1. SCOPE
This Design Basis describes the work to be performed for the design and preparation of the
architectural contract documents to be used for the complete construction and procurement for
buildings in this scope of work.
The CONTRACTOR shall develop a complete set of architectural contract documents which shall
include, but not be limited to, all necessary specifications required to construct and/or extend
and/or refurbish the buildings, all based on this specification and on the drawings and speciality
specifications as listed herein in Appendix B.

1.1 Work included


The scope of work covers the buildings as to be indicated on the CONCEPTUAL DRAWINGS
including the following:

1.1.1 Interior furnishings and furniture, including signage (External & Internal)

1.1.2 Laboratory fixtures/cabinets, equipment, utensils and tools.

1.1.3 Shop equipment, storage shelving and tool cabinets.

1.1.4 Equipment and tools for light vehicule service station.

1.1.5 Exterior and interior lighting.

1.1.6 External pavements, yard and parking areas (Landscaping if required).

1.1.7 Demolition as required.

2. GENERAL

2.1 Building Design Goals

2.1.1 The buildings shall be designed and constructed to house the staff and equipment safely,
economically and functionally.

2.1.2 The design solution for the buildings shall be a functional, economical, straight forward expression
of form and use of materials.

2.2 Definitions
Within this design basis, the following definitions shall apply :

COMPANY
A deviation requested by the CONTRACTOR, usually after
CONCESSION
receiving the contract package or purchase order. Often, it refers
REQUEST to an authorization to use, repair, recondition, reclaim, or release
materials components or equipment already in progress or
completely manufactured but which does not meet or comply with
COMPANY requirements. A CONCESSION REQUEST is subject
to COMPANY approval.

The party which carries out all or part of the design engineering,
CONTRACTOR
procurement, construction and commissioning or management of
the project.

The Engineering Division of the CONTRACTOR or the


DESIGNER Consultant which performs the design of the element in question.

Drawings provided by the CONTRACTOR.


DRAWINGS
The service organization which actually manufactures the
MANUFACTURER material/product in question.

The COMPANY authorized party responsible for the overall day-


PROJECT to-day execution of the Project. The PMT is to serve as the
MANAGEMENT TEAM
liaison between the COMPANY and the CONTRACTOR(S) on
(PMT) the project.

An organization providing specific services to the

2.3 Quality assurance/quality control


The SUBCONTRACTORS/VENDOR's proposed quality system shall fully satisfy all the
requirements of ISO 9001-1994, "Quality Systems - Model for Quality Assurance in
Design/Development Production, Installation and Servicing". The quality system shall provide for
the planned and systematic control of all quality related activities performed during
design/development, production, installation or servicing (as appropriate to the given system).
Implementation of the system shall be in accordance with the CONTRACTOR's Quality Manual and
Design General Specific Quality Plan, which shall both together with all related/reference

procedures be submitted to the CONTRACTOR/COMPANY for review and approval as required by


the Purchase Order documents.

3. DESIGN CRITERIA
By reference, the latest editions of the following standards, codes, guides and specifications, in
effect and available at the time of the award of the project, shall be considered as part of the design
criteria. In cases of conflict between these documents the more stringent shall take precedence.
No provisions are required to make any building or portion thereof handicapped accessible.
Alternate standards and codes meeting the requirements of the referenced standards and codes
which follow may be used with approval of COMPANY.

3.4 Engineering Standards
The final design for the buildings shall comply with the design engineering codes, specifications
and standards described in this Design Basis and the Design Basis of other engineering
disciplines.

3.5 Environmental options

3.5.1 The design of the buildings shall give consideration to and incorporate environmental factors into
the design solutions to the fullest practical extent, including climate and noise levels.

3.5.2 General

3.5.2.1 Climate
The environment of the site features a climatic cycle of fluctuating temperature and winds,
combined with humidity, persistent dust and heavy, frequent salty dews.
The overall conditions consists of a severe, hostile and corrosive environment for people,
equipment and material. Particular consideration shall be given to the corrosive salty atmosphere,
high ambient temperatures, humidity and solar radiation when selecting materials and equipment.

4. DESIGN STANDARDS

4.1 Architectural Design Requirements

4.1.1 General
The final design of the buildings shall use the highest standards of professional architectural design
to create a state of the art facility.

4.1.2 Planning and Design


The building designs shall provide:
Appropriate considerations for passive energy conservation and personnel comfort from the
aggressive climate and environment.
Adequate clearances for equipment access and future removal or replacement per manufacturer’s
written instructions and related codes.
Consideration for future expansion.

4.1.3 Minimum Spaces and Dimensions

4.1.5 Windows
Provide views to the outdoors for light and visual relief where feasible within the constraints of the
environment, blast resistant and safety requirements.
Sill of windows shall be a minimum of 900mm above the floor.

4.1.6 Amenities and Accessories


Provide the normal amenities and accessories for personnel comfort and necessity such as
properly located drinking fountains, snack facilities, and toilet accessories as required by the
building codes.
Provide adequate visual aids and building specialties such as writing surfaces, tack boards and
tack “walls” and projection screens as determined during detail design.
Provide sufficient, functional cabinets and millwork as determined during detail design.

4.1.7 Interior Furnishings:


Provide professional commercial interior design consultant(s) to assist in the final selection of all
finishes, colors, furniture, accessories, artwork/ decorations, window treatments, interior building
graphics, lighting, signage and plantation.
The aesthetics and quality of the interior furnishings and graphics shall be high quality, commercial
design with clean lines, high-tech appearance and shall feature durability, strength and comfort.

4.1.8 Security/Safety
The building design shall incorporate security and safety to meet the project requirements, design
criteria, and the building codes.
The designs shall incorporate:
♦ Required exits at proper locations.
♦ Required security alarm devices
♦ Audible and visual fire and smoke alarms.
♦ Appropriate fire rated assemblies and materials.
♦ Code required door hardware.
♦ Appropriate signage and graphics both for building identification and interiors in Arabic and
English.

4.1.9 Noise Abatement

♦ The reverberation time (for definition see ISO 31/VII) in empty rooms, with finished floors as
indicated in the Finish Schedule, shall not exceed the following values:

Office rooms, training rooms, laboratories, conference 1 second


rooms, control rooms, instrument and electrical shops
Tea rooms, corridors, and other circulation spaces 1.25 seconds

Noise transmission values


♦ Transmission loss between offices:
Minimum rating of airborne sound insulation between office rooms, assuming closed doors shall
be 40 dB, determined according to ISO 717-1.
♦ Transmission loss between indoor and outdoor:
Minimum rating of airborne sound insulation of external walls against external noise, assuming
closed windows, determined according to ISO 717-3, shall be: 35dB
♦ Transmission loss through floors (structure-borne noise):
Noise level in a room from a standard tapping machine immediately above the room on the
finished floor of the room shall not exceed:

Note: The standard tapping machine consists of 5 hammers of 500 gram each, falling from a height
of 40mm, 10 times per second.
Noise limits
Noise levels in buildings shall not exceed the following limits:

For noise having an impulsive and/or tonal character, the above limits shall be set at a level 5
dB(A) lower.

4.2 Architectural Document Standards

4.2.1 Drafting Standards for Buildings


All drafting standards shall be established for the building and landscape documents with PMT
approval.

Drafting shall result in clear, legible, and graphically complete drawing documents incorporating
line weight schemes for readability.
Minimum letter size (height) shall be 3mm high.
Building match lines where necessary shall be coordinated to be taken at the same places for all
Design Discipline with standardized locater key.
The DRAWINGS shall be produced using computer-aided Engineering (CAE) software compatible
Intergraph Microstation.
The DRAWINGS shall have a bar scale for each metric scale used on that sheet.
Directional arrows shall be provided showing plant north, true north, Mecca and prevailing winds on
all site plans and building floor plans.
Grid lines, Bench marks to be included as appropriate.

4.2.2 Specifications
The referenced building specifications shall be the “long” form to cover all materials, installation
and equipment used in the various buildings.
The CONTRACTOR shall provide to the COMPANY for approval any specifications needed to
complete the project that were not included in this package.

4.2.3 Symbology
The architectural drafting symbology for buildings shall be symbology available in the computer
software, but must be a widely recognized architectural profession/industry standard.

4.2.4 Units of Measurement


All dimensions, quantities and units of measurement used on the DRAWINGS and in calculations
shall be given in metric units.

4.2.5 Scale
The DRAWINGS for the building shall be done at the scales common within the architectural
profession for the various drawings and detail types.
The DRAWINGS for buildings shall be in metric scales. The following minimum scales are the
most frequently used and suggested as a guide:

Floor Plans for large buildings 1:100 or 1:200

Floor Plans for medium to small buildings or enlarged plans 1:50

Exterior Elevations 1:100 or 1:200

Wall Sections and Interior Elevations 1:20 or 1:50

Door Details and Miscellaneous details 1:10 or 1:20

Roof Plans 1:200, 1:100 or 1:50

4.2.6 Construction Documents


Construction specifications are provided, as a minimum, for all building materials, components and
systems necessary for procurement, subcontracting and construction.

The DRAWINGS to be provided by the CONTRACTOR shall, at the minimum, consist of detailed,
dimensioned plans, elevations, sections, schedules, and details for the buildings.

4.3 Submittals

4.3.1 Submittals Schedule


The architectural design work for each of the buildings shall consist of required formal submittals
for COMPANY review and comment at strategic completion percentages for various phases of the
work as listed below.
The interior design, furnishings, landscape, and irrigation development shall provide the
corresponding submittals as listed below.
The submittals for each building are required as follows:
♦ 35% preliminary design issued for approval.
♦ 65% Construction documents issued for review.
♦ 90% Construction documents final review.
(At this stage, the construction documents are 100% complete and checked by the
CONTRACTOR).
♦ 100% final submittal (construction documents are complete and checked including COMPANY’s
90% comments).

4.3.2 The architectural work shall consider and establish, at minimum, the following:
The information for the buildings, such as cost targets/budgets, codes and standards, project
schedule and environmental requirements.
Final list of required spaces and area allocations and equipment lists along with personnel position
title for spaces and any special needs or considerations for each area or space.

4.3.3 Preliminary Design (35% Submittal)


The preliminary design submittal shall incorporate COMPANY’s comments from previous submittal
reviews and complete the design of buildings for COMPANY’s design approval.
The submittal shall include:
♦ Site (immediate area), layouts where useful and necessary.
♦ Building floor plans, elevations, sections and perspective views to illustrate the design and
appearance of the buildings.
♦ Building description, an outline document containing description of materials and the equipment
list.
The preliminary design for buildings shall be presented as drawings on paper and mounted on, or
drawn on, illustration boards and, if requested by the COMPANY, model(s).

4.3.4 Construction Documents (65%, 90% and 100% Submittals)


The construction documents provided by the CONTRACTOR shall consist of the dimensioned
plans, elevations, details and schedules, interiors and furnishings and shall include at the minimum
the following:

Room finish materials
Interior elevations and details as necessary
Reflected ceiling plans and details
Cabinets and millwork
Laboratory casework - plans and elevations
♦ Specifications
Specifications shall cover the materials and construction for the buildings and be coordinated
with the specifications of other engineering disciplines such as Civil, Structural, HVAC,
Plumbing, Electrical, and Fire Protection to form complete specifications for construction of the
buildings.

4.3.5 Final Interior and Furnishings


Final interiors and furnishings submittals shall correspond to the 35%, 65%, 90% and 100%
submittals for architectural building documents in Paragraph 4.3.
The interiors and furnishings for the buildings construction documents shall consist of the following:
Color and finish schedule coordinated with architectural room finish materials.
Furniture, layout and furnishing accessories, and window treatment plans as necessary and
coordinated with architectural plans.
Furniture and furnishing accessories schedule coordinated with furniture plans. All furniture items
shall be numbered with a system that identifies the building in which the item belongs.
Installation instructions from the manufacturer as required.

4.3.6 Color and Material Schedule

4.3.6.1 The CONTRACTOR shall produce a color and material sample board with all finishes shown, for
approval by the COMPANY. This color and material scheme shall be based on the Specifications,
Guides, Attachments, and the color samples selected by the COMPANY.

4.3.6.2 All materials used shall be in accordance with the associated Design General Specification or as
covered elsewhere in the contract documents.

4.3.6.3 The CONTRACTOR shall submit one color and material sample board, plus 3 copies of the
description for approval by the COMPANY.

4.3.7 As-Built Drawings


The as-built DRAWINGS shall be created as the last revision number on the affected DRAWINGS
and specifications, and shall be taken from the marked set of contract documents that have been
maintained and marked in an approved color coded scheme by the field construction labor forces
and shall, at a minimum, include:
♦ Critical and strategic dimensional changes.
♦ Layouts or plan adjustments.
♦ Changes in materials or construction details.
♦ Changes in utility and engineering coordinations.
♦ Equipment changes.

5. BUILDING LISTS (N/A)

6. GENERAL BUILDING DESCRIPTIONS

6.1 General

6.1.1 Building Code Analysis


The DESIGNER shall be required to provide a complete written building code analysis for each
structure to ensure that all the requirements of the Uniform Building Code, Uniform Fire Code and
Local Regulatory Authorities have been reviewed and the project is in compliance with the most
stringent code. The CONTRACTOR shall review all the building code analyses to verify that there
are NO errors or emissions from the codes and that all DRAWINGS reflect these code
requirements.

6.1.2 Mechanical Code Analysis


The DESIGNER shall be required to verify in writing that the number of plumbing fixtures, toilets,
urinals, sinks, drinking fountains, etc. in the final building design are in compliance with the Uniform
Building Code, the International Plumbing Code and the Local Regulatory Authorities having
jurisdiction. The CONTRACTOR shall review all the DESIGNER’S written documentation to verify
that appropriate number of plumbing fixtures have been provided on the DRAWINGS per the most
stringent code requirements.

6.1.3 Equipment Space Requirements


The DESIGNER shall be responsible to verify all final equipment sizes for mechanical, electrical,
etc. and spaces required by the manufacturer and building codes for their service and replacement
and shall design all spaces and rooms to accommodate these requirements. The CONTRACTOR
shall review all manufacturer’s drawings, building codes, and regulatory authorities requirements to
verify that the DRAWINGS of the DESIGNER are in compliance.

6.1.4 Blast Protection Requirements

6.1.4.1 NONE of the Process or Refurbished Buildings is located out of reach of the effects from a
potential explosion taking place in the plant (new plant or existing plant).

The Buildings shall therefore require to be blast protected by applying design blast loads, as meant
in clause 10.1.2.15 of DGS 1882 001, Specification for Structural Design Basis.

6.1.4.2 As a minimum requirements :


♦ Blast resilient criteria shall be applied to ALL buildings.
♦ Blast resistant criteria shall be applied to I.E.S CONTROL ROOMS which are essential for safe
and orderly shutdown of a plant process after an explosion.
6.1.4.3 The CONTRACTOR shall compare above requirements to the results of the Quantitative Risk
Assessment (QRA) which he shall performe during the EPC phase, and shall advise COMPANY
on any change which may be necessary in the applicable blast criteria as set in above section
6.1.4.2.
6.1.4.4 The minimum design guidelines for blast resilience against explosions are as follows :
The buildings shall have a reinforced concrete and/or steel framing system design which will allow
large plastic deformation without collapse of the structure.
Wall material having a brittle behavior, such as masonry, shall not be used in such a way that they
are required to perform a strength contribution functions
Unit wall or roof materials, such as masonry and metal sheet siding or roofing panels, shall be
reinforced and anchored to the structural frame in order to prevent being shattered and becoming
airborne projectiles during a blast. Some damage to the building and panels are acceptable, but
the danger of airborne projectiles shall be prevented.
Roofing systems, ceilings, light fixtures, electrical, fittings, ducts, piping, diffuser grilles, and all
other components of the buildings shall have anchorage and support systems designed to prevent
easy and immediate collapse during an explosion blast.
Some damage is expected, but quick total collapse shall be prevented to allow personnel to have
some protection from falling or flying objects.
Lightweight sheeting or siding panels, roof, gravel, and loose tiles are not acceptable.
All windows in exterior walls shall be blast resistant design with laminated plate, safety glass, tinted
for glare control and vertical bar.

6.1.5 Foundations
Reinforced concrete slab on grade with reinforced concrete spread footings and vapor barrier.

6.1.6 Building Framing System


Reinforced concrete walls, or steel columns and roof structures.
Metal buildings shall be coated steel framing and insulated metal roofing and siding panels, unless
otherwise specified. Aluminum roofing and siding panels shall not be used in blast resistant
buildings

6.1.7 Roofing System


Single-ply roof membrane (water proofing), rigid insulation (heat insulation) protected by concrete
tiles.
Roof surface of flat roofs shall have no slope, unless otherwise specified. Required slope is to be
created by using screed or light weight concrete layer.
Roof construction shall be U < 0.35 W/m2 K.
Access by cat ladders shall be provided where air conditioning equipment and/or any other
equipment requiring regular maintenance are installed on the roof of buildings.

6.1.8 Exterior Walls
Exterior walls shall be designed for blast resistance or blast resilience where required.
Exterior walls shall be comprised of painted reinforced concrete and/or prefinish metal wall panels.
Wall construction shall be U < 0.60 W/m2 K.
Exterior walls shall have noise transmission loss levels as specified in Section 4.1.9.

6.1.9 Ceilings
Suspended acoustical tile ceilings shall be provided in office areas, laboratory and lockers rooms
and corridors.
Toilet ceilings shall be corrosion protected metal sheeting.
All ceiling materials shall have a flame spread of 25 or less and smoke development of 25 or less
when tested in accordance with ASTM E 84.

6.1.10 Doors

6.1.10.1 Entrance doors shall be insulated glass and anodized aluminum single or double acting swing as
per design requirement.

Doors shall include hardware and weather-stripping.


Glass shall be double-paned, insulated safety glass to match exterior windows.

6.1.10.2 Exterior doors shall be 45mm thick insulated hollow metal door and frame, made of galvanized
steel, factory primed, field painted.
Doors shall include hardware and weather-stripping.
Interior doors shall be 45mm thick solid core wood veneer faced in hollow metal frame. Plastic
lamination shall not be used because of development of dangerous gases in the case of fire.
Doors shall include hardware.
Aluminum shall not be used as exterior doors in blast resistant buildings, because this material is
too weak to hold the door pane in place during an explosion.

6.1.10.3 Fire doors shall be provided for all exterior doors and for interior doors as required by the building
codes.

6.1.10.4 All door lock hardware keying system shall be coordinated with COMPANY plant keying system.
All cylinders and keys shall be integrated with the existing master key system.

6.1.11 Interior Walls and Partitions


200mm thick concrete unit block walls for fire rated walls, mechanical rooms and toilet areas shall
extend up to the underside of the roof slab.
Metal studs and gypsum wall board as specified in the Finish Schedule or indicated on the
CONCEPTUAL DRAWINGS.
Private office and other related spaces may be constructed of moveable wall/partition system as
indicated in the Finish Schedule or directed by COMPANY.
Interior masonry walls in office areas, corridors and lobby to be plastered and painted as noted in
the Finish Schedule.
Glazed ceramic tile walls up to ceiling height in toilet areas and in other rooms as indicated in the
Finish Schedule.

6.1.12 Floors
Heavy duty floor tiles shall be provided in office areas and corridors.
Vitreous clay tile to be provided in rooms and toilets as noted in the Finish Schedule.
Mechanical air conditioning room floors to be steel trowel finished green concrete with non skid
dust-proof epoxy-resin sealer.
Provide metal dividers strips or thresholds at juncture of different floor materials.
Computer access floors in Control Rooms and UPS Rooms as indicated in the Finish Schedule.
Acid resistant tile in selected laboratory areas.

6.1.13 Wall Bases


Vinyl cove base shall be provided at vinyl composition tile floors.
Tile cove base shall be provided with tile floors.
Coved sand/cement skirting shall be provided as indicated in the Finish Schedule.

6.1.14 Windows
Interior windows shall be commercial quality steel or anodized aluminum, sliding or fixed, units with
clear glass.
Exterior windows shall be commercial quality anodized aluminum units, double glazed, insulated
and tinted. Frame color finish and styling shall match building entrance doors.
Frames and glazing to be selected with consideration for energy conservation and blast resilience
where appropriate.
Exterior windows in blast resistant buildings shall be made of coated, galvanized steel capable of
transferring the explosion pressure on the window pane to the surrounding structure.
Windows shall be double-glazed insulated units with laminated type glass for both panes.

6.1.15 Toilet Partitions


Solid phenolic plastic, 26mm thick, standard partition doors shall be installed in the built-in ceramic
tile toilet partitions and shower stalls.
Urinal screens shall be solid phenolic and wall mounted.
Hardware for partition doors and urinal screens shall be stainless steel.

6.1.16 Toilet Accessories


Provide mirrors with stainless steel shelves, hand dryer, soap dispenser, paper towel dispenser,
and toilet tissue dispenser.
Provide flexible hose union tap in a position adjacent to each water closet.

6.1.17 Cabinets and Countertops


Plastic laminate faced countertop, base cabinets and wall cabinets and shelving on adjustable shelf
hardware.

6.1.18 Metal Shelving


Heavy-duty steel shelving shall be provided in store rooms and janitor rooms.

6.1.19 Building Graphics and Signage

Interior room numbers, names, graphics and exterior building identification signage shall be
provided.
The CONTRACTOR shall engage a Signage Specialist to design and prepare layout and design for
signs.

6.1.20 Building Equipment


Shop equipment, appliances, and warehouse shelving shall be provided.
The CONTRACTOR shall engage a Warehouse Specialist to provide a layout and design for all
equipment, cabinets, and shelving.

6.1.21 Finishes Schedules


The finishes schedules for the buildings are indicated on the CONCEPTUAL DRAWINGS.

6.1.22 Interior Furnishings and Accessories


Interior design, finishes and furniture selection shall be coordinated with the architectural building
design, under the supervision of the CONTRACTOR and COMPANY. The final concept shall be
presented in appropriate interior design construction documents.
Interior design and furniture selection shall provide a high quality, commercial design which
provides:
A contemporary, (high tech) clean line aesthetic.
A high degree of functionality, ergonomic design, strength, and durability.
Interior window treatment shall be functional with contemporary, (high tech) appearance
coordinated with the building architecture.
