be to Condensate Tank ( TK-2121A/B).
 All other pig runs can be vented to Safe location via the Condensate Tank /2”-VA-21014-A3 as
per Rashid Recommendation as the driving force will be Nitrogen.
 Waste Disposal will be handled by Rosetta Production and removal from site by Rashpetco
HSE

D. Outline procedures for Pigging Operation.


According to the data provided by the client, Sapesco recommends the following stages. The outline
execution procedures are as follows.
With the Reference to Rashpetco Procedure RPC-MS-OPR-OG-474 all the Detailed method of
statement for preparation at Abu Qir and Rosetta should be carried out to comply with the below
outline procedure below.

 Hydrocarbon Freeing-displacement using Poly Pig


1. Rashpetco to confirm that the line is ready for pigging and all the valve stations along
pipeline are fully open (100% full bore).
2. Ensure all communications systems are operational before commencing work.
3. Scraper pigs will be launched from Abu Qir and removed in Rosetta (reverse
flow).Handling of any waste will be controlled in Rosetta Site

4. Purge with nitrogen the pig trap after isolation its valve and keep one valve for venting.
5. Measure LEL% and keep nitrogen pressurizing till reach 1% or client acceptable level.
6. Using the correct tools for interlock, flanges or door closure mechanisms, open the
launcher door.
7. Leave the valve at the receiving end open.
8. Load the First Poly Pig (high density) Run for Bulk condensate recovery if existed.
9. Close pig door and vents then Reset pig signaler if fitted as stated in more details on
previous section of this document.
10. Advice receiving end of the line that the First Poly Pig (high density) is to be launched and
to control the pig to pre-advised speed, using valves controls maintaining 0.5- 3 brag
differential pressure across the pig.
11. Start the SAPESCO Nitrogen pump with suitable flow rate to maintain the pig velocity at
0.5 m/sec.
12. Stabilize pig speed to travel at maximum velocity of 0.5 meter per second continuous
running and keep measuring the flow rate at the discharge of the pipeline, Tank level also
will be used as a guide to estimate the location of the pig.
13. Pig travelling time will be approximately 18-20 hrs. (Approximate flow rate of 16-
22m3/hr. From 2” discharge) continuous operation and basically depend on either
quantity of condensate recovered or any variation to pigging operating conditions.
14. Maintain control of pig speed and pressure differential by control with the Valve.
15. When the Poly Pig arrives the pig signaller will be activated, if the pig signaller fails to
activate then the pressure at the barred “T” piece will fluctuate. At this time the pig will
need to be brought into the pig trap by using the throttle valve.
16. Gradually close until the pig signaller activates.
17. Inform the CCR when the PIG is in the trap that will contact the team at Launcher and
advise them to stop pressurizing with nitrogen.

18. Measure the LEL % to be sure of safe handling of the Pig if the percentage is accepted by
Rashpetco QHSE, follow Rashpetco procedure to isolate and open the pig trap and
Remove the pig, otherwise if LEL % is not accepted isolate the trap and keep the pig
inside (or using other pig for other run) to continue nitrogen injection until reach
acceptable LEL%.
19. When acceptable LEL% achieved, stop nitrogen injection and line up.
20. Preservation for the pipeline by using Nitrogen (0.5-1.0 Brag) or as per client request.

Precautions and Emergency Actions in case of pig stuck:

Precautions:
1. Using no. Of two pigs will cause pigs’ good seal during pigging operation and prevent pig
Stuck by flow passing around pigs.
2. Tracking pigs along pipeline valve rooms will help in early detection of pig stuck.
3. Running the pig should be with the recommended speed.

Emergency Actions:
1. In Case the foam pig get stuck Perform a build-up pressure to the maximum pressure of the
line downstream stuck pig.
2. If pig still stuck, vent the section upstream the pig from the pig trap with gradually decrease in
pressure to increase the differential pressure to the maximum allowable differential pressure
to prevent excessive speed if the pig release.
3. If Pig still stuck close nearest valve room upstream stuck pig and use nitrogen mobile package
to inject nitrogen with high flow rate behind stuck pig.
4. If pig still stuck, will launch another poly pig to drive it considering maximum number of pigs
inside pipeline comparing with receiving trap capacity.

E. Engineering Concepts
The procedures included in this proposal outline the activities of this project in general terms.
Additional detailed operational procedures can be prepared. More Detailed procedures will be
submitted to the main client for approval following to the award.

F. Calculations Sheets
Some data was not present at the time of preparation therefore assumptions has been made in the
absence of such information. Each calculation is a guide only and is dependent on the exact conditions
of the pipeline during construction.

G. Expected Service Duration


Based on a series activity philosophy (Finish to Start) according to the suggested project plan Sapesco
expects the following services durations per Service and scenarios.

7.1 Execution Statement


The following activities will take place upon award of a contract:

7.2 Preparatory Works


 Client to provide safe and secure access.
 Meeting client representatives to discuss / clarify requirements, proposed services, equipment
to be mobilized, required logistical support, services to be offered by client.
 Sapesco to introduce the cleaning and nitrogen equipment package as per indicated in the
equipment requirements section to follow.
 Determine the exact acceptance criteria for cleaning.
 Should a change to the initial proposal is engineered and it was found that this change will
impact the services duration, equipment requirements, personnel requirements &
consumables cost; client must approve this cost in the documented meeting minutes prior to
the mobilization of both equipment & personnel.

7.3 Mobilization of Personnel and Equipment


 A detailed list of equipment is submitted to client.
 Project Manager to coordinate with the client Project Team.
 Performance of rig up works.
 Inspection of Equipment for transport damage.
 Meeting with client site personnel to discuss planned activities, operational procedures and
operating conditions.

9. Health, Safety & Environment


Sapesco considers safety of paramount importance. To this end, we make it a practice to report to the
client any area, which we consider to be unsafe in any or all respects. This applies to all HSE issues.
Should any operational situation occur which could be considered unsafe for personnel, process plant
or environment then we reserve the right to stop all operations until such time as the issue is resolved.

During operations Sapesco employees are required to wear the following personal safety equipment:

c. Safety Action Plan


Safety audit - contractor's representatives or his nominated deputy will ensure an inspection of all
activities/installation/equipment concerned with execution of the work is carried out on a daily basis
by a senior member of the project team.
Unsafe acts audit - any unsafe situation/occurrence observed during daily inspections will be
immediately communicated verbally to concerned personnel. A written report will follow for general
distribution. In addition, all occurrences/accidents are subject to SAPESCO. Incident report initiation
and follow up action.

The SAPESCO supervisor must conduct a pre - job ''toolbox'' meeting for all service and client personnel
involved in the operation. Non-Essential personnel should not be on location.
During the meeting the supervisor must: -
 Outline the job procedures and individual responsibility.
 Define boundary limits.
 Give instruction for testing functions.
 Discuss safety hazard, particularly unusual chemicals and/or highly flammable fluids.
 Instructions for the use of personnel protection equipment.
 Instructions for using emergency procedures.
 Define the escape route in the event of an accident.
 Define the assembly area.
 Cover fire extinguisher placement, firefighting and placement of any fire trucks.
 Identify a smoking area, where smoking is permitted, and ensure that any smoking is confined
to this area.
 Complete a pre-service checklist and note this on the daily report; keep as part of the service
record. The checklist includes sections on safe hook–up, personnel, safety equipment, fire
control, ''toolbox'' meeting topics roll call, emergency procedures, and recommendations for
future jobs.

actual duration and deliverable resources (equipment, personnel, consumables, etc.)
according to the signed time sheets.
 Any standby rate shall be charged as per contract unit price.
 Minimum 2 days are required for personnel and equipment mobilization.
