1.0 SCOPE
This Distribution Maintenance Manual (DMM-02-02) provides precise and
adequate information on the planned Inspection/Maintenance of 11/13.8KV
RMU switchgear.

2.0 INTRODUCTION
Preventive Maintenance is the practice of conducting routine inspections,
tests, and the servicing of power distribution facilities, consistent with good
economics, so that impending faults can be detected and reduced or
eliminated. Whilst equipment deterioration is normal, equipment failure is
not inevitable. As soon as new equipment is installed, the process of normal
deterioration starts. Unchecked, the deterioration can cause malfunction or
an equipment failure. A preventive maintenance program identifies and
recognizes these factors and provides measures for coping up with them.
This manual will cover three types of RMU switchgear: oil insulated, gas
insulated and air insulated.

3.0 SAFETY PRECAUTIONS


1.1 Ensure that required work clearances (work permit and hold tags)
have been obtained.
1.2 Ensure that Oil indicator is in proper position or SF6 gas indicator is in
the green area. Any deviation, Maintenance Engineer/Network
Maintenance Foremen should be informed for appropriate action prior
to PM.
1.3 Ensure that all switches are earthed.
1.4 All replacement works shall be done by competent
electricians/specialists.
1.5 Do not attempt to open the sealed enclosure, bushings or other items
that are not specified for opening in this Manual.
1.6 Do not use any cleaning solvent/grease other than those specified in
this procedure. Certain un-approved solvents/grease can harm the
RMU components.

4.0 GENERAL DESCRIPTION OF RMU SWITCHGEAR OIL TYPE:


The oil insulated switchgears described in this section, are of the load break
switch/fault make type. These units are outdoor, oil filled; metal clad, triple
pole 3-phase switchgear designed for use on the 11 KV and 13.8 KV
networks. This ring main unit incorporates two oil switches for isolation of
the main circuit and an oil fuse switch for controlling the tee-off feeder. This
section of the Manual will cover the following types of oil switchgear:

5.0 PLANNED INSPECTION:


An external inspection should be carried out periodically on the unit as per
DMM-01-01 to check for oil or compound leaks, external mechanical
damage, security of the grounding connections, and condition of the
paintwork. Additional pre-maintenance inspection should be carried out
using the attached switchgear inspection form (Attachment- A).

6.0 PLANNED MAINTENANCE:


Planned Maintenance should be carried out on the unit as per DMM-01-01.
This includes a full internal examination of the condition of the fixed and
moving contacts, internal cleaning, oil testing and changing (if required),
and generally ensuring that the mechanism is reliable and in good working
order. Use the attached maintenance form for switchgear maintenance.
Following is detailed explanation of what has to be done:
6.1 General Cleaning:
• It is important to clean the ground floor of the switch before start
any maintenance operation.
• It is necessary to clean outside surface of the switch to remove oil,
dirties, dust, greasing by dry clothes.

6.2 Oil Level:


• Before the unit is returned to service ensure that all oil filled
chambers have been filled to recommended levels indicated by (oil
level indicator).
• Top oil if needed only.
• Insulating surfaces under oil should be cleaned of sludge, if the oil
is removed.
• Replace gasket wherever required.

6.3 Sample Of Oil:


• Using test as set in DMM No.01-02 (insulating oil for transformers &
switchgears).
• Oil sampling from the bottom of the tanks is recommended.
• If oil is carbonized, check contacts.

6.4 Oil Level Indicator:


• Oil level indicator for Oil Switch Tank and Fuse Switch Tank should
be checked and the oil should be to the required level. Wherever
required the oil indicator should be replaced.

6.5 Position Indicator:


• Check visually the condition of the position indicator of each switch
(“ON”,“OFF”,“EARTH” Locations) and replace the wherever
required.

6.6 Contacts/ Blades/ Bus Bar:


• Check the condition of fixed and moving contacts. Contacts with
slightly burned may be cleaned with fine emery cloth. If damage to
the contacts is too bad should be replaced.
• Operate switchgear close/ open “6” times to ensure mechanism is
satisfactory.
• Check alignment of moving and earth contacts and adjust if
necessary.
• Check all earth connections and repair/change if required.

6.7 Operating Mechanism:


• Operate each switch (Ring & Tee-Off) and the Tee-Off Emergency
Trip Push Button three (3) times to ensure proper operation of each
mechanism (feeder and fuse switch).

6.8 Gaskets:
• Check all gaskets and replace as required to prevent leakage of oil.
• Use dry gaskets coated with gasket sealing compound for proper
sealing.

6.9 Check Phase Separators


• Re-tighten the studs, which hold separators against the rear
bushing.

6.10 Greasing:
• All padlocks and hinges should be lubricated.
• All should be cleaned and wiping with grease (especially with
ELBOW Termination).

6.11 Fuse Rating:


• Check fuse rating matching to capacity of transformer connected.

6.12 Fuse Installation:


• The unit designed to accept HRC Fuses of 63mm Dim. in two
lengths 254 or 359 mm.
• The bottom in the Fuse Carrier should be positioned to suit the
length of fuse (re-locate the lower clamp to suit fuse length and
Check for correct alignment to finally tighten the fuse).
• Check that (Striker Pin) is not operated and it must be toward
tripping mechanism.

6.13 ELBOWS/ Terminations:


• Check terminations or ELBOW ends (burnt terminals, Earthing, of
screen layer of cable).
• Check proper fixation of the cables by supporting clamps, clamps
etc.

6.14 Insulators:
• Check if there is any crack in the insulators of moving and fixed
contacts, or bus bars.
• Re- fix all insulators wherever needed.

6.15 Earth Fault Indicator:


• Oil RMU may be supplied fitted with “Earth Fault Indicator”.
• Electrical and mechanical testing of EFI is covered in DMM-01-03.

6.16 No. Plate/ Danger sign/ monogram:


• The substation number should be clearly marked on the label
provided on each oil filled switch.
• Danger plate/ company symbol must be fixed and clear.

6.17 Enclosure Paint


• Paint the enclosure, if required, as per the approved procedure.

6.18 Switching Procedure:


Main switch and fuse switch manual spring mechanism should be
tested for the following steps:
• “OFF” to “ON”.
• “ON” to “OFF”.
• “OFF” to “ON EARTH”.
• “EARTH” to “OFF”.
• Check striker pin fuses, so the operation of any one fuse operating
on a trip bar gives triple pole tripping of the switch fuse.
• Check that interlock lever prevents the switch being operated
through from “ON” to “EARTH”.

7.0 GENERAL DESCRIPTION OF SF6 RMU:


This manual sets out the minimum maintenance requirement of SF6 gas
insulated RMU Switchgear as described below:

This type of switchgear is rated for use at SEC distribution network


voltage (11 kV & 13.8 kV). The switching parts of this switchgear are
insulated by Sulphur Hexafluoride (SF6) gas, enclosed in a sealed
chamber.

7.1 Properties of SF6 gas:


SF6 gas is colorless, odorless, tasteless and non-toxic; it is
chemically stable and non-flammable. SF6 gas has good dielectric
strength and excellent arc-quenching properties. Use of this gas in
electrical switchgear increases the safety of personnel and the
installations as compared to oil insulated switchgear.

8.0 Planned Inspection:


An external inspection should be carried out periodically on the unit as
per DMM-01-01 to check for SF6 gas leaks, external mechanical
damage, security of the grounding connections, and condition of the
paintwork. Additional pre-maintenance inspection should be carried out
using the attached switchgear inspection form (Attachment-A).

9.0 Planned Maintenance:


Planned Maintenance should be carried out on the unit as per DMM-01-
01. This includes a full internal cleaning, checking the fuse condition and
SF6 gas (if the gas pressure found low follow the approved practice in
each OAs to correct the situation). Use the attached maintenance form
for switchgear maintenance (Attachment-B). Following is detailed
explanation of what has to be done:

9.1 Enclosure Maintenance:


9.1.1 Remove all the enclosure cover plates and make the
access to the cable compartment, earthing bars (if
available) clear.

Caution: Do not open the fuse plugs during this stage to


prevent dust from entering into the fuse chamber.

• Use an air blower to remove the dust around the RMU


(every where) emphasizing on the following parts:

1. The operating mechanism.


2. The earthing bars.
3. The cable compartments.
4. Near the fuse plugs (for fuse type RMU)

Caution: To avoid damaging the mechanism, do not bring the


blower too close to the operating mechanism.

• Use a soft brush to remove the remaining dust on the


body of RMU.
• Use a piece of cleaning cloth/sponge with clean water
to clean the earthing domes.
• Check all connections for tightness, overheating and
corrosion, attend/replace defective parts, if required
• Observe cable terminations for any external signs of
deterioration such as severe discoloring, corona
discharge signs, splits/cracks on the surface. Report to
the Maintenance Engineer/Network Maintenance
Foremen for corrective actions, if required.
• Tighten cable clamps, if required

9.1.2 Place back the cover plats.


• Clean the external surface of enclosure (cover plats) by
a piece of cleaning cloth and blow away the dust.

Note: Ensure that the enclosure hood is closed while using


the blower/brush.

• Grease the hinges of the hood.


• Replace the hood handle, if broken.
• Check the hood support device, replace if defective.
• Check the weather proof gaskets, replace if required.
• Replace the danger sign/ monogram, if required.
• Ensure that labels/numbers are clearly displayed,
replace/paint if required.
• Testing and maintaining of the EFI, (DMM-01-03)
should be followed.
• Paint the enclosure, if required.

9.2 Operational Mechanism Maintenance


On the completion of the maintenance work, following shall be
done on the RMU:

• Operate each switch (Ring & Tee-Off) and the Tee-Off


Emergency Trip Push Button three (3) times to ensure proper
operation of mechanism. If the mechanism is faulty, report the
matter to the supervisor, for appropriate action.
• Reassemble back the RMU parts and the enclosure parts in
reverse order as previously mentioned/listed.
• Restore the RMU to its normal condition ensuring that all
switches are earthed.

Switch Interlocks and Padlocks:

The switchgear should be padlocked to prevent access to


unauthorized personnel. The following interlocks are provided:

Switch Position Indicator:

Both main and earthing switch positions are shown on the same
position indicator (for Ring and Tee-Off circuits). Following table
describes the reading of position indicator at all possible operation:

9.3 Fuse assembly maintenance:


• Clean accumulated dust near the fuse plugs by using air blower
and brush.
• Open the fuse plug.
• Remove the fuse and the holding assembly devices.
• Use the blower inside the fuse chamber to remove dust.

Note: Ensure no foreign object is left inside the fuse chamber

• Return the fuse back into the clamp of the bottom of the
chamber ensuring the following:
1. Rating of the fuse must be matching with the Transformer
size.
2. Both centering devices should be fixed.
3. Direction of the striker pin must be towards tripping
mechanism
• Close the fuse plug
• Repeat for other phases

Fuse Replacement:

Following actions/precautions shall be undertaken during replacing


the fuses:
• Use proper safety gears.
• Ensure that the tee-off switch is in earth position.
• Replace the fuses as required.

9.4 Neon Indicator Maintenance:


The function of neon indicator is to indicate the status of the cable
connected to the respective bushings. The light of neon indicator
bulbs will be flickering if the cable is energized and will be off if
the cable is not energized. There are two sets of neon indicators on
the RMU, one for each ring side as shown in figure no. 1.4. Each
indicator consists of three small lights/bulbs and three phase
concordance receptacles (one for each phase) as shown in the
figure:

In some cases, neon indicator may not be Helical

replace the neon indicator, interchange the
defective neon indicator with new/working-
condition one as described in the following

Note: Replacing neon indicator can be done while the RMU is


in-service/energized provided LV gloves shall be used in
addition to other required safety gears.

• Remove the fixing screws


• Disconnect the male-female connection terminal
• Connect the new/ working-condition neon indicator
• Fix back the two fixing screws
• If neon indicator working, then it is concluded that the previous
neon indicator is defective

If neon indicator is still not working, following shall be done:


• De-energize the cable and earth the RMU switch
corresponding to the affected neon-indicator.
• Open the related cable box.
• Verify that helical sensing element and connecting lead
(shown) are not touching the RMU body/metal part.
• If touching, isolate/separate the helical sensing element and/or
the connecting lead from the RMU body by insulating material
(ex. cable jacket).
• Repeat for other bushings.
• Close the cable box.
• Switch back the RMU & observe functioning of the neon
indicator.

10.0 GENERAL DISCRIBTION OF RMU SWITCHGEAR AIR


TYPE:
The air insulated RMU switchgears described in this section are of the
load beak switch/ fault make type. These units are outdoor, triple pole
3-PH switchgear designed for use on 13.8kv networks. This section will
cover only the following type:

RMU, Fuse Type Wickmann

The most important features of the Wickmann Rotary Load


Disconnectors are the modern compact construction and the lack of
post insulators. Two main contacts together with arcing contacts are
connected in series and form a double break system. Good breaking
characteristics and long service life are enhanced by cooling the arc in
specially designed extinguishing chambers. The Wickmann
Manufacture Manual is attached for more information. (Attachment-M)

11.0 PLANNED INSPECTION:


An external inspection should be carried out on the unit as per DMM-
01-01 to check for external mechanical damage, security of the
grounding connections, and condition of the paintwork. Use the
attached inspection form for switchgear periodical inspection and pre-
maintenance inspection (Attachment- A).

12.0 PLANNED MAINTENANCE:


Planned preventive maintenance should be carried out on the units as
per DMM-01-01. As per manufacturer manual it is not necessary to do
special maintenance under normal conditions. However, it is
recommended to clean the insulating parts from dust and dirt
approximately every 2 years when isolated for repairs etc. and to check
