Method Statement
This method statement has been drawn up at design stage of the project, in order to obtain approval from the
Environmental Authority and the Contracting Authority on proceeding with the proposed works in full compliance
with tender requirements and legal obligations.

In particular:
-          Preliminary site inspection;
-          Type and location of plant still operating;
-          Emergency plan and site internal regulations;
-          Time plan and scheduling of works;

Health & Safety Plan:


A Health and Safety Plan shall be developed for this project.

Equipment used are:


-          Welding Machine
-          Cutting Out-Fit
-          Electric Grinder
-          Electric Drill
-          Hand Tools

Personal Protective Equipment


-          3M Dust Mask;
-          Safety boots;
-          Gloves;
-          Eye protection;

Training and Risks Information


Staff on site shall have undergone competence and health and safety training on the following areas:
-          The specific risks of the site;
-          Principles of health and safety awareness;
-          Operating procedures;
-          Environmental protection.
-          First aid;

This method statement is a working document, and therefore may be amended as work proceeds or on the
request of SOCC or the Contracting Authority.

GENERAL:
A. Upon awarding of contract and prior to mobilization of manpower, materials, equipment and tools,
the contractor must confirmed from the project proponent / area owner the location of structure and the
B. Enclosure of project premises with provision of appropriate safety signage (warning signs, precautionary
sign etc.) barricade for the whole duration of construction.
1 Contractor’s project engineer must coordinate to SOCC Safety Department proponent and area owner.
2 Prior to enclosure, the contractor must provide and install reflectorized warning signs which are
visible to motorist and pedestrian, enclose the area temporary by barricading using bollard and
caution tape.
3 All field worker and supervisor must observe and comply all safety precautionary measure by wearing
complete and appropriate PPE such as safety shoes boots, visibility vest or contractor uniforms with
reflector, safety goggles, gloves, hard hat etc.
C. All contractor workers must undergo training and safety orientation prior to commencement of work.
D. Conduct daily toolbox meeting to discuss work step and health condition in a work place.
E. Use scaffold when working at height and full body harness.
Contractor tools and equipment shall be confirmed and initially inspected by the project proponent prior
F. tagging and inspection by safety department. All tools and equipment shall be covered with entry pass
Tag No Use.
G. All contractor personnel shall be Medically Fit to works.

STEP BY STEP PROCEDURE:


1.       Hauling of materials, tools at worksite.
2.       Isolate the area, apply hard barrier or caution tape to affected working place.
3.       Installation of tank support prior to cutting.
4.       Installation of chain block to hang the tank.
5.       Crop-Out of at least 100mm to shell plate prior to dismantling of bottom plate.
6.       Crop-Out/Dismantling of bottom plate.
7.       Fabrication and installation of bottom plate.
8.       Fabrication and installation of drip plate.
9.       Reconnection of all nozzles and other appurtenances.
10.   Painting works.
11.   Housekeeping of project vicinity and pulling out contractors belonging.
