History of Barangay
Cristo Rey Capas, Tarlac

History of Cristo Rey


Capas, Tarlac

Formerly known as Camp O’Donnell, Cristo Rey used to be a


naval Transmitting Facility by virtue of the 1947 Military Bases
Agreement between the Philippines and the United States of America
which is well-recognized in World History.

And because of the Mount Pinatubo eruption (June 1991),


President Corazon C. Aquino issued the Proclamation No.813
“Reserving the Resettlement Site purposes of Mount Pinatubo victims a
certain portion of Clark Air Base Military Reservation located in the
Municipality of Capas, Province of Tarlac” in consideration of the
urgent need to assist families affected by the Mt. Pinatubo eruption
though providing them with suitable resettlement areas.

From this, the O’Donnell Resettlement Site (the biggest with a


maximum capacity of accommodating 13,000 families) was established
and gave refuge to many evacuees and victims of the eruption from
different barangays of Concepcion and Capas. The community was
divided into 147 blocks representing a cluster of settlers grouped
according to their place of origin.And come August 7, 2003, the
Sangguniang Panlalawigan Members of Tarlac unanimously approved
the Provincial Ordinance No. 004-2003, creating O’Donnell
Resettlement Area in Barangay to be named Barangay Cristo Rey.

Today, the Barangay houses not only residents but also some
commercial establishments such as the Northern Cup and the
Philippines’ largest and best drug reformatory- the Capas Bahay
Pagbabago.

According to Philippine Statistics Authority


(PSA), there’s an approximately 1,400 individuals in Sitio
Telabangca. The particular count of Male is 600 while there are
800 number of female.

Insight: The most used language among households in Sitio Telabangca is Pampango.

Humanities and Social Sciences 2A Student was conducted


a survey to ten households in Sitio Telabangca, Brgy. Cristo Rey
for their ethics composition. The graph above shows that there is
9% Ilocano, 21% Pangasinense, 34% Tagalog and 36% are using
Pampango as their primary language.

The Bar Graph shows the number of family who belong to


their specific religion. Five percent are Jehova’s Witnesses, 10%
are Espiritista, 15% are Born Again, 55% Iglesia ni Cristo and
60% are Roman Catholic.

Based on the answers of the ten households


who surveyed, 2 from them have 10,000 below monthly income, 5
have 10,001-20,000 and 3 out of 10 have 20,001 above.

15% of the residence have no formal education, 18% are college
graduate, 30% finished elementary education while majority of
them with 37% graduated in secondary education.

Our group went to Sitio Telabangca conducted an interview


in different families. According to the interview that initiated they
experienced a lot of community action in their place specifically
beautification projects, literacy program, religious program,
medical or Dental Service and nutrition program.

This community action or programs are beneficial to the


lives of residents. It is not only about the service but also about
the knowledge and wisdom they can provide. It will serves as an
inspiration that will motivates others.

The Three Major Problems in Sitio Telabangca

The Three Major Problems In Sitio Telebangca


Every community has issue to determine and a problem to be
solved. In engaging in this aspect, we must identify, analyze and
disseminate issues within the community in order to discuss and develop
the proper "Community Action" in solving problems or achieving goals of
the said group of people. Furthermore, Community Actions are the
action initiates by the people in order to solve problems and to achieve
goals for the goodness of the community.
Based on our observation and random interview in some of the
residents of our chosen community which is Sitio San Roque known as
"Telabangca" in Barangay Cristo Rey Capas, Tarlac, we can say that
some of the problems in their community are associated with the youth.
Some of them doesn't have enough interest in going to school, going
home late at night and most of them undergo of malnutrition.
Even their community has elementary school which is Cristo Rey
East and near in Cristo Rey High School, lack of interest in school is one
of their problem. Students escape on thier classes just to play outside
the streets with their playmates even classmates. Some of them, refuse
to go to school because they just want to spend their whole day in
playing video or computer games.
On the other hand, if they go to school most of them go home late at
night. They spend a lot of time with their friends or playing online games
in different computer shops after their dismissal. There are also reported
cases of youth ages eight above caught outside their house or street
within the curfew hours.
Aside from educational aspect, health issues are also one of the
concerns in their community. Most of the youth in San Roque are below
normal in terms of their weight, especially those who ages 12 below.
As their fellow youth, in our simple way we want to help them in
solving these problems. Remember, youth are the peerless treasure of
every community and empowering them is the key step towards the
development and success we all aiming to.

Part 4
The number one major problem on Sitio Telabangca and the
community work that suited for it to solve.

Community Actions that best suited for the


community problems.
The mission of this particular community action is to provide substantial
solutions to the given problems in Sitio San Roque (Telabangca), Barangay
Cristo Rey, Capas, Tarlac. The subjects of this said action are the minors with
specific age of 12 years and below including male and female. The activities is
orderly stated below.

First is the issue regarding to the status of education. According to


observation and interview large count of children in the area chose to stay at
streets eventhough the school is just meter-distant to their home. Also, one
factor affecting and prompting them to escape during class hours is to play
outside with their playmates considering their immaturity. The members of this
community action will conduct orientation pertaining to the importances of
being educated particularly to their corresponding level which is elementary
education. This orientation will attempt to discuss and help them to avoid
refusing their interest in terms of education.

Second is the problem concerning to the improper culture of children in


the precise location. Majority of the subjects is not aware because they decide
to go home late time in night. Base on the observation, 10:00 o'clock (PM)
onwards still a lot of children is present outside in such parts like streets, this
is obviously inappropriate. The same with first issue, orientation will be
provided as a partial remedy to this problem. Risks and dangers that they
might get in staying late at night outside their home, rules and regualtion will
also be discussed accordingly.

Third is the rampant healh issue even in the other places mostly in
remote areas. The unhealthy condition that results from not eating enough
food or not eating enough healthy food also called Malnutrition. The third part
of the orientation is for this issue to educate the children about the nutrituos
foods necessary for them to evade poor nutrition. Other details dealing with
this matter will also be discussed. The group will also conduct feeding
program for the participants as a help and response
