CHAPTER 1
RATIONALE

Lukbong Gamay White Sand Beach from the word ‘Lukbon or Lukabon’ which means “to

look for a rock – to find something under”. It is a simple but relaxing beach potential for

adventure and recreation. Lukbong Gamay located between Barangay Tagpangahoy and

Barangay Tinigbasan, can be reached about 1hr and 25mins ride from Cabadbaran City to

Lukbon depending on how fast your vehicle can travel. This site can be reached through land

vehicle from Cabadbaran City to Tubay and via sea transportation to the white sand beach of

Review Related Literature

Review of related literature was to help to give good responses about the specific

topic.

Chiu, Lee and Chen (2014) studied the environmentally responsible behavior of

tourists engaged in ecotourism and they investigated whether its level can change as a

result of the eco-travel experience. In their article, Chiu et al. proposed a behavioral

model in which perceived value, satisfaction and activity involvement with respect to the

eco-travel experience shape the tourist’s environmentally responsible behavior. The

results of analyzing 328 questionnaires showed that perceived value, satisfaction, and

activity involvement could promote environmentally responsible behavior of tourists. The

authors concluded that enhancing tourist’s value perception about the eco travel activity

was a priority in a sequence of steps that would strengthen environmentally responsible

behavior via increasing the ecotourism's activity involvement and satisfaction levels.

Findings of Almario et al. (2014) says that the government plays an important

role in the tourism industry as the source of funds in enhancing infrastructures. The

same is true with private institutions who help in enhancing tourism in the country. The

tourists who visit the tourist spots in the area also play an important role in the tourism

industry because they are the ones who contribute in the protection of the environment

or the surroundings of the place they are visiting. It is in their hands how they are going

to maintain and enhance the beauty of the environment of the place they are visiting.

The community of the area is also part of promoting ecotourism because they act as

role models for tourists. These people are the ones who set an example in maintaining

and preserving the beauty of the place

Ahmad (2014) in another study in Brunei Darussalam in Southeast Asia

attempted to identify the prospect as well as challenges of sustainable tourism from the

perspective of the business organizations or enterprises in the tourism industry, based

on data that were collected from a survey conducted among travel, transport, hospitality

and visitor attraction sectors in the country. While a white-sand beach which is popular

in exotic countries with high and challenging waves in the surf, travel agents and

government need to improve infrastructure, including public facilities (Prakoso, 2016).

According to TIES (2015), ecotourism is now defined as “responsible travel to

natural areas that conserves the environment, sustains the well-being of the local

people, and involves interpretation and education.” Ecotourism is about uniting

conservation, communities, and sustainable travel. It also provides effective economic

incentives for conserving and enhancing bio-cultural diversity, and helps protect the

natural and cultural heritage of our beautiful planet. Ecotourism also has an emphasis

on enriching personal experiences and environmental awareness through interpretation;

ecotourism promotes greater understanding and appreciation for nature, local society,

and culture.

According to the International Union for Conservation of Nature (IUCN 2016),

ecotourism is “environmentally responsible travel and visitation to relatively undisturbed

natural areas, in order to enjoy and appreciate nature (and any accompanying cultural

features — both past and present) that promotes conservation, has low visitor impact,

and provides for beneficially active socio-economic.

The development and expansion of tourism areas is complex phenomenon and

they need to be studied interdisciplinary. Currently, coastal tourism’s development is

increasing rapidly. In this case, the growth and expansion of the tourism area has a

close relationship between sustainability, the limits of tourist growth, and carrying

capacity. These three aspects must be considered in the management of coastal

tourism. Management of coastal tourism in sustainability using the concept of carrying

capacity. There are four beach tourism activities are appropriate, namely beaches,

snorkeling, diving, and mangrove tourism (Nuzula, Armono, and Rosyid, 2017).

Tourism in the natural environment along the coastline is more directed at

environmental-awareness namely coastal eco-tourism that characterized by marketing

and managing destination to travelers and utilizing a resource without acknowledging

any negative impact on natural-resources. Conserve coast-resources without

acknowledging the regulation policy impact on protecting of travel agent and their

clients. Both responses have failed to adequately consider about a long-term impact on

environmental damage. Besides, visitors get experience on maintaining physical, social

interaction and economic development for local people (Boley & Green, 2016).

Eco-tourism planning in the 21st century, requires better coordination between

the managers of natural resources and services of the tourism industry. Coordination

will need based on a greater understanding between segments within the industry.

Besides, it meets client's demand and their expectations of forthcoming possibilities. A

change of perspective and priority will be needed by the tourism industry in general, by

implementing natural resource management and by a specific eco-tourism operator, if

the equipment of the future influx of visitors should be addressed (Ban & Ramsaran,

2016; Conway & Cawley, 2016).

However, eco-tourism used during this study is utilization and conservation of

coastal-environments that minimize negative environmental impacts and implement

aspects of learning on an ongoing basis. The coastal-tourism activity contributes to the

economy of local communities both in the open and in the area of culture. Coastal eco-

tourism is a traveling activity that attracted tourist and utilized the coastal-scenic. It’s

based on natural-landscaping and change of landscape opposite coast view and

exploring scenery. The activity develops economics contribution to the local people who

live closed to the beach, because they trained to utilize it in the natural way (Ban &

Ramsaran, 2016; Conway & Cawley, 2016; Fitzgerald & Stronza, 2016; Boley & Green,

2016, Halim, 2014.)
