GENERAL REMARKS

Name of work :-Widening and Strengthening of Guduru - Duggarajapatnam Road from


km 17/800 to 20/980 and 21/685 to 28/000 in SPSR Nellore dist.
The Observations of Q.C. are as follows
I General
1 The work of "Widening and Strengthening of Guduru - Duggarajapatnam Road from km 17/800
to 20/980 and 21/685 to 28/000 in SPSR Nellore dist." is in progress as on the date of
inspection. As per agreement, date of handing over site is 17.06.2020 and the date fixed for
completion is 16.12.2021. The Engineer-in-charge is requested to verify the progress of work
in accordance with mile stones specified in the agreement and take appropriate measures as
per agreement conditions.

2 The Engineer - In - Charge is requested to instruct the field officers to adhere the check list
communicated by advisor Q.C vide Memo No: 10098/inspections/AE/MC/2005, Dt:
10.05.2005 at every stage of execution of all ongoing works without fail.

3 The Engineer - In - Charge is requested to ensure that the field officers follow OK card system
for all major components of work for achieving specified workmanship and quality as per
Circular memo No. 3027/AEE5/DEE/MC/2006 dated 04.02.2013 of E-in-C(R&B) Admn & NH.

4 The Government vide G.O.Ms No. 80 of T R&B (R.I) Department dated 25.04.2005 have
issued certain guidelines on road safety along with certain road safety interventions to be taken
up duly making provision in the estimate. The same shall be executed without omission to
minimize the road accidents.

5 The Field Officers are instructed to follow the instructions carefully vide Circular Memo
No.711/Circulars/CE/QC/EE/DEE/2014 dated 06-01-2021 for execution of CC Pavement.
As per the clause 5.3 of IRC 57-2018, the longitudinal joints are to be provided in multilane
pavements and also when the width of pavement is grater than 4.0m. But it is observed that
5.50m width CC carriage way was executed with out longitudinal joint. The Engineer - in -
Charge is requested to take opropriet measures to control cracking in CC pavement.

6 The Field Officers are instructed to follow the instructions carefully vide Circular Memo
No.711/Circulars/CE/QC/EE/DEE/2014 dated 24-02-2021 for execution of Pipe culverts.

7 The Field Officers are instructed to follow the instructions carefully vide Circular Memo
No.711/Circulars/CE/QC/EE/DEE/2014 dated 24-06-2019 for execution of steel items.
GENERAL REMARKS

8 It is observed that the road from km 0/0 to 17/2 was sanctioned under corenet plan for
Rs.38.00 crores. The existing carriage way is 5.50m wide. Under corenet plan the Existing road
is being widened from 5.50m to 10.0m and BT surface is provided for fll width through out i.e
km 0/0 to km17/2, except in village limits where 15.0m wide CC pavement divided carriage way
with central divider i.e 7.50m width on either side.
The present work was sanctioned under CRF grant from km 17/800 to 20/980 and km
21/685 to 28/000. The existing carriage way of these stretches is also 5.50m only. As per the
sanctioned estimate it is proposed to widen these stretches from 5.50m to 7.0m, except the the
stretches from 17/800 to 18/200(400.0m) and 18/850 to 19/100 (250.0m), where 11.0m wide
CC pavement divided carriage way with central divider i.e 5.50m width on either side is
proposed.
It is observed that stretch from km 20/980 to 21/685 (the existing 5.50m carriage way road)
is not covered in the present estimate. It will become a bottle neck after completion of the road.
Further it is observed that the same road which was proposed under corenet plan as
Duggarajupatnam port (Proposed) connectivity road is will be of different widths in different
locations which may cause inconvenience to the road users.

II GSB & WMM


9 The Field Officers are instructed to follow the instructions carefully vide Circular Memo
No.711/CEQC/T4/2008 dated 28-2-2009 for producing and execution of GSB, WMM & BT
items. If the work was not executed as per the standard specification by using requisite
machinery, the Engineer - In - Charge is instructed to recover the amount calculated as per the
instructions issued in the circular mentioned above and compliance may be sent to Q.C. wing
for verification and record.

10 The Engineer - in - Charge is requested to execute the shoulders on both sides of the road
simultaniously and compact layer by layer.
11 All pits excavated for Quality Control inspection are to be restored to original condition and
report compliance.
NOTE: -
1 The Q.C. report furnished above is not a basis for making payment on the work as it does not purport to be covering
all the aspects of the work and the Engineer - In - Charge is requested to check up the work at closer intervals
during process control and also requested to conduct necessary Q.C. tests on finished item of works and satisfy
himself before making payment.
2 The Engineer - In - Charge shall take necessary action on the deficiencies observed in this RIR as per agreement
conditions, Engineer-in-Chief(R&B)(Admn & Roads) circular Memo No. 12582/Vig-I/1/2005-1, Dt. 17-10-2006 and
any other instructions/circulars in force.
3 The Q.C report furnished above is not valid for any evidence in any court of law.
4 The RIR issued is based on the observations made on the day of inspections and any deficiency if observed
subsequently by the field officers such as unravelling, plastic deformation, rutting, bleeding, corrugations, patches,
etc., shall be rectified before releasing payments. Payment shall not be made solely based on these QCRs.
