REGULATIONS IN THE CONDUCT

IRR 1.0 BACKGROUND
IRR 1.1 The Quiz Bee – All Theories Edition is a new event of the National Federation of
Junior Philippine Institute of Accountants Region 11. It aims to review the
participants of theory questions related to selected board exam subjects:
Fundamentals of Accounting, Financial Accounting and Reporting, Auditing,
Taxation and Regulatory Framework for Business Transactions. This is in line with
the accomplishment of a component of the six-point goal of the Federation, which
is to promote academic excellence.
IRR 2.0 OBJECTIVES

IRR 2.1 To help students test their knowledge and wit in answering the different Board
Exam theory questions.
IRR 2.1 To increase the participation of the local chapters with their involvement in the
different NFJPIA-RXI activities.
IRR 2.1 To refresh the minds of the participants of the different accounting lessons that they
had taken up.
IRR 3.0 QUALIFICATIONS

IRR 3.1 The competitions in the Regional Academic Festival are open to Accountancy and
other accounting related students who are bona fide members of the National
Federation JPIA FY 2020-2021, and who registered delegates of the convention.
IRR 4.0 REGISTRATION

IRR 4.1 Each Local Chapter will be given a master list format where they will send it to the
email address of the National Federation JPIA FY 2020-2021 upon filling it up with
information on their respective participants.
IRR 4.1 The deadline of the master list will be on September 23,2020.
IRR 5.0 GENERAL MECHANICS AND GUIDELINES

IRR 5.1 The quiz bee will be conducted using the Quizizz platform and Google Meet.
IRR 5.2 Quizizz has three modes which are the team, classic and test. In the quiz bee, the
test mode will be used.
IRR 5.3 The participants should be in the Google meet 15 minutes before the start of the
event.
IRR 5.4 Before conducting the quiz bee, the participants will answer a mock quiz to check
their connectivity and to be acquainted with Quizizz.
IRR 5.5 The participants should clean their desks of notes and books at the start of the event.
They need to take a picture of their desk. The picture should include the laptop and
the google meet where the organizer is present. The participants will send it to the
organizer through Messenger.
IRR 5.6 In the test mode of Quizizz, the scoring will be based on the number of correct
answers and not the scoring that has the factor of speed to encourage the
participants to take their time in answering the questions.
IRR 5.7 The quiz bee will have 30 multiple choice questions. The first ten questions will
be the easy questions with forty-five seconds each to answer. The next ten
questions will be the average questions with one minute to answer. The next ten
will be the difficult questions with two minutes to answer.
IRR 5.8 The participants should turn on their cameras for the organizers to supervise their
movements.
IRR 5.9 Once the test has started, the participants will not be able to ask any questions
related to the questions. However, the participants can ask questions after the scores
have been revealed to understand where they went wrong.
IRR 5.10 Each Local Chapter can send a maximum of 3 participants for each quiz bee. The
participants are not allowed to repeat.
IRR 5.11 The participants can use any gadgets.
IRR 5.12 There will be no judges and the organizers will not be liable if the contestant
disconnects from Quizizz.
IRR 5.13 The contestants are required to exercise honesty and fair play during the Quiz Bee.
IRR 5.14 Walk-ins are not allowed.
IRR 5.15 The three participants with the highest scores upon completion of the Quiz Bee
shall be declared as winners. The winners will be given certificates.
IRR 5.16 If participants have the same number of correct answers, the score with speed will
be used to break the deadlock. So, if two participants have 25 correct answers out
of 30, and the first participant has 5000 points, and the second participant has 5500
points. The second participant wins the tie.

IRR 6.0 VIOLATIONS AND SANCTIONS GUIDELINES

IRR 6.1 The above-mentioned Implementing Rules and Regulations are for NFJPIA-Region
XI and related persons’ information exchange only. The council maintains the
relevance and reliability of this document through the strict implementation of its
rules and regulations.
IRR 6.2 Any questions raised by the contestants that are not included in the IRR shall be
subjected to the jurisdiction of the Regional Vice President for Academics and
NFJPIA-Region XI Executive Officers.
The decision of the Regional Vice President for Academics and the Regional JPIA
Executive Officers will be final and irrevocable.
IRR 7.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND
REGULATIONS
IRR 7.1 It shall be the primary duty of the Regional Vice President for Academics and the
Regional Executive Officers to effectively enforce the provisions of this
Implementing Rules and Regulations. The Executive Officers also has the sole right
to interpret the contents of this Implementing Rules & Regulations and their
decision will be binding and irrevocable.
IRR 7.2 The Regional Adviser or his duly designated representative shall act as legal adviser
to the Regional Vice President for Academics and the Regional Executive Officers
and shall render legal assistance as may be necessary in carrying out the provisions
of this Implementing Rules and Regulations.
IRR 8.0 AMENDMENTS OR REVISIONS

IRR 8.1 The Regional Executive Officers shall be vested with the exclusive power to revise
and amend the Implementing Rules and Regulations.
IRR 8.2 Any amendments to or revisions to this Implementing Rules and Regulations may
be proposed by any member of any regional council upon a written request of such
member, stating the reasons thereto.
IRR 8.3 Any request for amendments and revisions as well as proposed amendments must
initially be reviewed by the Regional Vice President for Academics then to be
forwarded to the Regional Executive Officers for discussion, editing and final
approval and to be noted by the Regional Adviser.
IRR 8.4 The Regional Executive Officers shall have the right to debunk any proposed
revisions and amendments, submitted to them by the Regional Vice President for
Academics, which are deemed unnecessary. The final decision on any inclusions
and exclusions to this Implementing Rules and Regulations must be determined by
a majority vote of all, Regional Vice President for Academics is included.
IRR 8.5 Amendments to particular provisions in this Implementing Rules and Regulations
shall be allowed provided that such amendments will be communicated to
stakeholders at least two weeks before it could take effect.
IRR 9.0 SEPARABILITY CLAUSES

IRR 9.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment shall not
affect, invalidate, or impair any other part hereof, but shall be merely confined to
the clause, provision, paragraph or part directly involved in the controversy in
which such judgment has been rendered.
IRR 10.0 REPEALING CLAUSE

IRR 10.1 Any rule and regulation or resolution or part/s thereof inconsistent with the
provisions of this Implementing Rules and Regulations are hereby repealed or
modified accordingly.
IRR 11.0 EFFECTIVITY

IRR 11.1 This Implementing Rules and Regulations shall take effect immediately after its
presentation and approval from the Regional Executive Board’s Meeting.
