1.0 Introduction

The Method Statement sets out the sequence and methodology to carry out
the Earthworks. It includes the related risk assessments, COSSH and Inspection
Test Plans and forms part of the Construction Phase Health and Safety Plan
which will be adhered to for safe systems of working.

2.0 Scope of Work

The Earthworks involve the following activities:


 Construction of approximately 42000m3, 5m high 1:5 embankments for
the approach road to the bridge over the railway line, filled with
borrow material from adjacent land.
 Profile cuttings of approx. 1100m3 up to 2m depth.
 Removal and stockpiling of approx. 8000m3, 300mm depth topsoil
which will be stockpiled for re-use.
 Removal of approximately 2000m3 unsuitable material that will be used
to re-profile adjacent land.
 Stripping, excavation, reprofiling and topsoiling of an approx. 6000m2 x
2m depth attenuation meadow and re-profiling of drainage ditches,
the excavated material, approx. 13200m3 will be used to re-profile
adjacent land at Ballahick Farm
 Importation of suitable acceptable material to replace the unsuitable
material and the provision of a Capping layer.
 Top soiling 2200m3 for embankments, cuttings and verges to a depth of
150mm.

3.0 SEQUENCE OF WORK
The sequence of work is as per the Programme of Works as set out in
the Site Management Plan.

4.0 Methodology
4.1 Surveying
 Three dimensional controls with stable ground makers will be located
between the boundaries and embankments on each side at
approximately 50m centres. The stations will be protected and
referenced on site. A survey drawing will be produced showing the
station references.
 Surveying equipment will be maintained and checked as required in
the ITP and recorded in appendix …
 The following are the required tolerances for the earthworks and
pavements: However it is our target to always be on the plus side of
tolerance due to the increased cost of material through the layers.
Subformation/Capping Level - +20/-30mm
Subbase +10mm/-30mm
Base +/-15mm
Binder +/-6mm
Surface Course +/-6mm
 An as-built survey will be carried out and recorded at 20m intervals
longitudinally across the full width of the surface to confirm compliance
with the above tolerances on Subformation/formation levels and 10m
intervals for pavement structure layers before works proceed to the
next level of pavement construction. A permission to proceed control
measure will be implemented.

4.2 Existing Underground Services
A full review of existing underground services within the footprint of our
works including areas of borrow pits and adjacent sites will be carried
out, inspected, located and marked before any excavation works will
commence.
4.3 Traffic Management
Traffic management plan will be produced and implemented for works
on the Douglas road roundabout, Ballahick farm public and track
access roads. It will indicate signage, lighting, overhead line protect
and access and egress routing.
4.4 Fence Line
The fence lines will be set out and were possible, allowing for access to
construction plant and deliveries, and will be constructed as per 12-
384-100 series drawings.
4.5 Earthworks Ch 350-560m
The earthworks and drainage will be phased as per the construction
programme. The section of works in phase 1 between Ch. 350-560m,
Ronalsburn diversion works, attenuation meadow construction and
filling of Ballinick Farm will be constructed first and as follows:
1. A traffic management plan will be implemented to safely
management the movement of vehicles across ballinahick farm
road.
2. Ballahick Farm works will commence first as per separate Method
Statement attached using the excavated material from the pond
meadow and the unsuitable remove from between Ch400-560.
3. The toe and top of the embankments of the roadway will be
pegged out and batter rails installed at 20m intervals.
4. Haul roads to the borrow pit area where the topsoil will be
stockpiled will be constructed with recycled cohesiveless material
laid on geotextile terram.
5. The earthworks will be constructed in accordance with 12-384-600
series drawings and tested, inspected and compacted as per the
ITP attached.
6. The topsoil will be stripped and hauled to a stockpile area located
as per the earthworks plan and stored no higher than 2.5m with
slopes at 2H:1V. Silt fencing will be provided around the stockpile
area to prevent any run-off migrating to adjacent watercourses.
7. Earthworks profiles will be set out at 20m centres.
8. The cut section between ch350-400 will be excavation to within
300mm of the formation and formed to the profile of the batter rails
to allow the construction of the permanent drainage. The unsuitable
material between Ch400-560 will be excavated to a minimum
depth of 0.4m below sub-formation dependant on quality of same,
removed and replaced with suitable material. The excavated sub
formation level will be chambered to match the finish profile and

compacted with one roll of the smooth drum roller, checked and
immediately covered with imported specified capping material 6F2
which will be constructed evenly over the full width and to the fullest
possible extent to the compacted layer depths stated in the ITP.
9. Topsoiling the embankments will then be carried out. Topsoil
material as per ITP, stockpiled at the borrow pit and screened, will
be hauled and dumped at the bottom of cut were a tracked dozer
will spread to 150mm depth to the batter grades.
10. The remaining cut between ch350-400 will be reduced to formation
and protected with 100mm capping following completion of the
verge drainage.

11. The main bulk earthworks will proceed on completion of the above.
12. The borrow pit topsoil stripping will be controlled to reduce the risk of
fill material becoming saturated.
13. The earthworks will be constructed in accordance with 12-384-600
series drawings and tested, inspected and compacted as per the
ITP.
14. The works on the North and South of the bridge will be constructed
in parallel alternating from each side to limit differential stresses on
bridge foundations. The fill will be constructed evenly over the full
width and to the fullest possible extent to the compacted layer
depths stated in the ITP commencing at CH560 towards the Bridge
and Bridge to R/B. At the end of each working day and before the
onset of wet weather the works will be chambered and smooth
drum rolled. Temporary earth toe ditches will be constructed to
control run-off towards the pond. The embankments will be profiled
upon reaching 600mm of sub-formation level and the topsoil will be
installed by spreading with a tracked dozer. Then the final 600mm of
fill will be installed in one operation across the full width from verge
to verge. The formation will undergo a CBR test and will be
immediately covered with capping material. The depth of capping
is designed as 350mm; the CBR test will verify same. The Abutment
backfilling will be constructed in parallel with the bulk filling to
eliminate benching.

Safe System of Working to Reduce Risk


All excavations must have the sides stepped, battered back or stepped to the angle of repose depending on ground conditions. Contact the Structural Engineer if in doubt
Excavations over 800mm deep must have the sides either stepped, battered to the angle of repose, have trench sheets, walings & struts or trench boxes installed to
support the sides.
Crowd barriers must be erected for safety of pedestrians & vehicles for excavations open for short durations, however, for excavations over 800mm deep &/or open for
long periods Heras fencing must be erected 1.2m away from the edge as a minimum.
Stop blocks pinned into the ground maybe required. These must be put in place 1m away from the sides of excavations where a traffic route is nearby to prevent vehicles
from surcharging the sides of the excavations or to prevent dumpers getting to close to the edge when tipping material into the trench.
Safe access & egress must be provided e.g. A tied ladder.
Excavations should be regularly tested for gases. Do not put mechanical pumps next the trench as the fumes could enter the trench.
When Operatives are working in excavations they must always have a colleague at ground level in attendance at all times in case of an emergency.
All manholes must have covers fixed into place. If temporary covers are used, they must be of a suitable thickness & be fixed into position to prevent movement.
All spoil must be stored outside the angle of repose (double the distanced away as the depth e.g. 1m deep 2m away from the edge) or carted away.
Kinetic lifting practices are to be employed
Hand dig with 4m of marked services so as to locate them

Safe System of Working to Reduce Risk


Vehicles are to be loaded & off-loaded inside the site boundary to prevent the risk to members of the public
Ensure safe access onto the lorry is available e.g. footed ladder. Is the person slinging the load on the top of the lorry safe, if there is a chance they can fall attach them
to the hook via a safety harness & inertia reel lanyard.
Ensure the load if stable before undoing the strap’s or rope. Stand a safe distance away from the load when it is being lifted, attach a tag line as necessary
All persons onsite involved in the loading & off-loading of vehicles must fully understand the loading procedure to ensure the stability of the vehicle being loaded/unloaded
Persons must not be allowed to access onto loads where there is a risk of falling
The loading/off-loading area must be free from obstructions. Pedestrian routes are to be separated from the loading operations by the use of physical barriers & warning
signs
All materials & equipment must be placed on solid level ground to reduce the likelihood of them falling over
Materials & equipment must be stacked to a safe height. A general rule of thumb do not stack over head height (1.8m) or more than two pallets or stillages high
Tote bags should only be lifted once & then it should be to lift from the vehicle directly onto a pallet positioned next to the vehicle, subsequent lifts of tote bags should be
on a pallet
When lifting with chains & slings correct slinging methods should be used & all lifting accessories are to be visually checked prior to use
Adequate gangways must be left between loads for operatives to gain safe access to the materials & equipment
Ensure a Banksman is present at all times when vehicles are reversing
Delivery vehicles are not to be left running unattended at any time & must be parked in a safe & secure manner whilst not causing an obstruction
Delivery Drivers are exit cab & oversee any loading operations
Where possible/practicable materials & equipment is to be mechanically lifted onto & off the vehicle, should this not be possible then kinetic lifting practices should be
used, also seek assistance with the lift, do not lift anything you are not comfortable with
Don’t be afraid to abort the lift or question the method of loading/unloading for safety
