7. Controls which may be used to eliminate or minimize hazards and risks

The Structural Engineering Design Certifying Engineer is not responsible for managing and / or
control, of the following workplaces:
1) Manufacturing facility where the SIRP and SIWP are manufactured.
2) Warehousing / storage facility for the SIRP and SIWP.
3) Premises or facilities where SIRP and SIWP are loaded on vehicles for transport to construction /
building sites.
4) Construction / building sites at which SIRP and SIWP are unloaded from transport vehicles.
5) Installation of the SIRP and SIWP, at construction / building sites.

Therefore as far as is reasonable practicable, the Structural Engineering Design Certifying Engineer
has identified the following controls to eliminate or minimize the identified hazards and risks.

7.1 Body stressing:

1) Eliminate the need for hazardous manual tasks to be carried out.
2) Some evidence suggests [Ref. 3.7]:
a) The risk of back injury increases significantly with objects above the range of 16 - 20 kg.
Therefore from a standing position, it is advisable to keep the load below or within this range.
b) As weight increases from 16 kg up to 55 kg, the percentage of healthy adults who can safely
lift, lower or carry the weight decreases. Therefore more care is required for weights above
16 kg up to 55 kg.
c) Mechanical assistance and / or team lifting arrangements should be provided to reduce the
risk of injury associated with heavier weights.

7.2 Falls, trips and slips.

1) Based on a comprehensive risk assessment and workplace / site safety audit, eliminate all
hazards, which could result in falls, trips and slips.

7.3 Hit by moving and falling objects:

1) Based on a comprehensive risk assessment and workplace/site safety audit, specify
exclusion zones to eliminate all hazards from being hit by moving and falling objects.

7.4 Hitting stationary objects with a part of the body:

1) Based on a comprehensive risk assessment and workplace/site safety audit, eliminate all
hazards, which could result in being hit by stationary objects.
2) Provide adequate clearances as per applicable Regulations on all sides of hazards to ensure
safe entry, movement and exit of people.
3) In case the hazards cannot be eliminated, then provide warning signs to isolate the hazards
from people.

7.5 Vehicle incidents:

1) Based on a comprehensive risk assessment and safety audit, eliminate all hazards, which
could result in being hit by stationary objects.

7.6 Contact with electricity:

1) Based on a comprehensive risk assessment and safety audit, ensure that no person, plant or
thing at a workplace comes within an unsafe distance of an overhead or underground electric
line.

7.7 Eye and skin protection:

Guidance information including codes of practice are available with States and Territories.
These include specific guidance including information to adopt a risk management approach,
for installers and tradesmen working in conditions subject to ultra violet (UV) radiation.
Adopting the guidance will ensure standards of safety and welfare, as required under the
Work Health and Safety Act and Work Health and Safety Regulations.

8. Work on existing VERSICLAD SIRP roofs:

Work on existing roofs is required for repairs and maintenance. For work on existing roofs specific
attention shall be paid to fall protection controls as applicable, as follows: -
1) Identify and check the existing roof system is VERSICLAD SIRP.
2) Inspect the materials to determine their condition.
3) Identify and mark-out all roof penetrations, skylights, etc., and the same shall be secured to
prevent risk of falling through the roof penetrations.
4) Inspect the support structure of the SIRP to determine and confirm its structural integrity and that
the roof structure is safe for imposed dead loads from the intended foot-traffic.

9. Durability which influences performance of Structural Insulated Roof and Wall Panels:
The durability of the roof and wall structure, which includes VERSICLAD SIRP and SIWP shall be
assessed and documented by the Architect and Structural Engineer. The outcomes of the
assessment shall be communicated to the Building Asset Owner.

Typically durability of a roof structure is based on atmospheric corrosivity zones, which can be
classified based on Australian Standard AS 4312 [Ref. 5]

In addition, the Durability in Buildings including Plumbing Installations, Handbook Non-

Mandatory Document [6] addresses the issue of durability within the context of the built
environment. Aspects of durability relating to the objectives of safety, health, amenity and
sustainability are considered.

This Handbook is intended as guidance for product manufacturers, appraisers and technical
specification writers, for consideration when developing durability solutions.

10. Integrating design and risk management: This is applicable to Architects, Building Designers,
Builders, Principal Contractors and Installation Contractors, who include VERSICLAD SIRP and
SIWP in their designs and install the same: -
1) Pre-design phase – consultation and research
2) Conceptual and schematic design phase – hazard identification
3) Design development phase – implement solutions from recognised standards, assessing risk,
hierarchy of control,
4) Reviewing control measures – post-construction review.

For further details and processes involved in integrating design and risk management, the Code
[Ref. 3.4] shall be referenced and used by the Architect, Building Designer, Builder, Principal
Contractor and Roofing Installation Contractor for the design and installation of VERSICLAD SIRP
and SIWP in residential buildings.

Civil & Structural Engineering Design, Detailing & Certification
• Construction Methods Engineering & Temporary Structures Design, Detailing & Certification

10.1 Design considerations: Design options to control risks in the design and installation of
VERSICLAD SIRP, SIRP and rooftop mounted equipment (e.g.,
solar panels, etc) in residential buildings.
10.1.1 Design for safe construction: -
• Example 1: Designing components that can be pre-fabricated off-site or on the ground and lifted-
into-position, to avoid assembling or erecting at heights and to reduce installers’ exposure to falls
from heights or being stuck by falling objects.
• Example 2: Designing continuous support beams for beam-to-column double connections, by
adding a beam seat, extra bolt hole or other redundant connection points during the connection
process. This will provide continual support for beams during erection – to eliminate falls due to
unexpected misalignments, vibrations and unexpected construction loads.
• Example 3: Designing and constructing permanent stairways and schedule these at the
beginning of construction to help prevent falls and other hazards associated with temporary stairs
and scaffolding.
• Example 4: Limit the size of SIRP and rooftop mounted equipment, where site access is
restricted.
• Example 5: Reducing the space between support beams to reduce the risk of internal falls during
installation of SIRP.

10.1.2 Design to facilitate safe use: -

• Example 1: Designing safe and adequate access to the roof.
• Example 2: Designing the roof systems to accommodate plant and machinery that may be used
in the building and clearly indicating on documents design loads for the different parts of the
structure.

10.1.3 Design for safe maintenance: -

• Example 1: Using durable materials that do not need to be replaced at frequent intervals, re-
coated or treated.
• Example 2: Designing the structure so that maintenance can be performed at ground level or
safely from the structure.
• Example 3: Designing safe access, such as fixed ladders and adequate space to undertake
structure maintenance activities.
• Example 4: Designing features to avoid dirt traps.
• Example 5: Designing and positioning permanent anchorage and hoisting points into the roof
structure, where maintenance needs to be undertaken at height.

10.1.4 Design for modification: -

Design is not always focussed on the construction of an entirely new structure. It can involve the
alteration of an existing structure, which may require demolition in part or whole.

All modification of a structure requires reapplication of the process detailed in the design phases.
Consultation with professional engineers may be necessary in order to assess the impact of any
proposed modifications or changes in design. For example changes in imposed load distribution
across a building roof when roof equipment is relocated, modified or replaced.

10.1.5 Design for demolition and dismantling: - Designers have a duty to:
Check and confirm by carrying out analysis, calculations, testing and evaluation that the structure at
the demolition stage is structurally safe including all bracings to safely transfer all imposed loads to
supporting footing-foundation, without risks to health and safety.
Provide adequate information to each person who is provided with the design concerning any
conditions necessary to ensure that the structure is without risks to health and safety

11. Reviewing risk controls:

Circumstances and site situations can change over time. This may result in changes in the identified
hazards and risks.
Therefore, the Author of this report considers it reasonably practicable to do the following: -
1) Request all PCBUs involved in the installation of Structural Insulated Roof Panels (SIRP) and
Structural Insulated Wall Panels (SIWP), who have control on the installation of SIRP and SIWP,
to bring to the attention of the Author any changes in circumstances and site situations, which
may have changed the identified hazards and risks documented in this report.
2) The Author of this report will then assess the changes in circumstances with intent to identify the
influence of the changes in circumstances on the identified hazards and risks, consult with
current PCBU and then offer advice so that Work Health and Safety Act and Regulations are
always fully complied with.
