    ACCEPT/REJECT CRITERIA IN NONDESTRUCTIVE TESTING (NDT)

    1. SCOPE

    This document represents the policy of The Dow Chemical Company


    with respect to the significance of indications detected during
    all nondestructive examinations.

    Use this to determine whether or not action is required (repair,


    replacement, etc.) as the result of any NDT report.

    2. MAIN AUTHORITY

    Standardized NDT Inspections

    For NDT inspections of materials, equipment, or processes which


    are regulated either by written codes or by official Dow
    specifications, use the accept/reject criteria from those
    standards in the following manner:

    a. Dow Global Engineering Specifications-- Where Dow Engineering


    Specifications include (or reference) an NDT accept/reject
    criterion use that NDT criterion as the minimum Dow
    accept/reject requirement.
    EXAMPLE: Use the temperature rise prioritization in Dow
    G8S-5081-01 to determine the correct action for high
    temperatures detected in motor control centers.

    b. National or Local Codes or Standards-- In cases where both


    Dow Specifications and national or local (public) codes or
    standards include (or reference) an NDT accept/reject
    criterion-- satisfy the public NDT criterion as well as any
    criterion from the relevant Dow Specification.

    Where no relevant Dow Engineering Specification exists-- but


    a public (national or local) code or standard with
    jurisdiction over the work includes (or references) an NDT
    accept/reject criterion; use that NDT criterion as the
    minimum Dow accept/reject requirement. EXAMPLE: Use ASME
    Section VIII, paragraph UW-51 to determine "accept" or
    "reject" with respect to indications in radiographic
    examinations (RT) of pressure vessel welds.

    Non Code-Regulated Inspections:

    For NDT inspections of materials, equipment, or processes


    which are not regulated by any code, standard, or Dow
    Engineering Specification-- NDT accept/reject criteria shall
    be determined by the owner and/or Dow Engineering or
    Maintenance professionals, or data shall be reported as "For
    Information Only".

    3. OTHER AUTHORITY TO RECOMMEND ACCEPT/REJECT CRITERIA

    The responsibility for recommending accept/reject criteria is


    normally given to Engineering and Maintenance professionals, as
    well as Qualified Pressure Vessel Designers and Qualified
    Inspectors.

    Owners may specify accept/reject NDT criteria which are MORE


    STRINGENT than existing codes, based on the owner's best
    judgment.

    NDT technicians shall report only the observed indications, and


    reference any relevant code or Dow Engineering Specification
    standard accept/reject criteria.

    NDT technicians (who are not Qualified Pressure Vessel


    Inspectors) shall not be seen as an official source for
    accept/reject recommendations; that function being beyond the
    scope of their qualifications.

    The Owner of the equipment may decide the relevance of non-code


    inspections.

    If the Owner requests that the NDT technician help in


    interpreting the indications, the technician shall EITHER...

    - refer the owner to the relevant code (if known)


    - refer the owner to an appropriate Engineering or Maintenance
    professional

    The NDT technician shall not promote or suggest any accept/reject


    recommendation other than those listed herein.

    4. RECOMMENDED QUALIFICATION OF SPECIAL ACCEPT/REJECT CRITERIA

    Standardized NDT procedures have typically been developed to


    support code accept/reject criteria.

    Special procedures are necessary in order to detect indications


    smaller than the code minimums.

    The special procedures (as well as the indications they reveal)


    add to maintenance expenses, therefore the relative importance of
    such small indications should be carefully considered before
    specifying accept/reject criteria that diverge from the codes.

    When there is a need to resolve defects smaller than code


    standard, detection techniques should be established
    experimentally, on a case-by-case basis. The techniques so
    derived should then be standardized in specific Dow Job
    Procedures, along with the special accept/reject criteria. The
    following development is recommended:

    A qualified expert should be identified to sponsor the special


    accept/reject criterion (a Dow Materials Engineer, for example).

    The sponsor should prepare a specimen which has defects of the


    minimum relevant size(s).

    The sponsor should sketch a "map" of the defects in the specimen,


    making particular note of the smallest defects necessary to
    resolve.

    The specimen should be delivered to the site NDT Corporate Level


    III to initiate a development of procedure and a "blind"
    experiment to prove the procedure.

    NDT results should be compared to the sponsor's sketch, and the


    process repeated until sufficient resolution is achieved.

    The new procedure should be documented and submitted to the


    Engineering Specifications (ETS) Database and/or to the site NDT
    Operating Discipline), to include...

    a. any reasons for diverging from the codes


    b. the divergent Dow criterion (with a brief explanation)
    c. a responsible Dow contact (sponsor) identified
