1. GENERAL
1.1. ATIS
ATIS 120.475

1.2. NOISE ABATEMENT PROCEDURES


1.2.1. RWY USAGE
In order to reduce noise over the neighbourhood located South of the APT the use
of RWY 18 must be limited to ATC requirement. Pilots may request permission to
use RWY 18 for take-off or landing due to weather, technical or safety reasons.
In this case the ACFT may be subject to delay. Actual reasons shall be declared at
the time of request.
1.2.2. NIGHTTIME RESTRICTIONS
Between 2300-0600LT take-offs and landings are not allowed, except:
- All delayed flights scheduled before 2300LT.
- Up to 6 scheduled flight movements per night performed with:
the most silent ACFT available in air operator fleet suitable for operational
needs and at least compliant with ICAO Annex 16, Chapter 3 noise standard,
or propeller driven ACFT provided with noise certification.
- Flights occasionally operated with ACFT at least compliant with ICAO
Annex 16, Chapter 3 noise standard, or propeller driven ACFT provided with
noise certification.
- Humanitarian, emergency and rescue flights.
- General aviation flights.
1.2.3. RUN-UP TESTS
Between 1400-1600LT and 2300-0600LT run-up tests are forbidden except for ACFT
to be immediately utilized. Run-up requests must be submitted to the APT opera-
tor (Apron Management Office) directly or through handling companies. Request
must contain:
- ACFT type and registration;
- Estimated test duration;
- Engines involved in the test;
- Power level that will be achieved during the test;
- Crew number on board during test;
- Ground staff that watch over the test.
Requests not having the above mentioned details will be refused.
Run-ups at idle power are performed on apron and must have a maximum duration
of 15 minutes. Each test on apron is subject on previous clearance by APT opera-
tor (Apron Management or Ground Safety Team).
Run-ups for ACFT ICAO code A, B, C and D at power higher than idle or with
excepted duration exceeding 15 minutes are performed at the VOR checkpoint
located on TWY Y between A and B intersections. Each test must be coordinated
with TWR and the APT operator (Apron Management Office).
Run-ups for ACFT ICAO code E and F at power higher than idle or with expected
duration exceeding 15 minutes are subject to specific procedures to be agreed
with the APT operator.
1.2.4. AUXILIARY POWR UNITS (APU s)
APU is allowed 5 minutes before scheduled departure time but only to start-up
engines. If ground or mobile generator units are not available at the aerodrome,
APU must not be started up earlier than 60 minutes before scheduled departure
time and must be turned off not later than 20 minutes after block-on. The use of
APU for a longer time can be authorized for exceptional reasons only, assessed by
the local C.A.A.

1. GENERAL
1.2.5. REVERSE THRUST
Between 2300-0600LT landing ACFT shall use the full available length of RWY to
reach the apron or parking area except the ACFT landing performance allows a
shorter run without use of reverse thrust.

1.3. LOW VISIBILITY PROCEDURES (LVP)


1.3.1. GENERAL
LVP will be applied when
- RVR is equal to or less than 550m; and/or
- Ceiling is below 200’ according to local meteorological report; and/or
- The deterioration of weather conditions recommends so.
Pilots will be informed by ATIS and/or RTF when LVP are in force.

Remark: In the presence of meteorological or operational conditions, even with


clouds and/or RVR values above the disciplined values, TWR may activate
the LVP if:
- A pilot report indicates a bad weather condition;
- There is an explicit pilot request to activate LVP or to perform a
CAT II/III approach with marginal values of RVR/cloud base (except
the approach required for training).
As reported in the points above, in order to not penalize the traffic
sequence, the activation of the LVP may also take place on pilot request
for the specific flight. The message "LVP in progress" will be communi-
cated by ATC on the frequency to the concerned flight only.

RWY 36 is approved for CAT II, CAT III A/B and LVTO approach operations.
Departures RWY 18 with LVP in force are allowed only if RVR is equal or greater
than 400m and meteorological reasons or increased ACFT performance needs.
CAT II/III Operations for Training
Practice CAT II/III approaches and landings with RVR/cloud base values higher
than those for LVP activation will be subject to traffic conditions in place or
foreseen.
In order to guarantee ILS signal protection, pilots shall request in advance to ATC
the permission containing also the explicit indication that the request has train-
ing purposes.
1.3.2. GROUND MOVEMENT
In case of poor visibility conditions a reduced APT capacity can be expected due
to restrictions applied to ground movements.
Follow-me assistance is mandatory:
- On KILO apron when RVR value, at any points, is less than 400m;
- On Main apron and on GA apron when the RVR value at TDZ is equal to or less
than 550m or when the RVR value at any point is less than 400m.
Mandatory Reports
In reduced visibility conditions all pilots shall report to TWR:
- Reaching RHP/IHP unless otherwise instructed by TWR;
- When ILS-sensitive area has been vacated as identified by the end of the-
green/yellow colour-coded TWY centerline lights;
- Reaching the stand.

Surface Movement Radar out of service and/or RWY stop bars and/or
No-entry bars failure
Whenever conditions are such that all or part of the maneuvering area cannot be
visually monitored from the TWR, only one ACFT movement at a time is allowed
and Follow-me assistance is always mandatory.

1.4. RWY OPERATIONS


1.4.1. PREFERENTIAL RWY SYSTEM
RWY 36 is preferred RWY for landing and take-off when tailwind component is not
greater than 7 KT (RWY dry) or 5 KT (RWY wet). Above does not apply when tail-
wind component is greater or the braking action is poor.

1.5. TAXI PROCEDURES


Taxiing ACFT must show landing lights.
Taxilane N (on Main apron) MAX wingspan 125’/38m.
Taxilane M MAX wingspan 118'/36m.
Taxilane from L to M MAX wingspan 125'/38m.
Taxilane N (on GA apron) MAX wingspan 66’/20m.
For safety reasons start-up at parking positions and taxiing operations must be
performed at minimum thrust.
In order to avoid jet-blast, power-out operations from self-maneuvering stands
must be performed using all engines at minimum thrust.
Power-back is forbidden on the apron.
On apron K and GA apron Follow-me car mandatory.
Apron K and GA apron partially in sight from Tower, therefore only one move-
ment of ACFT at a time is allowed on and to/from these aprons.

1.6. PARKING INFORMATION


Stands 100 thru 105 and 601 thru 604: Self-maneuvering operations are permitted
with MAX wingspan 79'/24m.
On stands 106 thru 117, 201 thru 204, 311, 701, 702 and 800 push-back required.
Stands 108 thru 113 equipped with APIS++.
Cross bleed operations are allowed only on engines start points of TWYs after
pushing/towing from any stand.

1.7. OTHER INFORMATION


Area of magnetic abnormality.
Laser bird deterrent does not represent a danger for flight crews as the laser
beam will never be pointed at ACFT. Pilots are anyway reminded about the poten-
tial risk of looking directly the laser beam.
CAUTION: Birds in vicinity of APT. In case of necessity, contact Tower to acti-
vate bird control unit.

2. ARRIVAL
2.1. SPEED RESTRICTIONS
Unless otherwise instructed by ATC pilots must comply with the following speed
control:
- 250 KT at or below FL 100.
- 210 KT when starting turn to intercept ILS LOC or appropriate VOR radial or
when on ST-IN APCH at 12NM from THR.
- 180 KT when completing turn to intercept ILS LOC or when on ST-IN APCH at
9NM from THR.
- 160 KT at 5NM from THR.

2.2. CAT II/III OPERATIONS


RWY 36 approved for CAT II/III operations, special aircrew and ACFT certifica-
tion required.

2.3. TAXI PROCEDURES


Follow-me car is mandatory:
- On Main apron North Area:
- from IHP M1 to stands 101 thru 107 and 502 thru 507 for ACFT of code let-
ter C only;
- from IHP Y1 to stand 500.
- On GA apron to/from IHP N1 during NIGHT hours only.
- On KILO apron from IHP Y3/Y2 to stands 700 thru 702 and 800.
- For towing operations.
Incoming traffic on the main apron, requiring assistance, shall taxi with
CAUTION until Follow-me car in sight.
The pilot shall report to ATC reaching the ACFT stand.

2.4. RADIO FAILURE ON MANEUVERING AREA


Vacate RWY and sensitive area via the appropriate TWY and wait for the Follow-
me to be guided to the stand.

3. DEPARTURE
3.1. START-UP, PUSH-BACK AND TAXI PROCEDURES
3.1.1. START-UP PROCEDURES
Ground staff to watch over engine start-up is mandatory.
For safety reasons start-up at parking positions and taxiing operations must be
performed at minimum engine thrust.
At push-back out stands, the following rules apply for engine start-up:
a) Only one engine can be started during push-back operations or at parking
position.
b) All other engines must be started only after reaching the engine start point
assigned.
At self-maneuvering stands in order to avoid jet blast, power-out operations
must be performed using all engines at minimum thrust.
Cross-bleed operations are allowed only on engine start points of TWYs after
pushing/towing from any stand.
3.1.2. PUSH-BACK AND TAXI PROCEDURES
Push-back operations are approved by Tower. All push-back operations must be
performed heading South.
Follow-me car mandatory:
- On Main apron North Area from stands 101 thru 107 to apron TWY L for ACFT
with code C only;
- On GA apron to/from IHP N1 during NIGHT hours only;
- On KILO apron from stands 700 thru 702 and 800 to IHP Y2/Y3;
- For towing operations.
Access to RWY via TWY D permitted only for ACFT with ICAO code A and B.

3.2. RADIO FAILURE ON MANEUVERING AREA


Continue on the assigned taxiroute, avoiding every deviation, until reaching
clearance limit position and wait for the Follow-me to be guided back to the
parking stand.
