The Government as part of compliance of EODB 2O\7 h^as issued instructions

directing all the ULBs and UDAs including IALAs to implement the reforms. Accordingly,
vide reference 4fr & sth cited Government Orders were issued on Process Flow of Road
cutting / RoW permission & Time lines in connection with laying power supply lines for
electricity connection. The sarne has been indicated in the TSIIC website as well for
reference.
In this regard, an online system has been developed by Centre for

Good Governance which allows the following:
a. Online submission of Road Cutting Permission / Right of Way application
b.Online submission of documents and verification without the need for a
physical touch point
c. Online payment of Road Cutting / Right of Way fees (through Payment
Gateway)
d. Allows the users to download the final signed approval certificate from the
online portal
(A) Therefore, the following guidelines are issued:
i) The online system will be operational and shall not accept any
application and documents related to Road Cutting Permission / Right of
Way in physical form. Applications and documents submitted online will
only be accepted.
ii) The applicant should submit the application form along with all the
necessary documents stated in the checklist and pay the fees online
itself for getting the apProval.
iii) Detailed Procedures, Checklist, Fees and Timelines shall be uploaded on the
Department Portal "www.ts-roadcutting.cgg.gov.in" as described below.
iv) Procedure for Road Cutting Permission f Right of Wav:
1. Visit Web site for Road cutting / ROW permission i.e.Online Portal "https:/ts-
roadcutting. cgg. gov. in"
2. First Time Applicants need to Register on the Website. Login ID and Password will
be generated and sent to the Applicant's mail-id / through sms on the registered
mobile number. Registered Applicant shall then Log-in to proceed with the online
application.
3. Applicant need to fill in the required details online and upload documents
mentioned in the checklist. Submit the Application to proceed.
4. The Commissioner / EO of the concerned IALA verifies the online application. If

road pertains to IALA then application will be cleared for nspection, else rejected.
Applicant will be notified through SMS or can check online after signing in.
5. After inspection approval will be accorded by the IALA Commissioner and payment
of fee by the applicant will be notified.
6. Applicant can track the status of their application online. Applicant will be notifred
for Payment of Fees as per the approval accorded by the concerned IALA
Commissioner.
7. Applicant need to pay the Fee amount through Online Payment Gateway available
on the Log-in Portal.
8. Fee Pa5rment Acknowledgement will be generated.

9. Permission will be accorded. Applicant can download the permission Letter from
the Website.
System sends SMS to respective applicant at each verification process

and on the updated status. The applicant shall be informed about the actions
recommended and start date will be after a-11 the clarifrcations have been received.

The above fees are exclusive of GST .GST @ 18 o/o on Road cutting
charges will be added extra on the amount of Road cutting charges.
The amount received towards Road Cutting charges/Right of Way permission

fee shall be credited to the respective IALA account through online.
(D) Timelines:
i) Online Application Submission by the Applicant
ii) Application Scrutiny, Physical Verification by the Concerned I A L A

Comm issioner I Ex e c u t i v e Officer and Final Approval Within
6 days after receiving the Application
iii) Payment of Fees by Appl icant after Clearance
iv) Final Permission Letter Issued - Within 1 day after payment of Fees
Final Permission Letter will be issued within O7 Days of the application

provided all application documents are in order and no delay in fee payment.
Therefore, all the Officers concerned are advised to take

necessary action
accordingly and inform the respective Service Socities/Advisory Committees duly placing
the same in the MC Committee meeting.

2 Procedure for Row&singte Payrnent by the appticant are as fottows:-
a. D|SCOMs shatl identify the need for RoW permission during the
process of estimation and the department concerned shatt be
intimated ontine for estimation of RoW/ Road cutting charges.
b. The department concernecl witl intimate the RoW / Road Cutting
charges ontine and DISCOMs witt issue demand note (Estimation and
RoW / Road Cutting) charges to appticant.
c. RoW / Road Cutting charges shatl be paid futty by the appticant atong
with work estimation charges.
d. Within 7 working days of receiving payment, the RoW/ Road Cutting
permission shoutd be granted by the concerned department.
e. lf RoW is r:ejected on vatid grounds, no further action woutd be
required.
f. lf RoW (inctuding Road Cutting) permission is.not granted within 7
working days, approval is deemed to have been given-.
