1. SCOPE
This Design Basis describes the work to be performed for the design and preparation of the
architectural contract documents to be used for the complete construction and procurement for
buildings in this scope of work.
The CONTRACTOR shall develop a complete set of architectural contract documents which shall
include, but not be limited to, all necessary specifications required to construct and/or extend
and/or refurbish the buildings, all based on this specification and on the drawings and speciality
specifications as listed herein in Appendix B.
1.1.1 Interior furnishings and furniture, including signage (External & Internal)
2. GENERAL
2.1.1 The buildings shall be designed and constructed to house the staff and equipment safely,
economically and functionally.
2.1.2 The design solution for the buildings shall be a functional, economical, straight forward expression
of form and use of materials.
2.2 Definitions
Within this design basis, the following definitions shall apply :

The party which carries out all or part of the design engineering,

procurement, construction and commissioning or management of
the project.
3. DESIGN CRITERIA
By reference, the latest editions of the following standards, codes, guides and specifications, in
effect and available at the time of the award of the project, shall be considered as part of the design
criteria. In cases of conflict between these documents the more stringent shall take precedence.
No provisions are required to make any building or portion thereof handicapped accessible.
Alternate standards and codes meeting the requirements of the referenced standards and codes
which follow may be used with approval of COMPANY.

3.3.1 Related standards and design criteria for buildings are described in the design basis of other

3.5.1 The design of the buildings shall give consideration to and incorporate environmental factors into
the design solutions to the fullest practical extent, including climate and noise levels.
3.5.2 General
3.5.2.1 Climate
The environment of the site features a climatic cycle of fluctuating temperature and winds,
combined with humidity, persistent dust and heavy, frequent salty dews.
The overall conditions consists of a severe, hostile and corrosive environment for people,
equipment and material. Particular consideration shall be given to the corrosive salty atmosphere,
high ambient temperatures, humidity and solar radiation when selecting materials and equipment.
4. DESIGN STANDARDS
4.1.1 General
The final design of the buildings shall use the highest standards of professional architectural design
to create a state of the art facility.

All height dimensions are to underside of ceiling or beams, whichever is the lower.
4.1.4.1 Door dimensions shall be increased to accommodate installation and access for equipment as
required by equipment manufacturer’s guidelines, building codes and regulatory authorities having
jurisdiction.

4.1.5 Windows
Provide views to the outdoors for light and visual relief where feasible within the constraints of the
environment, blast resistant and safety requirements.
Sill of windows shall be a minimum of 900mm above the floor.
4.1.8 Security/Safety
The building design shall incorporate security and safety to meet the project requirements, design
criteria, and the building codes.
The designs shall incorporate:
♦ Required exits at proper locations.
♦ Required security alarm devices
♦ Audible and visual fire and smoke alarms.
♦ Appropriate fire rated assemblies and materials.
♦ Code required door hardware.
♦ Appropriate signage and graphics both for building identification and interiors in Arabic and
English.

Note: The standard tapping machine consists of 5 hammers of 500 gram each, falling from a height
of 40mm, 10 times per second.
Noise limits
Noise levels in buildings shall not exceed the following limits:
For noise having an impulsive and/or tonal character, the above limits shall be set at a level 5
dB(A) lower.

4.2.2 Specifications
The referenced building specifications shall be the “long” form to cover all materials, installation
and equipment used in the various buildings.
The CONTRACTOR shall provide to the COMPANY for approval any specifications needed to
complete the project that were not included in this package.
4.2.3 Symbology
The architectural drafting symbology for buildings shall be symbology available in the computer
software, but must be a widely recognized architectural profession/industry standard.
4.2.5 Scale
The DRAWINGS for the building shall be done at the scales common within the architectural
profession for the various drawings and detail types.
The DRAWINGS for buildings shall be in metric scales. The following minimum scales are the
most frequently used and suggested as a guide:

4.3 Submittals
4.3.2 The architectural work shall consider and establish, at minimum, the following:
The information for the buildings, such as cost targets/budgets, codes and standards, project
schedule and environmental requirements.
Final list of required spaces and area allocations and equipment lists along with personnel position
title for spaces and any special needs or considerations for each area or space.

4.3.6.1 The CONTRACTOR shall produce a color and material sample board with all finishes shown, for
approval by the COMPANY. This color and material scheme shall be based on the Specifications,
Guides, Attachments, and the color samples selected by the COMPANY.

4.3.6.3 The CONTRACTOR shall submit one color and material sample board, plus 3 copies of the
description for approval by the COMPANY.
6.1 General
6.1.4.1 NONE of the Process or Refurbished Buildings is located out of reach of the effects from a
potential explosion taking place in the plant (new plant or existing plant).

6.1.5 Foundations

6.1.9 Ceilings
Suspended acoustical tile ceilings shall be provided in office areas, laboratory and lockers rooms
and corridors.
Toilet ceilings shall be corrosion protected metal sheeting.
All ceiling materials shall have a flame spread of 25 or less and smoke development of 25 or less
when tested in accordance with ASTM E 84.
6.1.10 Doors
6.1.10.1 Entrance doors shall be insulated glass and anodized aluminum single or double acting swing as
per design requirement.
6.1.10.2 Exterior doors shall be 45mm thick insulated hollow metal door and frame, made of galvanized
steel, factory primed, field painted.
Doors shall include hardware and weather-stripping.
Interior doors shall be 45mm thick solid core wood veneer faced in hollow metal frame. Plastic
lamination shall not be used because of development of dangerous gases in the case of fire.
Doors shall include hardware.
Aluminum shall not be used as exterior doors in blast resistant buildings, because this material is
too weak to hold the door pane in place during an explosion.
6.1.10.3 Fire doors shall be provided for all exterior doors and for interior doors as required by the building
codes.
6.1.10.4 All door lock hardware keying system shall be coordinated with COMPANY plant keying system.
All cylinders and keys shall be integrated with the existing master key system.

6.1.14 Windows
Interior windows shall be commercial quality steel or anodized aluminum, sliding or fixed, units with
clear glass.
Exterior windows shall be commercial quality anodized aluminum units, double glazed, insulated
and tinted. Frame color finish and styling shall match building entrance doors.
Frames and glazing to be selected with consideration for energy conservation and blast resilience
where appropriate.
Exterior windows in blast resistant buildings shall be made of coated, galvanized steel capable of
transferring the explosion pressure on the window pane to the surrounding structure.
Windows shall be double-glazed insulated units with laminated type glass for both panes.
