NARRATION OF EVENTS

Prior to the deployment, the Battalion met the necessary

requirements which are the preparation, planning and training for the
Community Support Program (CSP) operators. The Battalion
orchestrated the conduct of refresher training in order to equip
effectively the CSP Teams and operators regarding their functions,
duties, responsibilities, roles of concern government agencies and
LGUs and 12 disciplines of CSP operator. The said refresher training
was conducted at ACP, 702nd Brigade, Barangay Sulvec, Narvacan,
Ilocos Sur. As a result of refresher training, CSP operators were
equipped, trained and ready to be deployed in the target affected
barangay. Likewise, the battalion initiated Combat Clearing operation
prior to the deployment of troops in order to isolate the CTNs into the
target barangay.
Likewise, last 04 February 2020 infront of PILAR Municipal Hall,
Hon.Jaja Josefina S. Disono, Municipal Vice-Mayor of Pilar,Abra
spearheaded and formally announced during the Send Off Ceremony
of Community Support Program (CSP) of this unit which was
presented by LTC ARCADIO S POSADA INF (GSC) PA,Battalion
Commander of 69IB, 7ID to the municipal and barangay officials of
Pilar,Abra. After the ceremony, Hon.JONATHAN R PACURZA,
Punong Baranggay of Gapang,Pilar Abra received the one squad
from Bravo Company, 69th Infantry (COUGAR) Battalion, 7ID, PA led
by Sgt Ronnie P Depasucat (Inf) PA supervision of 1LT Mark
Lawrence P Agbayani (INF) PA, Commanding Officer of Bravo

Company, 69IB, 7ID, PA, and later transfered to 1LT Arthur Rey B
Arrango, Commanding Officer of Charlie Company, 81IB, which was
deployed at Sitio Kibbasan Brgy Poblacion,Villaviciosa,Abra

On the same day, squad leader of CSP Team paid courtesy call
to the Barangay Officials and initiated the initial Pulong-pulong
together with the resident of Brgy Gapang Pilar,Abra purposely to
become aware and get informed about the advocacies and presence
of the military, likewise its purpose in the barangay. Series of
coordination to the brgy officials has been made by the CSP operators
in order to validate the primary and secondary issues to be addressed
by the concern Government Agencies and to have advance inputs
before the Need Assessment Survey (NAS) is conducted. Moreover
CSP Team engaged local populace specifically the dialogues to the
elders in order to gather more information regarding the CTG’s recent
activities and identified the probable informants for the establishment
of ITDS, BIN and BPATs. There were two (2) initial Target
Personalities (TPs) identified provided by CORAS in barangay
,Gapang Pilar,Abra and still on continuous profiling and background
investigation of suspected CNT supporters.

Likewise CSP Team organized and planned on how to

accomplish the deliverables during their immersion. They conducted
the Need Assessment Survey (NAS) to the 183 households of the said
barangay. Primary issues raised are the farm input prices and farm
output price while the other secondary issue is the Water system.
These issues may have a possibility to be exploited by the CNT and
deceit the community using their propaganda. With these findings,
CSP Team conducted a series of coordination to LGUs and concerned
government agencies in order to address the issues.

In addition, CSP Team continuously provided manpower

assistance in the cleanliness drive activities in order to win the
sympathy of the populace and establish a good rapport. Due to

conducted community checkpoint ICOW Enhance Community

Quarantine implemented in Luzon last 15 March 2020. Awareness and
peace advocacies were also given purposely to counter the CNTs
propaganda in order to inform the community the real motives of the
CTG’s group which is to destroy the lives of the people.

CSP Team in collaboration with the Brgy Officials initiated

Pulong-pulong which discussed the primary and secondary issues
based on the consolidated Need Assessment Survey (NAS) results
that were conducted in the barangay. They informed the populace
regarding the updates of the issues which has been already
coordinated to the concerned NGAs and LGAs and scheduled to be
delivered the basic services. CSP Team also continuously validated
through identification and recruitment of informants in order provides
more information on the enemy activities in the operational area and
profiling of Target Personalities (TPs).

On April 2020, the CSP TEAM facilitated conduct monthly feeding in

Brgy Gapang Pilar,Abra.and continous house to house visit dialogue
included livelihood, poverty and employment-related issues raised by
the community throught the Community Support Program (CSP).
Afterwhich, in collaboration with the different Government Agencies
and LGUs, the csp teams together the Tesda Officers headed by Mrs
Nenita Coro assistant tesda provincial coordinator and Brgy Official
headed by Brgy Capt. Jonathan R. Pacurza conduct tree planting and
feeding program on last August 25 2020.

After that the Csp Teams lead by Sgt Ronnie P. Depasucat

conduct coordination the head of TESDA TRAINING to MRS NENITA
CORO to join and conduct skill training to the residents of brgy gapang
for more knowledge and to help them get a permanent job.the study
of bread and pastry production was completed on September 2020

Csp Teams continuous the house to house visit and dialogue to the
residents of brgy gapang to collect more informations and knowing the
other enemy relatives and the other enemy supporters in the brgy. The
Csp Teams always ready to join the any brgy activities like clean up
drive and bayanihan,so that we can gain the trust and beliefs that the
soldiers is willing to help at anytime to the people living in the brgy.

With the successful deployment of CSP on this target barangays,

the CSP Team able to empower and mobilize the community in order
to isolate the CTGs on this barangays. Moreover, CSP Team still
continuing immersed in this barangay performing its mission and
delivered more services to the community to have possibilities to
gained more surrenderees and dismantle the CTG’s network and to
have peaceful community as well. Moreover, the Enhance
Comprehensive Local Integration Program (E-CLIP) were also
promoted and discussed to the populace and its benefits intended for
the families and friends who have members of CTG for them to have
a chance and start peaceful and productive life with their family.
