Centralized recruitment process for the appointment of ‘Adhyapak Shayak’ in


Non-Government Grant-in-aid Colleges as per Resolution No: NGC/1019/CHE-
768/Kh. dated 23.12.2019 issued by the Department of Education.

Online Applications will be accepted from 01/12/2020 to 21/12/2020


Commissionerate of Higher Education, Gandhinagar, Gujarat has issued NOCs for the
appointment of 780 posts of Assistant Professors with the nomenclature ‘Adhyapak Sahayak’
in Non-government Grant-in-aid Arts, Commerce, Science, Home Science, Rural Studies,
Physical Education, Education and Law colleges through Centralized Recruitment Process.
The management authorities of the concerned colleges have given their consent for the
Centralized Recruitment Process. Online applications from eligible candidates are invited for
the post of ‘Adhyapak Sahayak’.

 To make recruitment process transparent, qualitative, speedy and as per roster the state
government has decided to follow the Centralized Recruitment Process in accordance with
the norms of Notification of U.G.C. New Delhi, published in Gazette of Government of
India dated 18th July 2018.
 The Centralized Process of Recruitment is subject to the policies and instructions of
government issued from time to time and if Government cancels or modifies the process as
per any of its new policy or resolution, candidates are abiding to follow the same.
 The subject wise list of vacant posts (Annexure-I) is only for the purpose of information. If
Government or Commisionerate of Higher Education decides to implement new policy due
to workload or some administrative reason even after the selection list, any of the mentioned
post or all the posts shall be treated ‘cancelled’ automatically and shall be filled up as per
the new policy of government or shall be changed.
 If any assistant professors of grant-in-aid colleges is/are surplus during the process or prior
to the new appointment, the assistant professors will be given priority on the vacant
post/posts and such post/posts will be removed from the Centralized Recruitment Process.
Candidates will have no claim on such posts.
 If any applicant wants to apply for more than one subject, he/she has to apply separately for
each subject with prescribed fees.

Qualifications:

1. The candidate must be a citizen of India.


2. The educational qualification of the candidate must be as per the UGC regulation, 2018
dated 18/07/2018 along with time to time amendments and as per the resolution of
Government.
3. The degrees awarded by any University in India, established by the statutory act of
State or Central government and recognized by UGC/NCTE will be valid.
4. The candidate must possess a Master degree in the relevant discipline and subject with
at least 55% of marks (or an equivalent grade in a point-scale, where the grading
system is followed) as per the UGC regulation 2018.
5. The candidate must have passed National Eligibility Test (NET) conducted by UGC/
CSIR or other equivalent agency or State level Eligibility Test (G-SLET) of Gujarat in
the related subject and stream. Candidates who have registered for Ph.D. Degree before
11th July,2009 and completed their Ph.D. can be exempted from NET/SLET. Such
candidates are required to furnish the certificate issued by the University Authorities
such as Vice-Chancellor, Pro-Vice Chancellor, Dean (Academic Affairs), Dean
(University Instruction) as mentioned in the University Grant Commission (Minimum
Qualifications for appointment of Teachers and other academic staff in Universities and
Colleges and measures for the Maintenance of Standards in Higher Education) 4th
Amendment, Regulation 2016, (Point No-III).
Candidates who have registered and completed Ph.D. degree as per UGC regulations
2009 or 2016 can be exempted from NET/SLET as per UGC (Minimum Qualifications
for appointment of Teachers and other academic staff in Universities and Colleges and
measures for the Maintenance of Standards in Higher Education) regulations 2009 or
2016, Such candidates are required to present the Certificate issued by the competent
Authorities of the University showing that they have obtained Ph.D. Degree as per
UGC Regulations 2009 or 2016. The candidate must have fulfilled the following
conditions of the UGC Regulation 2009 or 2016.
 The degree of Ph.D. in relevant faculty and subject must have been awarded in a
regular mode.
 The Ph.D. thesis must have been evaluated by two external referees.
 The candidate must have faced an open viva voce for his Ph.D. degree.
 During his/her Ph.D. research, minimum two research papers by the candidate
should have been published and at least one among them should be in a referred
journal.
 The candidate must have presented two research papers related to his/her research
in conferences or seminars funded by UGC/ICSSR/CSIR or some equivalent
agency.
 A certificate by the competent authority of the university i.e. the Registrar or Dean
certifying the fulfilment of the above mentioned conditions is mandatory.
 In case the candidate, possesses a Master Degree in the relevant discipline and
subject prior to 19th September 1991 along with a Ph.D. degree, minimum 55 %
marks cut-off is relaxed to 50% marks for such candidate.
 The candidates of the disciplines in which UGC, CSIR and other such organizations
does not conduct NET or G-SLET, are exempted from NET/G-SLET.

Note for the candidates of Education and Law disciplines:

The qualification of ‘Adhyapak Sahayak’ in Education and Law discipline is in accordance


with the NCTE 2014 and amendment made therein from time to time as well as the minimum
educational qualification norms of Government of Gujarat. The degrees awarded by UGC
recognized universities and institutes where the norms of NCTE/ Bar Council are applicable
will be valid.

(A) Qualification for Adhyapak Sahayak in Education (B.Ed.) colleges

1. A Master Degree in concerned subject with a minimum of 55% marks (or an equivalent
grade on a point scale where the grading system is followed).
2. M.Ed. Degree with at least 55% marks (or an equivalent grade on a point scale where the
grading system is followed).
3. The candidate must have passed the National Eligibility Test (NET) conducted by UGC
and CSIR or similar test accredited by UGC SLET/SET.
4. Only the candidates with Ph.D. degree as per the criteria mentioned in Condition no 5 are
exempted from NET/SLET.
(B) Qualification for Adhyapak Sahayak in Law colleges.
1. Good academic record as defined by the concerned university with at least 55% marks
(or an equivalent grade on a point scale where the grading system is applicable) at
Master Degree L.L.M. from an Indian University or an equivalent degree from an
accredited foreign university.
2. Besides fulfilling the above qualifications, the candidate must have passed the National
Eligibility Test (NET) conducted by UGC/ CSIR or similar test accredited by the UGC
like SLET/G-SET.
3. Only the candidates with Ph.D. degree as per the criteria mentioned in Condition no. 5
are exempted from NET/SLET.

(C) Qualification for Adhyapak Sahayak in Physical Education colleges will be as per
the NCTE regulation 2014 (Appendix-7) and UGC regulation 2018 (Para 4.8).
(D) Qualification for Adhyapak Sahayak in B.R.S. Colleges will be as under;
1. For Agronomy subject in B.R.S. College as per the UGC regulation 2018 (Para 3 &4).
B.Sc.(Agriculture)/B.R.S. (Agronomy) and M.Sc.(Agriculture)/ M.R.S. (Agronomy)
with NET/SLET or Ph.D.
2. For Economics Subject in B.R.S. College as per the UGC regulation 2018 (Para 3 & 4).
B.A.(Economics)/B.R.S. (Economics) and M.A.(Economics)/ M.R.S. (Economics) with
NET/SLET or Ph.D.
Note: - The applicant must possess all qualifications on or before last date of Application.

For Reservation Category Candidates:-

1) Reservation for SC/ST/SEBC/EWS and Persons with Disabilities will be as per existing
policy of Government of Gujarat and should be applicable to Gujarat domicile
candidates only.

2) As per the UGC regulation 2018 “A relaxation of 5% shall be allowed at the Bachelor’s
as well as at the Master‘s level for the candidates belonging to Schedule Caste/ Schedule
Tribe/ Differently-abled (Physically and visually differently-abled)/ Other Backward
Classes (OBC)(non-creamy layer) categories for the purpose of eligibility and for
assessing good academic record during direct recruitment to teaching positions. The
eligibility marks of 55% marks (or an equivalent grade on a point scale where the
grading system is followed) and the relaxation of 5% to the categories mentioned above
are permissible, based on only the qualifying marks without including any grace mark
procedure.”
3) A candidate must mention the details of his/her category-Schedule Caste, Schedule
Tribe, Socially and Economically Backward Class and EWS in the application form.
4) If a candidate fails to mention the details of the category in the application form, his/her
claim for reservation will not be granted later.
5) The candidate of the reserve category has to attach a copy of the caste certificate issued
by the competent authority in prescribed format. The caste certificate will not be
accepted later and the application will be cancelled.
6) Only the candidates from Socially and Economically Backward Classes, not included in
Creamy Layer category are eligible for reservation.
7) The candidate of Socially and Economically Backward Classes needs to submit the Non
Creamy Layer certificate issued by the department of Social Justice and Empowerment
as per the resolution dated 06/02/1996 in the prescribed Gujarati format of Annexure
‘C’(‘પપપપપપપપ- પ’) or the new format as prescribed in Annexure-4.
 The maximum validity period of ‘Non-creamy Layer’ category certificate issued on or
after 01/04/2017 is three financial years. Such certificate should be issued on or before
the last date of online application.
Note: The acceptance regarding the time period and its validity is subject to the
provisions of resolution/circulars of the State Government.
 In case of married female candidates, the certificate should be on the basis of her
parents’ income. If it is on the basis of her husband’s income, the application will be
cancelled.
 If a candidate submits the certificate as per Annexure A in English instead of Annexure
C or Annexure 4 in Gujarati, his/her application will be rejected as Annexure A is valid
for employment under Government of India and not under Government of Gujarat.
 Six criteria are considered for issuing the certificate of Non-creamy Layer category. The
duration of validity of the certificate is three years at present. In case, there is a change in
any of the criteria during the validity period, the candidate or his/her parents needs to
disclose the matter to the competent authority willingly and if there is any change in the
certificate, the same is to be informed to Commissionerate of Higher Education. If the
candidate/parents/guardian hides the matter by not disclosing it, legal action will be
initiated against them and the benefits of the reservation will be cancelled. It is joint
responsibility of the candidate and parents/guardians to disclose any change in any
criteria of the Non-creamy Layer category certificate.
8) As per the existing provisions of Government, if the candidate of the reserved category is
selected on the basis of his/her qualification without availing any relaxation(i.e.
experience, qualification, any other field extended beyond the norms considered for open
category) he/she will be considered from Open category seat.

9) Candidates of Economically Weaker Section (EWS) have to mention in the online
application the date and number of the certificate obtained from the department of Social
Justice and Empowerment of the state government in the prescribed Performa Annexure
‘KH’ in English or Annexure ‘C’(g) in Gujarati as per the resolution no.
EWS/122019/45903/A dated 25/01/2019. Such certificate will be valid only if issued on
or before the last date of online application.
Pay Scale

The pay scale and conditions for the appointment will be as per the provisions mentioned
in the resolution no. NGC-1104-1657-kh dated 25/08/2005, dated 28/03/2016, dated
16/06/2008, dated 15/06/2010, dated 03/10/2012, dated 04/04/2017, dated 27/07/2017 and
NGC-1019/CHE-768/kh dated 23/12/2019 of Department of Education, Gujarat.
Accordingly, the appointment will be on probation with a fix salary of Rs.40,176 ( Rs.
forty thousand one hundred seventy six) for the first five years or as per the resolution of
Government issued from time to time. After the completion of five years, if the services
rendered by the candidate are satisfactory, after the due verification of work load and
proposal of the concerned college, the Adhyapak Sahayak will be absorbed in the
prevalent regular pay scale of Government of Gujarat.

Merit Calculations

Merit Calculation will be carried out as per the UGC Regulations -2018 (18th July,
2018) and Resolution No.: NGC-2019/CHE-768/kh dated 23.12.2019 issued by the
department of Education.

7. Academic/ Post Doctoral; experience:- 10.00


(A) Two marks for each one year, for experience as a regular
or ‘Adhyapak Sahayak’ at graduate level in government or
non government grant-in-aid colleges recognized by the
university or full time experience as a Adhaypak on
contractual basis in government colleges .
(B) For experience as a part time professor, as per the
resolution dated 14.11.2001 issued by the department of
Education, if a part time professor has been appointed
through valid selection procedure in the government or non
government grant-in-aid colleges as per the eligibility criteria
specified in this advertisement, and has served for minimum
of two years, then s/he will get maximum 10 marks as per the
experience mentioned below.
(1) 0.5 marks per year for lectures less than 6,
(2) 1.0 marks per year, for lectures more than 6,
The calculation of years of experience of a candidate will be
as per the norms of university recognition of a teacher.
(C) For counting the eligibility of experience in other
institutions, it will be considered on the basis of experience as
mentioned in Para 10 of the UGC Regulations-2018.
8 Awards: 03.00
(A) At International/ National Level ( If award is given by a
recognized International organizations/ Government of India/
Institutes recognized by Government of India, then only it
will be considered as valid) (03 marks)
(B) At state level, awards given by the state government will
be considered as valid.(02 marks)

Procedure for Document Verification and Oral Interview


1. All the candidates have to remain present on time at the place decided for verification of
application and oral interview at her/his own expenses without fail.

2. The details filled in by the candidate in online form will be considered as final. At the
time of document verification, if any information submitted online is found improper, or
if a candidate fails to produce documentary evidences for the details s/he submitted
online, her/his candidature will be treated as cancelled.

3. At the time of document verification, a candidate has to produce proper evidences of fees
deposited as mentioned in the application and must produce any valid photo Identity
proof (Voter card/Passport/Pan card/ADHAR card/ Driving License).

4. At the time of document verification and oral interview, a candidate has to produce
originals and a self attested set of all documents and supporting evidences regarding
eligibility, educational qualification, caste, experience, merit ranking and about other
points. After document verification, if any candidate has any objection, then s/he has to
represent his objection/question (grievance) with all evidences to the Grievances
Redressal Committee in prescribed Performa in person within the prescribed time limit,
and has to get the settlement of the question/objection. Detailed instructions in this
regard will be uploaded on website after the document verification. Thereafter, a general
merit list will be posted subject wise and category wise. For general category candidates,
cut off will be 50 merits out of 100, and for reserve category candidates, cut off merit
will be 45 out of 100.

5. A candidate has to provide choice preference for all the posts under a category
applicable to her/him for the subject s/he has applied. Thereafter result will be declared
and for that a mock round will be conducted. Thereafter, final preference is to be decided
by a candidate when final choice is to be selected. After the final choice is given, a final
merit list college wise, subject wise, category wise, will be displayed. According to final
merit list, candidates will be called on as per merit for oral interview as per the resolution
no: NGC/1019/CHE-768/KH dated 23.12.2019 issued by the department of Education,
considering the number of vacancies at a particular college as mentioned in the table
below.

6. At the time of oral interview, the selection Committee will prepare list of selected
candidate and waiting list in the ratio of 1:1, means, same number of candidates will be
included in the waiting list as per the number of vacant seats. A candidate has to remain
present at a stipulated time for the oral interview before the selection committee for the
college preferred, failing which, the name will not be included in the final selection list.
7. Allotment orders for prior approval will be issued to the selected candidates by the
Commissionerate of Higher Education, thereafter; an appointment letter will be issued by
the institution where the candidate has been selected. A selected candidate has to join at
the appointed place within prescribed time limit. After receiving an appointment order, if
any candidate fails to join the institution within the specified time limit, the trustees will

send a report in this regard to the Commissionerate of Higher Education. Thereafter, the
Commissionerate of higher education will issue allotment orders for prior approval for
the candidate in the waiting list and on the basis of that, appointment letter will be issued
to the waitlisted candidate by the management of the concerned college.
8. A candidate has to maintain general discipline and codes of conduct during all the
procedures for recruitment, the committee is authorised to cancel the candidature of a
candidate who violates discipline.

9. If any candidate is found submitting fraudulent documents or is tampering the


documents, legal action will be initiated against him as per rules.

10. The arrangements for oral interview are as per the subject, category, college and no. of
vacancy available from time to time, so a candidate has to follow the arrangements made
accordingly.

11. If any candidate is disqualified at any time by Gujarat Public Service Commission or
any other public service commission or any government /Semi government/ autonomous
institutions under government, s/he has to produce its details at the time of document
verification. If, the duration of disqualification is continuing, then application of such
candidates is liable to be rejected. Prior to her/his candidature for the said post, if any
candidate is punished with compulsory retirement, dismissal or suspensions from any
board/ corporation under government, she/he has to produce its details at the time of
document verification

Important Instructions for filling online application and for the whole
recruitment process
1. Eligible candidates have to apply online, during the dates mentioned in the newspaper
advertisement on the website of the office www.rascheguj.in

2. Candidates are requested to go through the instructions for advertisement displayed on


the website thoroughly before filling the application form. Online application form
filled in by a candidate will be considered as final, later on no changes/amendments can
be made in it or your representation in this regard cannot be accepted.
3. Except online submission, do not send application form by any other means like through
post or courier etc.
4. First of all a candidate has to register on website www.rascheguj.in
5. An application form will open after log-in on the website. Fill the application from
carefully. A candidate can edit her/his details of form till the online fees are paid, but
after payment of fees, a candidate cannot edit/update details in her/his form. It is
advised to the candidates not to wait till the last moment for online payment of fees. If a
candidate herself/himself makes mistake in the online application form, then such
application will not be considered. A candidate has to give his mobile number
invariably. Do not change this number till the selection process gets over, so that
communication can be made whenever necessary.

6. Application fee is Rs.250/- (Rs. Two hundred fifty only) for the candidate belonging to
Open and Socially and Economically Backward class., where as candidates from
disabled, Schedule Caste and Schedule Tribe categories have to pay Rs.100 (Rs. One
hundred only). Fee once paid will not be refunded under any circumstances.
7. An application form is required to be filled in complete by clicking ‘Save’ and ‘Next’
on every page. For payment of fees, visit payment Menu, pay it online and get print of
it. It must be noted that once, online fees is paid, a candidate cannot edit the online
application form.
8. While applying online, where percentage is required to be mentioned in the educational
qualifications, if the Marksheet is as per the grade point system then a candidate has to
show the percentage after converting grade point into percentage as per the rules of the
concerned university/board. For this, at the time of verification, a candidate has to
produce either a copy of rules of the concerned university/ board showing
conversion of grade point into percentage or a certificate (showing conversion of grade
point into percentage) by the competent authority of the concerned university/ board.
The Certificate issued by the principal of the concerned college will be not considered.
9. A candidate has to upload her/his passport size photograph ( size less than 150KB),
signature (size less than 150KB) and documents (PDF) mentioned in the online
application form. Photograph and signature can be uploaded in JPG, JPEG or PNG
format, whereas documents can be uploaded in PDF format only. At the time of
document verification and oral interview, a candidate has to bring originals of all the
documents mentioned in online application form. An application can not be confirmed
without uploading the above mentioned details and such applications will be rejected.
Note: If, more than one document is required to be uploaded in a concerned upload
module, then scan all the documents, merge them and prepare a single PDF file and
then upload it in the concerned module.
10. After completing online application, get a print of application and retain it to produce in
future, if required.
11. Any candidate who submits wrong information while filling online application form
will be considered as disqualified. If any information submitted by a candidate is found
wrong, incomplete, or erroneous, then s/he will be considered as disqualified at any
stage of recruitment process or in service. In future no representation will be accepted in
this regard.
12. A candidate must not contact any officer/person associated with the recruitment process.
An application of any candidate, who is found pressurizing or distracting the
recruitment process, will be cancelled.
13. An application form without the details of payment of fees will be automatically
considered as rejected. No reconsideration will be made on such matter.
14. Instructions regarding recruitment will be published on the website from time to time.
So, the candidates are advised to visit the website www.rascheguj.in for instructions.

General Instructions:
The Commissioner (Higher Education) is empowered at any Stage to cancel or keep on hold
the appointment of any candidate who is found not appropriate for the post as per the
prevalent recruitment norms.

1) This recruitment process is completely subject to the prevailing rules, provisions, and
general norms of the government for the post mentioned in the recruitment process.
2) The Commissioner, Higher Education, is absolutely empowered to alter or cancel the
recruitment process or its conditions.
In case of any dispute including disputes arises between candidates and institutions, the
decision of the Commissioner, Higher Education will be final and it is binding for all
parties. In case of any dispute the Gujarati version of this advertisement will be
considered.
