CH : 6 THE UNION EXECUTIVE.

1. Enumerate the qualifications for election as the President of India

Ans: In order to be elected as the president of India , a person must be:

 A citizen of India.
 At least 35 years of age.
 Qualified to be a member of the Lok Sabha.
 He/She must not hold any office of profit under central,
state or local governments.
 He/She should not be a member of the parliament or state
legislature.
2. Bring out the executive powers of the president.
 All the decisions are carried out in the name of the president.
 The president call for information from various departments of the
government.
 He/She is the supreme commander of the defense force.
 The president receives the ambassadors and diplomatic personnel of
foreign countries.
 All the important appointments are done by the president.
 He/She appoints the prime minister. On the advice the prime minister
he/she appoints the other ministers of the council of ministers.

3. Discuss the legislative powers of the president.

Ans: The president exercises the following legislative powers:

 The president addresses the first session of the parliament after the
elections.
 He/She has the power to summon or close the sessions of the
parliament.
 He/She can dissolve the Lok Sabha. He /She can also summon a joint
sitting of both the houses of parliament in case of a deadlock between
them.
 A bill passed by the Parliament can become a law only after the
president signs it.
 The President can issue ordinances, which have the effect of a law,
when the Parliament is not in session.

4. Examine the emergency powers of the president.

Ans: The president has certain emergency powers to deal with


extraordinary situations. There can be three situations:

1. National emergency: If the president thinks that the security of the


country is threatened by a war or external aggression or internal armed
rebellion, he/she can declare a state of emergency for the entire country.
2. Breakdown of state machinery : If the president is convinced that the
government of a state is not being run in accordance with the
constitution, he/she can declare emergency in that state.
3. Financial crisis : If the president thinks that the financial stability of the
country is threatened, he/she can declare a financial emergency.

5. Describe the functions of the Prime minister.

Intro: The prime minister performs varied functions:

1. Prime minister and the council of ministers:


 The prime minister selects some members of the parliament to
form a council of ministers.
 The prime minister allocates portfolios among the ministers.
 He/She coordinates the policies of the government.
2. Prime minister’s role in the Parliament:

 As the leader of the Lok Sabha and head of the council of
ministers, the prime minister can intervene in the discussion of
the Parliament.
 He /She may also advise the president to dissolve the Lok
Sabha.
3. Link between the president and the council of ministers:
 The prime minister acta as a link between the president and the
council of ministers.
 He/ She communicates all decisions of the council of ministers
to the president.
6. Name the three categories of ministers in the council of ministers.

Intro: The council of ministers consist of three categories:


1. Cabinet ministers who hold charge of different portfolios or
departments of the central government like defense, finance,
industry etc.
2. The second level of the council of ministers are the ministers of state.
3. A third category is of deputy ministers who assist the cabinet
ministers and ministers of state.
7. What role does the civil service play?
 The decisions that are taken by the council of ministers are executed
through the permanent executive called the civil services.
 Civil services consist of bureaucrats, who run the administration of a
country.
 They are the officials working under various departments other than
the armed forces.
 The civil servants take care of the day-to-day administrative tasks in
their respective departments. Thus, they are the ones who carry out
the policies of the government.
 They are the backbone of the administration. The efficiency of the
administration depends on the efficiency of the civil servants.
