THE ENHANCEMENT OF POLICE STRATEGY AND SECURITY IN

APPREHENDING RIDING IN TANDEM CRIMINALS: A CHALLENGE TO THE CITY PNP

AND THE CITY GOVERNMENT

A. INTRODUCTION

Nowadays, assassinations or killings are very rampant in our society. One of the

methods of this criminal activity is the riding in tandem. Many people might not be aware

of the remarkable rise of criminality through the use of motorcycles for the commission of

different crimes on the street. The Philippine National Police (PNP) discovered the

involvement of persons riding in tandem through the use of motorcycles in committing

criminal activities and high-profile crimes. The criminal elements nowadays have taken

advantage of the high-speed mobility using motorcycles as effective instruments of crime.

I. HISTORY

According to Las Piñ as City Representative Mark Villar, “The mobility of motorcycles

is a factor taken advantage of by criminal elements which when coupled with the use of

other modus operandi and implements to conceal their identity makes identification and

apprehension difficult for police operatives”. PNP Director General Nicanor A. Bartolome

admitted that there was an increase in crime incidents involving motorcycle riding

criminals this year. In 2011, the PNP recorded 1,700 crime incidents involving riding in

tandem suspects with 2,089 victims. Majority of the crimes occurred in Central Luzon with

791 incidents, 452 in the Visayas and 374 cases in National Capital Region. This is higher

than the 1,565 incidents in 2012 with 1,819 victims.

Because of a high crime rate, the PNP raised a program – “Motorized Anti-Street

Crime Operative Program”. This measure is intended to strengthen and empower counter-
measures initiated by the PNP to prevent these high-profile crimes. This campaign strategy

is an effective police action, on the one hand, and public alertness and community support.

PNP Spokesman Chief Supt. Agrimero Cruz said that other police action involves reinforced

police mobile and visibility patrol through the use of skillful checkpoint operations and on-

the-spot weapons check operations on riding in tandem motorists and also on board public

conveyances.

Because of this activity, many lawmakers in the Philippines has urged Congress to

amend the Revised Penal Code to increase the penalty against riding in tandem involving in

robberies, snatching and assassinations in Metro Manila and other provinces. They also

urged the police to improve their strategy and technique by sending them in crime-prone

areas of the country. One of the bill filed attribute to riding in tandem is the House Bill

No.5720 filed by Rep. Winston Castelo, which would authorize the PNP to “adopt a strategic

policy against criminals riding in tandem on motorcycles thereby rationalizing more

aggressive interdiction operations.” Also known as the “Riding in Tandem Interdiction Act

of 2012,” the bill supposedly gives law enforcement agencies a stronger legal framework to

effectively and efficiently respond to criminals who ride in tandem on motorcycles while

committing a crime.

II. SCOPE OF THE RESEARCH

The parameter of the study encompasses only the enhancement of police strategy

and security in apprehending riding in tandem criminals and was limited to the City PNP

and local government.


III. NUMBER OF RESPONDENT

The researcher interviewed pertinent official that would greatly help the study. The

respondents of the study were the Governor of Oriental Mindoro, Gov. Alfonso V. Umali Jr.

and the Provincial Police Director Sr. Supt. Ronald De Jesus.

B. PROBLEMS SOUGHT TO BE ANSWERED

In this research, the researcher wants to know the following:

1. What are the police strategies and techniques used by the Calapan City PNP in order to

apprehend riding in tandem criminals?

2. Is police visibility only happens when a specific crime happened in the City? Does the

PNP do not conduct police visibility when there is no crime happened that’s why criminals

are having the opportunity to commit crimes? Are the PNP vehicles and motorcycles having

factors in responding unexpected circumstances?

3. Is the Calapan City Police Station Personnel’s are properly equipped of issued firearms in

order to respond on criminal events?

C. INSTRUMENT USE FOR COLLECTING DATA

The researcher used the interview method in the collection of necessary

information and valuable data.


D. ANALYSIS AND INTERPRETATION OF DATA

Down to province, Oriental Mindoro, Governor Alfonso V. Umali Jr. has called on the

people here to help preserve the province’s peaceful image by working or closely

coordinating with local law enforcers due to the sounding alarm on the recent suddenly

high riding in tandem gun-killings in the province. According to The Mindoro Post (Island

News and Views) on 2011, three villages are considered crime prone areas in Oriental

Mindoro. These are Barangay San Rafael in Calapan City, Barangay Poblacion in Bongabong

and Zone IV in Socorro. Physical injury and theft were the common crimes committed.

Because of this, the PNP headed by Provincial Police Director Sr. Supt. Ronald De Jesus, is

proposing all LGU’s here to pass a local law or ordinance mandating all motorcycle owners

and drivers to wear helmet with printed or inscribed figures corresponding to their

vehicles’ plate numbers when driving.

Down to City of Calapan, many cases of crimes are happening and one of these high-

profile cases is the riding in tandem involving shooting incidents. The Calapan City Police

Station is enhancing the support, cooperation and participation of the citizens through the

establishment, training and operationalization of the Barangay Peacekeeping Action Teams

(BPATs) within the 62 barangays due to the alarming criminal activities. Calapan City PNP

has a ratio of only 1 policeman to every 1,419 Calapeñ os but the ideal staffing pattern is

one policeman for every 1,000 population. One of the solutions proposed by the Mayor is to

strengthen the PNP checkpoints. He also calls the attention of all citizens to have a

barangay intelligence network and to coordinate to the police to solve this problem.
E. CONCLUSION

The following points are therefore concluded:

1. The local government and the police officers in the city were working closely and

vigorously in suppressing the riding in tandem crimes that have occurred.

2. The Calapan City Police Station is enhancing the support, cooperation and participation

of the citizens through the establishment, training and operationalization of the Barangay

Peacekeeping Action Teams (BPATs) within the 62 barangays due to the alarming criminal

activities.

F. RECOMMENDATION

The researcher highly recommends the following points to be considered:

1. The Calapan City Police Station thru its officers should exert more patrol strategies to

prevent the rampant activities of high-speed mobility using motorcycles as effective

instruments of crime. Police omnipresence should be regularly felt by the community not

only when a specific crime was committed but with constant patrolling especially in high

crime prone areas.

2. The local government is expected to support all the activities conducted by the police

officers especially in strengthening the PNP checkpoints.

3. The community may cooperate with the public authority and police officers by reporting

crimes that had transpired. They are expected to mutually cooperate in all actions and

strategies simulated by officials to enhance peace and security in the locality.
