MCC NUSRL – RULES CONCERNING INTRA-UNIVERSITY MOOT COURT COMPETITION, 2020

The Moot Court Committee of National University of Study and Research in Law, Ranchi
firmly acknowledges and establishes the following as the governing rules concerning the
allotment of Moot Court Competitions to the students of the University for promoting
excellence and diligence in the field of mooting.

PART I:
SHORT TITLE, EXTENT AND DEFINITIONS

Article I – Short Title, Scope and Extent

(1) These rules shall be called as ‘MCC NUSRL – Rules concerning Intra-University Moot
Court Competition, 2020’ or ‘IUMCC Rules, 2020’.
(2) These rules shall come in force on 16th Day of September, 2020 and shall remain in
operation subject to the notifications of the MCC.
(3) These rules shall be applicable to all the students of the National University of Study and
Research in Law, Ranchi.
(4) These rules shall extend to the participation of the students in all the Moot Court, Trial
Advocacy, Arbitration, Mediation, Negotiation and Client Counselling Competitions, as
notified by the MCC.

Article II – Definitions
(1) ‘IUMCC’ means the Intra-University Moot Court Competition, 2020. The competition
shall consist of two segments evaluating the speakers and researchers separately.
(2) ‘MCC’ means the Moot Court Committee, National University of Study and Research in
Law, Ranchi.
 (3) ‘Student’ means any student enrolled in the 5-year B.A. LL.B. (Hons.) programme in the
University.
(4) ‘University’ means the National University of Study and Research in Law, Ranchi.

PART II:
REGISTRATION

Article III – Eligibility and Registration

(1) A student may register either as a speaker or researcher only.
(2) A student registering as a speaker shall participate in the IUMCC as a team, consisting of
two members, such that both of whom shall be the speakers and shall be required to research
on the moot proposition themselves.
(3) A student registering as a researcher shall participate in the IUMCC as an individual.
(4) No student who has been banned from mooting activities by the MCC will be eligible to
register for IUMCC.
(5) The manner for registration and the last date shall be notified by the MCC.
(6) On registration, each participant shall be provided with a unique three digit code that shall
be used by both the participants and the MCC over the course of the IUMCC.

PART III:
MEMORIAL SUBMISSION, ORAL ROUNDS, RESEARCHER’S TEST AND
EVALUATION

Article IV – Memorial Submission

(1) Each team shall prepare memorials on behalf of the Petitioner and the Respondent. While,
a researcher shall prepare the memorial from either of the sides i.e. Petitioner/ Respondent.
(2) The deadline for submission of memorials shall be notified by the MCC.
(3) The memorial shall consist of the following mandatory heads:
a. Cover Page
b. Table of Contents
c. List of Abbreviations
 d. Index of Authorities
e. Statement of Jurisdiction
f. Statement of Facts (not exceeding 2 pages)
g. Issues Raised
h. Summary of Arguments (not exceeding 2 pages)
i. Arguments Advanced (not exceeding 7000 words inclusive of footnotes)
j. Prayer (not exceeding 1 page)
(4) All parts of the memorial shall be submitted on A4 sized format, with the following
mandatory formatting specifications:
a. Font Type: Times New Roman
b. Font Size: 12
c. Line Spacing: 1.5
d. Margins: 1 inch on each side
(5) For footnotes, the formatting specifications are:
a. Font Type: Times New Roman
b. Font Size: 10
c. Line Spacing: 1
d. Margins: 1 inch on each side
(6) Teams shall cite authorities in the memorial using footnotes following the 20th edition of
Bluebook style of footnoting.
(7) The cover page of each memorial must contain only the following information:
a. The Team Code in the upper right-hand corner of each memorial.
b. The Name of the Court
c. The Year of the Competition
d. The Cause Title
(8) The following colour schemes shall be followed for the cover page of the memorial:
a. Applicant/ Petitioner – BLUE
b. Respondent–RED
(9) All teams shall send the copy of the memorials in .docx and .pdf format to MCC on or
before the last date of submission, as notified by MCC at iumcc.nusrl2020@gmail.com.
 (10) Footnotes should be limited to only citations or any other information relevant to the
arguments. In no event shall footnotes contain extra or irrelevant information and in no case
shall footnotes contain arguments.
(11) Each memorial shall be evaluated from a maximum of 100 marks.
(12) Any memorial violating any of the specifications mentioned above will be penalized
according to the following scheme:
a. Late submission of the memorials after the last date of submission: (-) 1 marks each
exceeding hour.
b. Exceeding page limit of the memorials: (-) 3 mark per page.
c. Not following the proper font size, font type, line spacing, page margin, page size
of the written submission: (-) 1 mark per page.
d. Omitting to include the stipulated parts in the cover page: (-) 1 mark per part
e. Failure to include a specified part in the memorial: (-) 2 marks per specification.
Provided that that the total formatting penalties levied on a memorial shall not exceed 15
points.
(13) More than 20% plagiarism (including plagiarism between participating teams) in
“Arguments Advanced” and “Summary of Arguments” shall be punishable by immediate
disqualification.

Article V – Oral Rounds

(1) The oral rounds shall be conducted online through video conferencing on Google Meet. The
details of the same shall be released well in advance.
(2) Each participant is expected to have a decent internet connectivity for the proper conduction
of the oral rounds.
(3) The fixtures for the oral rounds shall be decided by the MCC through a lottery system.
(4) Each team shall have to argue for both sides i.e. for the Petitioner as well as for the
Respondent during the two rounds of the event.
(5) Each speaker shall speak for 10 minutes in the following order:
a. Speaker 1 (Petitioner)
b. Speaker 2 (Petitioner)
c. Speaker 1 (Respondent)
d. Speaker 2 (Respondent)
 (6) No participating team shall be allowed more than 3 minutes for rebuttals/ sur-rebuttals.
Only, one speaker shall be allowed to do the rebuttals/ sur-rebuttals.
(7) There shall be a bench consisting of two or more judges that shall preside over the hearings
during the oral rounds of the Competition.
(8) During the course of the Oral rounds no speaker shall reveal his/her identity by any means
whatsoever. Thus, all participants must join the session using their team code and speaker
code. In the event any participant reveals his/ her identity or the identity of his/ her college/
university, the team shall be marked negatively as deemed appropriate by the judges.
(9) In case any opponent team fails to appear in an oral round, the rounds shall be conducted
ex-parte and the scoring shall be done as if the defaulter team had been present and arguing.
(10) The dress code for the intra rounds is court formals.
(11) In every round, the speaker shall be evaluated from a maximum of 100 marks.
(12) Any team which violates any of the rules with respect to the oral rounds may be penalized.
The decision of the judges shall be final in this regard.

Article VI – Researcher’s Test

(1) There shall be a separate moot proposition for the purpose of researcher’s test which shall
be released after the completion of registration, as notified by the MCC.
(2) The side of the memorial i.e. for the Petitioner/ Respondent shall be decided by the MCC
after the registration based on a lottery system.
(3) For the purpose of the researcher’s test, the evaluation shall be based on the argument
structuring, reasoning and formatting skills.
(4) Each participant shall be required to submit a memorial as per the rules under Article V of
the IUMCC Rules, 2020.
(5) The MCC shall announce the date of the memorial submission.
(6) Each researcher shall be evaluated from a maximum of 100 marks.

Article VII – Rank List

(1) On completion of the memorial evaluation and oral rounds, a merit list shall be released
for the speakers representing individual student ranks.
(2) The total marks of both the rounds of each speaker shall be calculated along with the
memorial marks as mentioned in clause (3) below and based on the grand total, the rank
list will be prepared.
 (3) The memorial marks secured by the team will be added to both the speakers’ marks
individually, in the team for the purposes of merit list.
(4) On completion of the researcher’s test, based on the memorial evaluation a rank list shall
be released for the researchers representing individual student ranks.

PART V:
MISCELLANEOUS

Article VIII – Clarifications

(1) The details regarding the online conduction of oral rounds shall be shared in advance to
the participating teams.
(2) Any questions, doubts or clarifications regarding the rules must be sent to
iumcc.nusrl2020@gmail.com.
(3) In case of any dispute, the decision of the Faculty Advisor of MCC shall be final and
binding.
(4) MCC shall reserve all the rights to amend the IUMCC Rules, 2020 subjected to the
circumstances and notify such amendments.
