PMMS is a scientific tool for
managing the pavements so as to
make the best possible use of
resources available, maximizing the
benefit for society.

HIGHWAY DEVELOPMENT AND MANAGEMENT-4 (HDM-4)
➢ HDM-4 has been developed as a support system
for decision making for highway administrators
and engineers to predict the economic, social,
and environmental impacts that might occur
when making investment decisions.

➢ Models inside HDM-4 are applied to predict the

following:-

Road deterioration

Road work effects

Road user effects

Socio-economic and Environmental effects

PRIMARY FEATURES OF HDM-4
➢ Simulates deterioration and

maintenance of paved and unpaved

roads, in physical condition and

quantities, for strategies defined by the

user

➢ Simulates road user costs (speeds and

consumption of physical components)

➢ Determines time-streams of road agency,

road user costs, and net benefits

WHAT DOES HDM-4 DO?

PROJECT
ANALYSIS

HDM-4

STRATEGY PROGRAMME
ANALYSIS ANALYSIS
PROJECT ANALYSIS
Project analysis may be used to
estimate:-
➢ The structural performance of
road pavements.
➢ Life-cycle predictions of road
deteriorations, road works
effects and costs.
➢ Road user costs and benefits.
➢ Economic comparisons of
project alternatives.
PROGRAM ANALYSIS

➢ It deals with the prioritization of a

defined long list of road projects into
a one year or multi-year work
program, under defined budget
constraint.

➢ The selection criteria will depend on

maintenance, improvement or
development standards that a road
administration may have defined.
STRATEGY ANALYSIS
➢ It deals with entire networks or
sub- networks managed by one
road organization.

➢ To predict the medium to long

term requirements of an entire
road networks or sub- networks.

➢ Analysis of whole network for long

term planning under different
budget scenarios.
MODELS INSIDE HDM-4

➢ Through HDM-4 analysis, it is

possible to know which work will be
most appropriate for maintenance,
rehabilitation or upgrade of roads
under a given circumstance.

➢ Therefore proper input data is very

important.

➢ The two general classes of models

used for road deterioration and
works effects analyses are
PAVEMENT DETERIORATION
➢ Pavement deterioration is the
process by which distress (defects)
develop in the pavement under the
combined effects of traffic loading
and environmental conditions.

➢ Pavement deterioration is modelled

in terms of a number of defects
including: Roughness, cracking,
rutting, raveling, potholes etc.
FACTORS AFFECTING DETERIORATION

➢ Climate and Environment

➢ Traffic

➢ Pavement history

➢ Road geometry

➢ Pavement structural characteristics

➢ Material properties.
CRACKS MODELLING
➢ Structural Cracking: This is effectively
load and age/ environment associated
cracking.

➢ Transverse Thermal Cracking: This is

generally caused by large daily
temperature changes or in freeze/
thaw conditions, and therefore
usually occurs in certain climates.

➢ For each type of cracking, separate

relationships are given for predicting
the time to initiation and the rate of
CRACKS MODELLING
RUTTING MODELLING
➢ Rutting is defined as the permanent
or unrecoverable traffic-associated
deformation within pavement layers.
