SECURITY MEASURES AND OPERATION PLAN

TAGUM COOPERATIVE

I. INTRODUCTION

In reference to the invitation to bid for security services to the


TAGUM COOPERATIVE
. this security operation plan was conceived and formula and its key officials and employees.

II. PURPOSE:

Protection of
TAGUM COOPERATIVE
1. , officials, employees, visitors, guest, assets, records, documents, proprietary right or
interest, equipment and/or facilities and all other properties located or to be found in the
building /offices/premises as well as over the Department businesses , social or
ceremonial activities, when so required.

2. With utmost courtesy and maximum tolerance conduct body inspection (when situation
demand’s) to all visitors/clients and search/inspections of their belongings, if any, to
prevent entry of guns, explosives, blade weapons and other instruments of destructions;

3. Politely deny entry of unauthorized persons, even TAGUM COOPERATIVE, personnel


without official business, inside the office premises after office hours, especially at night
without proper authority.

4. Undertake intelligence information gathering to help preempt/thwart illegal activities


against the TAGUM COOPERATIVE,, in particular.

III. CONTROL MEASURE OF SHERLOCK SECURITY AGENCY:

Generally, indoor/outdoor movements of individuals, vehicles, documents, records,


equipments, materials and other must be kept to the minimum or at the least, properly controlled
to enhance orderly and peaceful atmosphere at the TAGUM COOPERATIVE,, and thus prevent
pilferage, loss of government assets and establish a conductive working place.

1. CONTROL INDIVIDUALS-
In courteous and polite manner, guards shall ask reasons or authority of the
following individual’s presence in any office, area or in structure, especially
those considered restricted and ‘high risk’.

1. TAGUM COOPERATIVE, personnel, when applicable


2. Visitors/Callers
3. Maintenance personnel
4. Contractors
5. Military/PNP/Fire Department, elements etc.

A. METHOD IN IDENTIFICATION AND CONTROL OF INDIVIDUAL


1. For convenient TAGUM COOPERATIVE, personnel and guest/visitors, ID system is mandatory.
It should be worn in their left breast portion or outer Clothing while in the office premises.
2. ID color-coding scheme shall be suggested to easily determine access authority of personnel’s
presence at each area, the eliminates/reduces ‘man-hours’ loss to prevent them from
squandering time at some other places, affecting their work output.

3. Dress code (uniform) regulations must be consistently enforced.

4. Visitors should pass strict, but courteous check of belonging, if any Military/PNP personnel’s by
persuasion, must deposit firearms.

5. Visitors must be promptly attended to by knowing their purpose and giving proper direction.
Control their movements to prevent market like atmosphere in the offices.

6. Visitors shall register in the logbook, indicating the date, name, address whom to see, purpose
and signature and shall be given in exchange of their own ID to ensure return of Visitors ID
issued to them. Visitors ID must be conspicuously worn.

7. Security guards must be extra watchful for vandals, especially in the comfort rooms.

8. Maintenance/Contractors of TAGUM COOPERATIVE, personnel must present job


order/authority; their presence is recorded in the logbook. If necessary, they are escorted by any
guards or TAGUM COOPERATIVE, maintenance personnel.

9. Criminal elements, fixers, vendors of any ware, ushers and bet takers of illegal number games are
not allowed entry in the premises, by standers are likewise prohibited.

10. Media practitioners are courteously and tactfully dealt with. The guards must not give
information on matter prejudicing the interest of TAGUM COOPERATIVE, and officials.

11. Limit or control the use of doors, visitors must use only one (1) door or gate for ingress and
egress.

12. In the event disturbance occurs in the guards area/post he shall do his best to restore order

13. When necessary call the nearest police for assistance.

B. MATERILAS, PROPERTY, RECORDS, BAGGAGE/PACKAGE CONTROL

1. Undertake inventory of of TAGUM COOPERATIVE, and equipment with authorized


personnel.

2. Inspect the premises thoroughly after officials/employees have left their offices, close gates,
doors windows and other entrance and exits security, put out lights if not needed, disconnect
electrical machines and appliances and properly close water faucets.

3. Conduct patrols on restricted/important/sensitive areas.

4. Maintain systematic control for lock and keys for the building and vehicles.

5. Admission of incoming materials/properties must be based on purchase orders, delivery


receipts, bills of lading and other documents and must be searched and inspected for possible
sabotage  hazards and delivery of inferior/detective items and prevent their loss/pilferage.

6. Outgoing materials properties/equipment must undergo strict control with complete


documentation, removal or transfer of same from the office/bodega, or even relocating the
same from one department/section to another even on the same building, must be covered
with PROPERTY PASS-OUT/, TRANSFER SLIPS OR GATES PASS, signed by authorized
personnel only, especially classified ones.

7. Package and baggage control-for security reasons and to eliminate the practice of bringing in
and/or selling of merchandise within the office premises during office hours and to regulate the
package/baggage of visitors/employees the following shall be adopted:

a. TAGUM COOPERATIVE,, personnel/visitors unless permitted by competent authority,


shall not be allowed entry when carrying relatively large package/baggage’s containing
items not needed in their work, business or transactions, except sports
bags/paraphernalia for TAGUM COOPERATIVE,, sport activities.

C. CONTROL OF VEHICLES

1. For convenient identification of employee-owned vehicles, sticker/gate pass system is


recommended.

2. All visitors-owned vehicles shall be inspected thoroughly for possible security hazards

3. TAGUM COOPERATIVE, vehicles shall be parked at the motor pool and/or immediate
peripheries only.

4. Provide separate parking areas for employees and visitors.

5. Motorcycles must be separately and orderly parked.

6. No vehicles are allowed to park in front of the building or any place inside the compound
that will pose traffic obstructions.

7. Traffic rules shall be strictly but politely enforce.

IV. GUARDING FORCES AND GUARDING SYSTEM:

1. Coordination will be made with the  TAGUM COOPERATIVE,

2. Attached is the SHERLOCK GUARD HAND GUIDE.

V. ACTION PLANS FOR EMERGENCY SITUATIONS:

A. STRIKE/CIVIL DISTURBANCE/PICKETS., etc.

1. Guards on duty should immediately close gates and inform TAGUM COOPERATIVE,,
and SHERLOCK SECURITY OFFICIAL and Local PNP.

b. Guards shall continue enforcing TAGUM COOPERATIVE,, policies/rules/regulations


with ultimate objective of providing adequate protection to the assets and persons of the
client.

c. Adherence to Rule XVII, Implementing Rules and Regulations of RA 5487, with the
following importance points:

i. The head guard/OIC on duty must maintain constant contact with TAGUM COOPERATIVE,,
/SHERLOCK Officials. If he observes the strikers to be unruly or making unlawful acts in
violation to labor, penal code or local ordinances or TAGUM COOPERATIVE, regulations, this
should be promptly reported to the ,/SHERLOCK Officials, who in turn, will call the Police.

j. If the situation arises that the, TAGUM COOPERATIVE, security details should talk with the
strikers, it should be the OIC which will do so and all that transpires on the dialogue must be
relayed to the Management.

k.  Generally, Security guards should avoid contact with the strikers either physically or otherwise

l. Guards must at all times, stay within the perimeters of the client, who in protecting the assets and
persons of TAGUM COOPERATIVE,, shall only use sufficient and reasonable force to overcome
the risk or danger posed by the strikers.

m. Security guards must always be in complete uniform.

B. BOMB THREATS- bomb threats usually come through telephone call. When a telephone
threat is received, security guards receiving the call should remain calm and follow
procedures, but not limited to:
1. Keep the caller on line as long as possible by tactfully asking him to
repeat the message. For receiving telephone provide audio turn it on for
the units without audio, call another guar or any person available to get
an extension line, if any or share the telephone receiver to have witness
of the conversation and to help make observation that might be missed
by the former.
2. Request the caller to give the location of the bomb and the times it
supposed to detonate. If possible, ask additional questions and seek to
learn about the kind of bomb it is, what it’s like, when it will set off, how
big, why bomb was planted, etc.
3. Listen carefully to the caller voice and note any special characteristics
such a accent, dialect and speech pattern observe his tone whether the
caller calm tense, nervous, drunk etc.
4. Note any background noise that may help identify the location from
which to call is made.
5. Record the exact time the conversation begins and terminates.
6. If necessary, coordinate with the, officials to advise personnel/clients to
calmly and temporarily vacate the TAGUM COOPERATIVE, building.
7. Help the PNP in the investigation, if any for possible apprehension of the
suspects.

C. BOMB INCIDENTS – in case of bombing incidents, security officers/guards shall adopt


the following courses of action, but not limited to:
a. Call the nearest PNP and Fire Stations;

b. Provide immediate first aid for injured persons;

c. Direct and oversee evacuation of all personnel from the area especially the casualties;

d. Call medical assistance from nearby hospital 911

e. Do not allow entry of spectators and other persons not involved on the evacuation;

f. Meet the PNP/911, Fire personnel and medical groups and direct the team to the areas they
are needed;

g. Shut-off machineries, electrical power, fans, blowers, etc. which could create new hazards;

h. If the fire occurs as aftermath of the explosion, ensure that is quickly given. Guards must do
their best to contain and extinguish the blaze by using fire extinguisher and other fighting
equipment’s;

i. Assist the PNP/911 in the investigation and possible prosecution of the case.

D. FIRE INCIDENTS – in any case of fire, SHERLOCK SECURITY GUARDS has two fold
objectives to put the blaze under control as quickly as possible:

1. Minimize danger to TAGUM COOPERATIVE, employees/clients/visitors etc.

2. Minimize or keep away those with damage to TAGUM COOPERATIVE,, building, properties,
equipment’s.

PLAN OF ACTIONS:

1. Sound or call the alarm ‘FIRE’ by identifying the exact location;

2. Quick action to put out the fire by using available equipment’s

3. If the fire continue in no.2 above (Bomb-Incident)

EARTHQUAKE:

1. Security guards on duty shall advise officials/employees to take over under structure furniture
made of strong materials;

2. Control and minimize movements of individuals;

3. Advise individuals to stay away from possible falling matters;

4. Security guards to apply suitable procedures set forth in no.2 (Bomb-Incident) and 4 (Earthquake)
above enumerated.
VI. A. SECURITY OF HUMAN RESOURCES:

A1. TAGUM COOPERATIVE,. EMPLOYEE

1. Provide close-in security as may be required.


2. Exercise courtesy and tact at all times
3. Provide security assistance as may be required/instructed

A.2 TAGUM COOPERATIVE,. EMPLOYEE

1. Implement strictly the “No ID no entry rule”   Monitor/search for deadly weapons, explosives,
toxic
2. Chemicals, drugs and contraband items/harmful materials upon reasonable grounds for
suspicion, cause arrest of visitor
3. Check big bags/plastic bags for security purposes
4. Prevent/detect any form of breach of TAGUM COOPERATIVE, rules and regulations and if
possible report or cause the arrest of the perpetrator/s.
5. Implement strictly the No entry to security/restricted areas without proper
authorization/clearance.
6. Exercise tact and courtesy at all times
7. Assist employees as may be requested
8. Maintain logbook for personnel and property/equipment movements
9. Full concentration on security work. Avoid chatting to employees

A3. TAGUM COOPERATIVE, GUEST/VISITORS

1. Implementation strictly the “No ID no entry rule”


2. Monitor/ search for deadly weapons, explosives, toxic chemicals, drugs and contraband
items/harmful materials upon reasonable grounds for suspicion, cause arrest of visitor
3. Prevent/detect any form of breach of DBM rules and regulations and if possible report or cause
the arrest of the perpetrator/s.
4. Prevent entry to security/restricted areas without proper authorization/clearance.
5. Exercise tact and courtesy at all times.
6. Assist as may be required.
7. Maintain logbook
8. Prevent entry after office hours, including Saturdays, Sundays and Legal holidays unless
authorized;
9. Prohibit loitering in the premises after visitor’s business is done
10. Issue visitor’s slip to all non- TAGUM COOPERATIVE, personnel and properly coordinate with
the officials/employees concerned the entry of visitors.

B. SECURITY FOR PHYSICAL RESOURCES

B.1. VEHICLE CONTROL

1. Inspect vehicle entering and leaving TAGUM COOPERATIVE, premises


2. Maintain a logbook on the arrival and departure of vehicles both and non- TAGUM
COOPERATIVE, vehicles
3. Control flow of TRAFFIC AND DIRECT Drivers to park their vehicles properly in designated
parking area
4. Safeguard and protect vehicle from pilferage of accessories and other attachments
5. Require trip ticket for outgoing TAGUM COOPERATIVE, vehicles duly signed by the approving
authorities
6. Prohibit overnight parking for non- TAGUM COOPERATIVE, vehicles
7. Recommend parking/proper traffic signs

B.2 FACILITIES AND BUILDINGS

1. Post notice prohibiting entry or carrying deadly weapons at entrance building.


2. Provide/partial lock and key control
3. Deny access to restricted areas
4. Identify and record in log book authorized persons entering restricted area/s.
5. Check that all doors and windows are closed and locked after office hours
6. Deny entry to peddlers and vendors
7. Identify need for lighting and recommend measures
8. Identify fire hazard and recommend measures
9. Regularly check location and condition of fire extinguishers and recommend measures
10. Regularly check conditions of fire hydrants, hoses, and alarm systems.
11. Recommend formation of fire brigade and fire drills.
12. Observe that all lights are switched off and all electricity operated office equipment is unplugged
when occupants of the office are all out.
13. Regular inspection of storage areas and recommend measures, if necessary
14. Switch on and off of Security and perimeter fence lights

B.3 SUPPLIES AND EQUIPEMNT

1. All outgoing TAGUM COOPERATIVE, properties must be covered with the appropriate
documents duly signed by the authorized signatories indicating serial number/property number,
person moving the equipment, the time and date, etc.
2. Personal properties shall be covered by personal property slip issued by the security detachment.
3. Access to supply rooms and areas will be allowed to authorize personnel only.
4. Provide/partial lock and key control
5. All office equipment should be kept inside locked drawer.
6. Cash or other valuable personal property should not be kept in the office.
7. Ensure security of documents.

C.  CONTINGENCY PLAN FOR VARIOUS RISKS

C.1 FIRE

1. Inform fire department


2. Know status and location of firefighting equipment
3. Know how to operate firefighting control switches
4. Be familiar with fire exit and electrical control switches
5. Operate the fire alarms
6. Report fire and any fire hazard
7. Report inadequate water supply, firefighting equipment and fire exit
8. Recommend and assist in the formation of fire brigade
9. Recommend appropriate fire sign
10. Assist in the evacuation of employees, records and equipment.
11. In case of fire, clear driveways and empty spaces, records and equipment.

C.2 THEFT, PILFERAGE AND BURGLARY

1. Secure all entry and exit points


2. Conduct investigation and submit written report within 48 hours to TAGUM COOPERATIVE,
Management
3. Identify witnesses, if possible
4. Apprehend culprit within the premises, secure incident area to protect evidence.
5. Coordinate with appropriate PNP unit (Theft and Robbery Section)
6. Assist in controlling violence
7. Limit number of entry to premises to as few as possible
8. Maintain contact with PNP

C.3 TRESPASSING

1. Challenge and detain trespassers


2. Turn-over trespassers
3. Report to the management

C.4 HOSTAGE SITUATION

1. Notify PNP, SURIGAO DEL SUR I ELECTRIC COOPERATIVE, INC Management and all
employees
2. Act as temporary negotiator until the arrival  of the expert negotiator
3. Hostage taker not to harm hostage

C.5 EARTHQUAKE

1. Prevent panic and maintain calm


2. If possible, urge personnel to seek refuge under strong piece of furniture and keep away from
dangerous falling objects.
3. Assist in evacuation of personnel, supplies, materials and equipment
C.6 FLOOD AND TYPHOON

1. Prevent crossing of employees on flooded areas


2. Prevent exit when there are strong winds outside the building.
3. Assist in evacuation of personnel, supplies, materials and equipment

C.7 SABOTAGE

1. Cordon the affected area to secure evidence


2. In case of explosion, help evacuate all personnel from affected area
3. Inform fire department

C.8 BOMB THREAT

1. Immediately report to PNP


2. Inform TAGUM COOPERATIVE, Management
3. Assist evacuation of personnel
4. Secure TAGUM COOPERATIVE, INC property and clear from affected area
5. Assist in bomb search, if necessary

VII. COORDINATION:

Appropriate coordination shall be made with the local PNP/911, Fire Department, PNP
SOSIA and PADPAO REGION 11
