POL111 (Fundamentals of Political Science)

Activity 4 Asynchronous September 14, 2020 3-5
1. If you will be given a chance to be the President of the Philippines what are you going
to use as a policy soft power or hard power explain your answer.
1.a. If I will be given a chance to be the President of the Philippines, I will use soft
power as a policy in governing our country. It is because I believe that a nation,
especially the Philippines, should not be governed through fear and terror with the use
of guns and military power. The Filipino people will be in a state of shock and will
probably rebel with the use of weapons that will be used to regulate the nation. Thus, I
am inclined to use soft power, to be as peaceful as possible, with the primary objective
to persuade people without the use of firearms and the military power, though I think
this will be hard to achieve, I think it will be most efficient to convince the people slowly
but surely.

2. Cite at least 2 policy of President Duterte wherein he used hard power and cite at
least 2 policy of President Duterte wherein he used soft power explain your answer,
2.a. Hard Power:
I. A great example of the President using hard power is when he started a
nationwide anti-drug campaign. He designated the PDEA to oversee the war on drugs,
together with the help of the PNP. There was a rough estimate of 3,600 killings along
with thousands of raids and arrests conducted by the police on suspected drug dealers
and addicts. More than a million houses of drug suspects were visited by police to invite
them to surrender and disengage from the drug trade.
II. Another example of when the President exercised the use of hard
power is when he enforced the plan against drinking, gambling in the streets, walking
around shirtless, those below 18 years old who are violating the curfew, and finally
those who violated local ordinances, which included smoking in public, being half-
naked, and karaoke singing past 10 p.m.
2.a. Soft Power:
I. A current scenario of when the President used soft power is when the
presidential spokesperson said that our country will not follow the US lead in blacklisting
Chinese companies that are involved in the construction of artificial islands in the
disputed South China Sea. The use of soft power in this regard is that the President still
aims to make the economic cooperation between our country and China to succeed.
And thus, by not following the US by the means of persuasion aids his goal to accept
investments coming from China and to not undermine it by any means.
II. A later policy is when he administers his powers and persuasion during
the rejection of the late Gina Lopez as the DENR chief. As she failed to be appointed
due to the lack of votes by the Commission of appointments, Duterte insisted that he will
still continue to ban open mining which Gina Lopez was previously doing. He portrayed
the use of his soft power by saying the following “"Alam ng mining people ‘yan na
talagang hihintuin ko ‘yan. Maybe they’d try to revive it at some other time, but it’s not
really my concern anymore. I’ll just do what I have to do during my time,"
