CHAPTER I

PROJECT OVERVIEW

Problems Identified

In the current situation of the Philippine country due to the pandemic,

Filipino citizens are also put in uncertain circumstances. Student parent's

income is not sufficient enough to sustain their family needs and the school

expenses of their children. And considering the current events and

circumstances, the problems are identified by the proponents, such as:

1. The books required are expensive

2. Non-availability of specific books needed

3. Too many sources of information and the reliability become

questionable

4. Library books in the university are now simply stored and unused

Keeping forth the abovementioned points, the project “One Click, You

Learn: RTU Digital Library” that was proposed by the proponents, is the

suggested solution project that can use to solve, sustain, and expand the

academic needs of students and the university library services.

Accountable

The project proposal is accountable by the university organizations,

faculties, and the librarian, where the role of the following accountable

persons is elaborated below.

University Organizations are responsible for collecting and selecting

online documents and books that are free and related to their courses. Those

free documents and books are available on different sites online that most

students from different universities have free access to it. The organizations

need to screen the files and videos for their reliability and credibility, then

compiling them for another screening under faculties and librarians.

Faculties will be the ones who will be responsible for the re-screening

of the files, books, and videos that are gathered by the university

organizations. They will select those files that they are agreed to put in the

online library, where the standards they set are being met.

The librarian's role is to conduct a final screening for the files and

videos that passed in the checking of organizations and faculties. They will

also scan the books and files that are available in the university without

violating copyright law. Monitoring of online book usage is also part of their

responsibility for moderating the usage and the appearance of problems.

Project Background

In this digital age, the internet has already had a significant effect on

how people find and access data, and now the increasing success of e-books

is helping to change the reading habits of people. Public libraries are trying to

adapt their programs to these emerging realities in this changing terrain while

also meeting the need of learners who rely on more traditional resources.

Many people nowadays are preferred of using technology to access

everything. Likewise, the digital library can improve and facilitate the learning

and teaching of universities. Recently, because of the immense advantages

that can achieve, most universities are seeking to incorporate and implement

digital library initiatives into their systems.

Digital libraries are unaccustomed to most developing countries,

however, we in developing countries have the most to benefit from a free

sharing of digital resources. As collections start to emerge from the research,

libraries, and archive communities, tools and guidelines must be accessible

in an opportune fashion to direct future digital libraries to better meet the

needs of local communities, especially the students of Rizal Technological

University whereas still participating and contributing to digital efforts. And

several departments in the university have already endeavored to execute

systems to oversee digital assets that their faculty wishes to utilize. For

example, the CEAT department has linked to a “File Server‟ on the college

which gives get to numerous free eBooks to the varied offices of the

faculty. However, this way of a digital resource management framework can

be a concern and unsustainable, particularly concerning copyright issues and

issues related to the benefit of the openness of the materials to the clients

(as there are appropriate measures input for successful digital resource

management and delivery system). An isolated and working advanced library

service worked inside the library would give a few benefits to the users, and

must be able to bolster the project: “One Click, You Learn: RTU Digital

Library” goals.

With that, we are presenting to you the project proposal that we come

up with, named "One Click, You Learn: RTU Digital Library" wherein, we will

gather free pdf books online and video lessons that professors provided for

their students. We will make sure that all online materials that we will be

posting, are approved by the university and is all relevant to the subjects and

course that Rizal Technological University offers since it is made just for the

students of Rizal Technological University. In this Digital Library, students

can borrow, search and access online free books and also watch academic-

related videos. It is a reliable online platform for students and professors to

share their video lessons. By providing or creating this platform, we believe

that it can help Rizal Technological University students to study their lessons

without the hassle of finding materials or reference online, especially now

that we are experiencing online classes because of the pandemic.

CHAPTER II

PROJECT DETAILS

Introduction

Libraries, along with archives, have always been the primary institutions

charged with managing human information and culture—collecting,

preserving, and disseminating it. As advances in computer science made it

possible to deal with digital representations of documents devoted to

capturing human information and culture rather than written ones, libraries

were among the first to seize the opportunity in the digital revolution. As a

result, the word "digital libraries" eventually became the description.

Digital library systems, on the other hand, have come a long way from

their formation. They have developed into complex networked systems

capable of supporting communication and collaboration among various

globally dispersed communities, dealing with "digital objects" that include not

only the digital equivalents of printed documents, but also photographs,

video, programs, and any other form of multimedia object that a group can

identify as appropriate to its working and communication needs.

There is a paradigm change in the definition of libraries and knowledge

centers. Previously, we were concerned with records in print format and their

information resources. We are now more or less obsessed with hybrid

libraries, streaming libraries, and virtual libraries resulting from the paradigm

change. These are due to the emergence of Information and Communication

Technologies, which has changed the protocol for collection creation,

organization, and accessibility. There were no rivals for libraries historically.

With the invention of the web and the internet, people can now access their

needed knowledge internationally at any point in time and space in their

workplace. As a result, the entire function of libraries is called into question.

To determine the value of libraries, we must move from conventional service

methods to new service methods. To cope with the advanced needs of users

in this evolving world, the establishment of a digital library is an important

part. Today, we are in the digital world, in which content was created, shared,

and used digitally. Knowledge is flying in all directions and circling us. Any

modern library aims to gather the right content and make it available to the

right user at the right time. A digital library is a collection of advanced items

as well as methods for reviewing, recovering, selecting, sorting and

safeguarding them. Data preservation is the practice of storing digital artifacts

for them to continue to be used as technical advancements make initial

hardware and software requirements obsolete. The method of preserving

digital data in digital form to maintain the accessibility, longevity, and

intellectual dignity of the material stored therein is known as digital

preservation.

Historical Background

Digital Libraries: University Library

The University Libraries began as a College Library on the Pasig

Campus in 1969. RTC was upgraded to a State College in 1978 by

Presidential Decree No. 1341 – A, and then to a State University in October

1998. (Republic Act No. 8365). Since then, the library has expanded and

been divided into four (4) units at the Pasig campus: the Main Library,

Graduate Studies Library (GSL), Laboratory High School Library (LHS), and

College Library. College-specific reading centers were developed to

accommodate students from the College of Arts and Sciences (CAS),

College of Education (CED), College of Business Entrepreneurial Technology

(CBET), and College of Engineering and Industrial Technology (CEIT).

The library facilities of all reading centers are under the direct control of

the Academic Deans in the colleges where they belong, according to Office

Order No. 701 –Devolution of Library Services, which was issued in 2013.

(GS, CEIT, CAS, CED/HS, CBET, IPE, and College Library at Pasig

Campus.) But, as of 2017, all library units are now under the direct oversight

of the Vice President for Student Services, who works closely with the

Academic Deans of Colleges.

model, with library materials organized according to the Dewey Decimal

Classification Scheme. College of Engineering and Industrial Technology

Library, Dr. Lydia M. Profeta (Graduate School Library), Laboratory High

School Library, and Pasig Campus College Library is the library units.

Colleges of Arts and Sciences, Education, Health, Business, and Allied

Sciences, Business and Entrepreneurial Technology, Institute of Physical

Education, and Astronomy are the Reading Centers.

Digital Libraries: The Evolution

The concept of a digital library can be traced back to pioneering papers

by scientists like Vannevar Bush and J.C.R. Licklider, who developed and

pursued the goal of "knowledge exchange as fundamental instruments for

advancement" through innovative technologies and methods. Bush created a

computer that holds all of a person's books, records, and correspondence

and is mechanized so that it can be consulted easily. On top of that, there's

"a transparent platen." This is where you'll find longhand notes, drawings,

memoranda, and several other items. Due to the lack of digital support, he

described "improved microfilm" as a medium for material storage and

sharing: "contents are purchased on microfilm ready for insertion." This

system is used to gather and drop books of all sorts, as well as pictures,

current periodicals, and newspapers." Of course, he also imagined data

discovery and management. Licklider noticed that computers were becoming

powerful enough to support the types of automated library systems described

so he wrote a book in 1965 about how a computer could provide an

automated library with simultaneous remote use by many different people

through a popular database. As a result, Licklider is considered an Internet

pioneer, and he establishes the connection between the internet and the

digital library in his book. As a result, it's no surprise that digital library

research and development started in the early 1990s, coinciding with the

birth of the internet, which has opened up unprecedented possibilities for

discovering and delivering human content. The first approach for

disseminating information artifacts in digital form is to establish a list of digital

texts that can be searched using a search engine and are backed up by a

centralized metadata catalog.

Digital Libraries: Invention Of Ebooks

On July 4, 1971, Michael S. Hart sent the digitized text of the American

Declaration of Independence to all on the network of the University of Illinois

at Urbana-Champaign. Project Gutenberg, the world's first digital library, was

released on this day. Michael Hart is also known as the "Inventor of the E-

Book," as he was the first to create electronic books, or eBooks, in 1971.

Project Gutenberg, one of the first and most successful online literary

projects, was created by him. He explained how he came up with the

definition for eBooks. At the University of Illinois at Urbana-Champaign, he

had been given access to a considerable amount of computing power.

granted access to a Xerox Sigma V mainframe computer. He received an

account of virtually infinite computing time from nice operators (Hart's

brother's best friend was a mainframe operator), with a value of $100,000 or

$100,000,000. Hart explained that he wanted to "pay it forward" by

accomplishing something important. By the end of the twentieth century, his

initial goal was to make the 10,000 most widely consulted books free or low-

cost to the general public.

        This machine was one of 15 nodes in the computer network that would

eventually become the internet. Since Hart expected that computers would

become more widely accessible in the future, he brought in his pocket a copy

of the United States Declaration of Independence, which he had bought at a

grocery store on approaching home from seeing fireworks earlier in the

evening. He jotted down the text into a teletype machine but couldn't send it

by email because he didn't have access to one. As a result, to avoid

"crashing the machine," it had to be downloaded separately. As a result,

Project Gutenberg was born. 

Text versions of classics such as the Bible, Homer's, Shakespeare's,

and Mark Twain's works began to appear on Hart's website. He had jotted

down a total of 313 books in this manner as of 1987. Then, thanks to his

participation in the University of Illinois PC User Group, Hart was able to

enlist volunteers and set up an infrastructure of mirror sites and mailing lists

for the project with the help of Mark Zinzow, a university programmer. As a

first Project Gutenberg e-text.

        Johannes Gutenberg, a German printer who invented the movable type

printing press movement in the 15th century, was the inspiration for the

project. Hart was running Project Gutenberg out of Illinois Benedictine

College by the mid-1990s. More people had offered to assist. All of the text

was entered manually when image scanners and optical character

recognition software improved and became more widely accessible, making

book scanning more feasible. Following that, Hart worked out a deal with

Carnegie Mellon University to oversee Project Gutenberg's finances.

Volunteers began to take charged of the project's day-to-day operations,

which had previously been managed by Hart, as the number of e-texts

increased.

An Italian volunteer named Pietro Di Miceli designed and managed the

first Project Gutenberg website, as well as beginning work on the Project

Gutenberg online Catalog. During his ten years as project manager (1994–

2004), the project's web pages won several awards and were regularly

included in "best of the Web" lists, enhancing the project's popularity.

Limitation/ Delimitation

        The limitation of the digital library project are listed as follows:

 Copyright, the initial high cost, availability, connection speed, and

the retention of benefits from worthless knowledge are all factors

to consider.

On the other hand, these are the list for the delimitation of the project:

 Inadequate screening or validation 

 Standard publishers and librarians are losing their jobs

 The digital library can only include digital materials for RTU

courses.

 Users/students can only access books that are free and

authorized by the author to use. 

Steps on how to develop the program or proposals

“One Click, You Learn: RTU Digital Library” is an online space available

24/7. Through this digital library, students can find and access digital

materials relevant to their courses. It contains documents, books, and lecture

videos that come from different websites and professors of RTU.

Here's how we'll develop this project:

• Determine the courses that RTU offers so that we'll know which

topics or contents we will provide in the Digital Library.

websites, making sure that they're all reliable and relevant to the

students' needs.

• Compile the materials and links based on course and subject

description.

• Send the files to the accountable persons for another iteration of

data.

• Compile relevant academic-related videos from professors.

• Ask the authors of the books from the university library for their

approval and tell them about the project.

• Scan the books that have been granted permission by their authors.

• Create the website of the RTU e-library by adding features.

• Faculty and librarian will filter the documents/books/sources for their

reliability and availability.

• Compile the links/sources that will be used for final issuance.

• Develop the website by IT students or computer engineering

students from RTU so there won't be any cost to be handled by the

University. They will put all the evaluated digital materials based on

their course and subject.

• If there's no error encountered, the RTU Digital Library is ready to

release to the students.

Commonly, this kind of project is expensive, but we can make it free by

distributing the tasks to benefactors and accountable persons in the project.

When designing the website, the management or faculty can delegate these

tasks, as a project to computer-related courses such as IT courses. Making it

as their project will not spend a small cents in part of the management. The

documents that will be available in this project are all free online without

restrictions, but the only problem with this is the scanning of books in the

physical library of the university. Scanning the books might violate some

statutes as a function in this be diligent in that phase. To secure that stage,

the rules in producing several book scans are dependent on the volume or

number of copies of that specific book available in the library. Another option

is to approach the book's writers and request permission to produce and use

his books solely for Rizal Technological University students.

in all, this need to look for another substitution

or way to achieve it. Although it is free at the time of establishment, the

management cannot run in some expenses especially in the project

maintenance.

Your roles in the proposal

Having a role in this kind of project is not an easy responsibility to

students and proponents like us. Although it is only a fundamental role in

accomplishing the plan, it is still a critical one because this will be the first

step in attaining the project goals. If we, the proponents failed to do it

smoothly, the remaining steps will be more complicated than the latter,

because the first step will always have a big significant role in this project.

As students at RTU and project proponents, our positions in achieving

the missions of the project are adjustable, analogous to the roles of the

responsible people mentioned above. We, as part of the benefactor, in case

this project is approved, we can suggest like other students the books and

other resources that we believe will be a big help, to achieve the said goals of

the project. We can also filter some suggestions from other students about

year students, we have a clear idea of what subjects our course can cover

and which references we should trust to use.

Aside from filtering the suggestions of the students, we will also be

given the compilation duty as part of our position as a proponent. The listing

that we will help with would be dependent on the course on which we

practice, which is accounting. In terms of other fields, we suggest to the

students’ body to assign it to other accountable students in each course, so

that it will be more effective and reliable because it is their specialized field,

and they know the crucial points in their course subject.

Self-Evaluation as Student in the Proposal


Strengths

As Bachelor of Science Accountancy students, our strengths that we

assure will be useful in this project proposal are our critical thinking, integrity,

ability to manage deadlines, teamwork ability, communication, and

interpersonal skills.

In critical thinking skills, it will use in deciding whether the suggested

books and resources are credible and no complexity that will occur in case of

usage. The integrity that we in the accounting field always apply, wherein this

project we will always be honest and having strong moral principles in

selecting and disbursing information. Our ability to manage deadlines will also

building the project. The teamwork ability, where we can work with other

students and the accountable persons for the betterment of the project, and

fast and effective implementation of its usage. Part of our teamwork ability is

the communication and interpersonal skill, where we can use it in

communicating and gathering information from students and other people,

who are participants in building this project.

Weaknesses
Together with our strengths are our weaknesses, which are

procrastination, being easily distracted, and workload anxiety. These are

common flaws that we all have, and though we are mindful of them, it is

difficult for us to change those attitudes.

The first one is procrastination, where we, students' always delaying or

postponing a set of tasks but still do not want to fail in something. And this

weakness can affect the project we are proposing, although we have a

timetable to follow, we still procrastinate doing the project because we spend

more time thinking about how to do the plan than applying and producing the

product of what we are thinking. In short, our brain is working under pressure,

but sometimes, putting us under pressure leads our works is disastrous.

Another weakness is that we are easy to distract. Small things in our

surrounding distract us that leads to delaying the creating of the project. And

to be distracted by the noise in our

environment and deciding to delayed the project because we cannot focus on

doing it. The last weakness is our anxiety about workload, where we become

anxious because of the workload that needs to pass within the deadlines and

being pressured leads to doing nothing. The last weakness will affect the

project proposal by us being stress, and doing and submitting the work that is

not our best.

Action Plan Timetable


The time frame of the project are estimated of minimum of 3 years and

maximum of 5 years from the date of approval. But for the estimation

purposes, the time frame activity that will be use below are only 3 years,

(January 2022-December 2024).

All of the aforementioned actions have not yet been completed, and

they can only begin if the school administration approves this project plan.

And since this is just a draft that has yet to be accepted, we proponents have

still yet to take any necessary steps on this proposal until management says

and approves it.

CHAPTER III
SWOT ANALYSIS

Compared to conventional libraries, modern libraries foster a new

environment for knowledge sharing. Using new information processing

technologies for digitizing literature materials, the digital library will create a

rich content of digital information resources such as books, periodicals,

maps, manuscripts, audio-visual, etc. Today's digital library offers a splurge

on orderly organization, full storage, and effective use for massive volumes of

information content. The weaknesses of this project plan, on the other hand,

are digital rights management, copyright problems, authenticity and trusts,

maintenance and replication, and, ultimately, emerging technology. These

flaws would only be temporary if those who are in charge will implement this

will focus on every step in building this project. Their ethical conduct must

always be present and guarded. As to opportunities, we, the proponents

internal and external partners, and last, the rebranding of library services.

And we anticipate that the prospects we are pursuing will lead to increased

results at RTU Pasig Campus. The threats that we believe would affect the

projects are privacy and data security, as well as plagiarism. Those threats

will have an impact during and after building this project, whether it is legal or

not.

Realization And Commitments

As we proposed this project, we realized that having easy access to

information online would be extremely beneficial to all students, including

professors. It is possible to use digital libraries from anywhere and for every

moment using technology as long as an internet connection is available.

Students can access online books, videos, photographs, and other

educational material without visiting a physical library, which is particularly

useful now that we are in the middle of pandemics. We are mindful of the

various challenges we encounter, but this does not prevent us from carrying

on from this project plan. We might face numerous obstacles, but our primary

purpose is to strengthen and affirm our determination to begin work on this

initiative.
